1.  About NIEC:

National Independent Electoral Commission (NIEC) Constitute a Commission which is established on Article 111G of the provisional constitution of the Federal Republic of Somalia, its mandate is organizing, conducting, and monitoring elections of districts, regional, national, Public referendum and regulating and monitoring Political Parties

  1. Purpose of the Job:

This position is responsible for the day to day management of the Commission, prudent management of its resources, uphold the integrity and professional performance of all Commission functions and is the Chief Electoral Officer

  1. Main responsibilities of the Job:
  • Provide requisite leadership to the secretariat to ensure the commission attains high level of professionalism and ethical standards in its entire mandate, policies and programmes
  • Accountable to the Commission for execution of all programmes and plans in line with the Commission’s constitutional and legal mandate
  • Lead the development of the Commissions Strategic Plan in line with the commissions constitutional and legal mandate
  • Lead the development of the Commission’s Annual Work Plans in line with the commissions constitutional and legal mandate
  • Oversee the implementation of transparent and prudent procurement and operational process and ensure integrity of the Commission’s affairs
  • As the Secretary to the Commission, ensure safe custody of all Commission policy, strategic and management documents to facilitate decision making and institutional memory
  • Develop accountability measures for the institution and ensure all divisions deliver on their key performance indicators effectively and efficiently
  • Ensurethe Commission’s legal and regulatory compliance including successful audits of all operations, financial and information systems and records
  • In consultation with the Chairperson and Commissioners, drive the Commission’s public affairs and Corporate Communications agenda to ensure its values and image are consistently upheld and communicated
  • Provide direction on strategic partnerships and collaborative efforts including development of partner relations, technical assistance, collaborations and internal co-operations to facilitate the achievement of the Commission’s mandate
  • Oversee the planning and execution of key electoral events in line with the provisions of the law and the approved work plans
  • Ensure that the Secretariat is adequately resourced by competent personnel and facilitate effective and efficient management of the Commission
  • Cultivate a performance oriented culture of professionalism, integrity, accountability to promote a motivated competent secretariat
  • Oversee the assignment of duties and supervision of all employees of the Commission and ensure staff compliance with the laws of Somalia and as well as the Commission’s values and public ethics
  • Other duties as they arise

Operational Responsibilities

  • Implement the Elections Operational Plans including the execution of general elections, by elections, and referendums by overseeing the legal reforms, risk identification and mitigation in regard to Election Management and setting up project teams to drive assigned projects
  • Ensure the effective implementation of the Commission’s Strategic Plan and ensure continuous quality assurance through effective monitoring and evaluation of the Commission’s operations and projects
  • Ensure payments made by The Commission are within the ambit of the vote and covered within the statutory authority through the establishment of comprehensive authorization procedures
  • Develop and submit budget estimates for the Commission to the National Treasury and Parliament for review and approval
  • Oversee the effective management of the Commission’s supply chain by ensure goods and services are procured in line with the provisions of the Law
  • Monitor and manage fiduciary risk in the Commission’s operations and implement initiatives to mitigate against these risks including continuous audit of operations
  • Coordinate the preparation of the Commission’s annual financial statements and submit the same to the National Treasury and Parliament and the Controller of budget as required by law
  • Reallocate funds from their authorized use i.e. between programmes in the budget not exceeding 10% of the Commission’s expenditure
  • Review division reports and prepare periodic reports and the Annual Commission report to Parliament.
  1. Academic Qualification:
  • Master degree in Social Science, Public Administration, Strategic Management, Political Science, Law, Public Policy from recognized institution
  1. Work experience:

10 years of service of which Five (5) years should have been in a Management role or in a comparable position from government institutions or a reputable organization
