CONSULTANT FOR THE TRANSLATION OF COMMUNITY CONVERSATIONS
HANDBOOK ON FGM/C
ActionAid International Somaliland (AAIS) is implementing an FGM/C project; the organization is seeking a consultant to translate a Community Conversation handbook which the project target communities use for community dialogues whilst conducting community conversations on Female Genital Mutilation/Cutting (FGM/C). This handbook will help communities to understand the health and social consequences of FGM/C practice and will equip them knowledge and measures to mitigate the negative impact of this practice.
The consultant will be required to use existing community conversation handbook and develop a detailed handbook that will both support community facilitators, and also help ensure that community conversations are delivered with a consistent approach and meeting minimum standards of facilitation.
In Somaliland an estimated 98% of girls and women have undergone FGM/C, 86% of which have experienced the most severe form. The issue is hugely sensitive and taboo, not discussed in public, and is deeply entrenched in social norms around the position of girls and women in society, their sexuality, and dominant patriarchal and religious beliefs that are upheld by all sections of society. FGM/C urgently needs to be addressed as it is one of the most extreme manifestations of violence against women and girls.
- Consultancy Purpose/Objectives
The handbook will equip target Communities (TC) with the information, skills and confidence they need to discuss with in their localities on FGM/C and other community issues, leading individuals through a participative process of reflection and action. Ultimately the aim of the translation of community conversations handbook is for project documentation and information. As an interactive process, which brings people together and engages communities to discuss and explore the underlying causes of FGM.
Specifically, the handbook will provide Communities:
Knowledge of Women Rights and how this can be applied within the community conversations.
Knowledge and understanding of FGM and its prevalence in Somaliland especially its policies, legal bases, and challenges. Reference should be made to the spectrum of cuts, and clarity on what constitutes FGM/C.
Human rights-based approach and participatory process of reflection and action, and how to apply this approach within the community conversations
A clear framework and guidance on how to implement the Community Conversation model, including:
- Objectives and outcomes of the community conversations
- Roles and responsibilities of a Community conversation facilitator within each steps of a community conversation.
- Step by step process, guidance and tools for (including but not limited to):
- Stimulating dialogues and create a forum for community members to think together to identify the socio-cultural factors affecting the health of girls and women.
- Open up discussion and dialogue on socio-cultural issues affecting maternal and child health conditions in target communities
- opportunity for collective and mutual learning at community level leading to gather consensus on collective community actions
Knowledge and tools on how to monitor and evaluate community conversations, how to record and share this information.
- Target beneficiaries
This activity targets community members (women coalitions, traditional and religious leaders, youth forums, girls, boys, mothers and fathers, police officers, community committees) to collectively discuss issues affecting their lives including FGM/C.
The consultant is expected is to translate a community conversation handbook on FGM/C through participatory process and engagement of relevant stakeholders. The consultant will explain the best way he/she will translate CCM handbook written in English.
Learning Guide/ Handbook on Community Conversations on FGM/C (complete with tools for the community facilitators to use during, and to monitor the community conversations)
o It is expected that the consultant will produce a draft handbook for comments and feedback from stakeholders, and then take these comments on board to produce the final version of the handbook.
o The final English Version handbook should be well presented and ready for printing.
VII. Specific duties and responsibilities of the consultant
List all necessary task materials and equipment to be made available by the client for the effective deliberation of the CCM handbook translation
Draft and develop the final English version of the CCM handbook. Make copies of the CCM handbook and share with ActionAid
Complete a review of the reference materials to inform the development of the handbook
Develop CCM handbook on community conversation on FGM/C (First draft and final copy after feedback) Develop the training design/plan, module and curriculum
Organize and facilitate the training following participatory methodology for six days. Write and submit necessary documents (task report, translation methodology).
VIII. Reference materials
It is expected that the consultant will refer to the following documents to inform the development of the handbook:
Existing materials and handbooks on FGM/C community conversations written in Somali language ActionAid WR / HRBA reference materials.
Any other relevant documents.
- Consultant Requirements & Qualifications
The consultant should have:
A minimum of first degree relevant to the area of the task (social science and/or human rights)
A minimum of 5 years’ experience working in women’s rights and gender equality, with expertise on violence against women and girls, harmful traditional practices, or FGM/C
Demonstrable experience of translating Somali to English language community conversation meetings, and developing relevant handbook/manuals
Experience working with NGO/INGOs
Knowledge of Human Rights Based Approach and reflect action methodology Certificate for training as Community Conversation trainer (TOT) is desirable Experience both for the practical and theoretical procedures of translation
Effective communication skills.
