VACANCY ANNOUNCMENT

SENIOR NUTRITION OFFICER

CARE is an international NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, as well as mitigating immediate suffering caused by drought, conflict and displacement. We invite applications from experienced and talented individuals to fill the Senior Nutrition Officer – Emergency Program. This position will be based in Bosaso & Badhan 50% each with substantive travel to project sites across Puntland.

  1. Position Summary

Under the overall guidance of the nutrition supervisor and the humanitarian program manager in Puntland, the Senior nutrition officer will be responsible for day-to-day implementation of the nutrition activities in Puntland in accordance to the appropriate standards and will provide support to the Nutrition technical team and program manager in identifying nutrition gaps. S/he is a full time member of CARE emergency staff in Puntland and will report to the nutrition supervisor. Senior nutrition officer will oversee, coordinate and assist in providing technical support to the nutrition officers in planning, implementing and monitoring of Nutrition interventions and as well support in system strengthening. S/he will engage beneficiary communities, and coordinate with government ministries as well as national and international agencies to ensure most vulnerable people are served and that there is no overlap in provision of humanitarian assistance. S/he will also provide supervisory support to two Project Officers based in Badhan district, Sanaag Region

  1. RESPONSIBILITIES

R1: Program Implementation and planning

1.1 Provide leadership and technical expertise in nutrition assessments during emergency response and ensure that nutrition program is linked to other emergency response components.

1.2 Design, implement and analyze food and nutrition related needs assessment for under-fives, pregnant and lactating women within and outside CARE program areas.

1.3 Analyze need for target support to infant and young child feeding and if appropriate organize support in coordination with local partners and volunteers

1.4 Work with CARE and partner staff to develop a sustainable community based programs for addressing direct, underlying and basic causes of malnutrition

1.5 Participate in establishing funding requirements for nutrition interventions and contribute to the development of proposals and concept notes for emergency response

1.6 Plan and manage the nutrition programme in a phased and prioritized manner with full consultation and coordination with Care staff and other agencies both governmental and no governmental organizations

1.7 Together with the nutrition team and humanitarian program manager, develop weekly and monthly nutrition work plans

1.8 Collect and compile project data regularly to submit to the nutrition technical team and the humanitarian program manager, including; weekly and monthly beneficiaries reached, case studies, success stories and photographs of facilities.

1.9 Conduct a periodic stock count at both OTP/SC/TSFPs and provide a timely site need forecast to ensure availability and to avoid stock out.

R2. Field Monitoring, reporting and accountability

2.1 Ensure program targets are met using indicator in the M&E plan
2.2 Integrate M&E systems to support beneficiaries’ accountability, donor reporting, performance metrics and
organizational learning.
2.3 Ensure a good flow of information and good communication between field and the sub offices
2.4 Maintain project visibility as required by the donor at all times
2.5 Conduct timely field monitoring visits to project sites to ensure activity implementation is always on track and
any deviations are corrected
R3. Coordination and information sharing
3.1 Help with activity verification and monitoring (stock and program quality) at supported facilities to ensure
smooth, high-quality program implementation
3.2 Monitor the nutrition supplies at supported health centres and warehouses to ensure smooth, high-quality
program implementation
3.3 Attend and Facilitate coordination meetings, advocacy meetings and awareness raising sessions at the
community level, together with the nutrition officers.
3.4 Represent CARE International in Somalia in all matters related to nutrition in the assigned program location
while liaising  with partners, donors, governments and NGOs at field
R4. Staff Management
4.1 Line manage two nutrition Officers ensuring that he/she is supported to carry out their duties
4.2 Assist nutrition Officer develop, implement and regularly review their individual operating Plans (IOPs).
4.3 Implement CARE’s performance management system with all direct supervisees
4.4 Build the capacity of the project officers through proper coaching and training

R5. Other duties

  1. 1 Notify the humanitarian program manager and nutrition supervisor any discrepancy, serious incident or any urgent information which may need immediate consideration regarding day to day project activities
  2. 2 Fulfill any additional assignments as deemed necessary by the organization.

 

  1. Required qualifications and competencies:
  • Should have a Bachelor’s degree in public health.
  • 2-3 years’ experience in food security, health and nutrition programmes
  • Good experience in undertaking rapid nutrition and health assessments and report writing
  • Excellent interpersonal, planning, organizing, communication skills
  • Clearly conveying information and ideas through a variety of media to individuals or groups in a
  • manner that engages the audience and helps them understand and retain their message
  • Ability to work independently and meet deadlines yet effectively coordinate program activities with other CARE projects being implemented
  • Ability to establish effective working relations with local staff and other stakeholders
  • Ability to work under pressure and with minimal supervision
  • Ability to meet time-sensitive deadlines
  • Fluency in written and spoken English and Somali languages.
