The East African Regional Office is responsible for 8 countries in East Africa, including Kenya, Somalia, Uganda, Rwanda, Sudan, South Sudan, Tanzania and Ethiopia, with a current staff complement of approximately 3500 staff, and current expenditure of approximately $200 million each year. Save the Children has been working in Somalia/Somaliland for over 40 years.
Save the Children Baidoa office is implementing a six months FSL and Child protection integrated project in Humanitarian assistance to address urgent livelihood needs in extremely fragile situation, where poor women and their children are exposed to food insecurity, malnutrition, poor health and gender-based violence. The integrated project has two main results:
- Improved access to food and non-food items to 650 most vulnerable women through provision of monthly unconditional cash transfers
- Families, community members and children recognize the risks for violence, abuse, exploitation and neglect that children face and know how to prevent them
- Families, community members and children recognize the risks for violence, abuse, exploitation and neglect that children face and know how to prevent them.
- Child protection services meet agreed quality standards and are provided in a timely, child-friendly and confidential manner (in line with CPMS)
- Children (boys and girls) have improved knowledge and skills to protect themselves.
- Identify and document the Impact/challenges of the child resilience training
Overall Objectives of the Mini Evaluation
- The scope of this mini-evaluation is mainly focused on the Child resilience program within the project. The overall objective of the mini-evaluation is to find out the % of caregivers and children from targeted households with increased knowledge on protection of children from violence, abuse, exploitation and neglect
- The evaluation will also identify if there was any unintended impact of the child resilience workshop for children and identify how this impact on the psychosocial wellbeing of the children and their parents/caregivers.
- Generate evidence which will be shared with the project team, local stakeholders and the community. The findings will be used to inform better programme development for beneficiaries
The specific objectives of the Mini evaluation are described below: –
- The consultant will conduct a comprehensive child resilience Mini-evaluation by conducting detailed data collections, analysis and reviews using the standard CR monitoring and evaluation package.
- Conduct reviews of the pre-existing data which was already collected by the project staff, review it and validate it with the post-CR workshops Mini-evaluation data.
- Assess the extent to which the expected results have been realized that is;
- Improvement level of the children’s wellbeing.
- Gather what went well and what did not want well in the programme
- Establish the Impact/challenges of the child resilience to the target Population Understanding children’s wellbeing is improved emotional and social well-being after receiving child resilience workshops
- Children access space to address issues relates with their wellbeing like risk
The Local consultant will employ a participatory approach and will be using standard Child resilience monitoring and evaluation toolkit for this assignment, Prior knowledge of the Child resilience package is mandatory for this assignment. The following tools/methodologies will also be used:
- Group discussions- FDGS-KII interviews as well as Observations
- Drawings especially for young children to Express their Views
- Smiley Faces
- Body Mapping Exercises
- Questions in the FGDs
Deliverables for the Local Consultant
· Conduct 16 children’s workshops and 4 parents’ workshops mini-evaluations for 200 Children and 200 parents using standards mini-evaluations toolkits for the Child Resilience workshop.
- Conduct 2-3 interviews with selected parents or care-givers and identify the impact of the program through the eyes of the parents.
· Undertaken Data Entry and Data Analysis work as part of the mini-evaluation (to be reviewed before the report writing starts)
· Write up Mini-Evaluation report using the information generated from the data analysis and focus groups discussions.
· Conduct key informant session with Teachers, child welfare committees and Parents to assess the impact of the programme.
The local consultant will prepare 15-20 page report excluded Annex, The Report must met Save the Children reporting standard and be tailored to the programme.
- This assignment will take 20 Days in field and will involving travelling to the IDP camps, some of which are outside of Benadir region namely (Dharkenley, Kaxda and Daynile districts).
- Graduate or Postgraduate qualifications in Social sciences, Development studies, Education, proven track record of child protection, child rights and child participation experience;
- Knowledge on child led research and participatory learning methodologies will be an asset.
