Introduction and Background

Save the Children in Somalia (SCI) has been operational in Somalia for over 40 years, with programs across the following sectors: WASH, Food Security and Livelihoods, Health, Nutrition, Health, and Shelter, with Disaster Risk Reduction and Child Protection mainstreamed where possible.

Save the Children currently implementing programs in Central South Somalia, Somaliland and Puntland. In Mogadishu, an estimated 60% of IDPs get less than 7 liters per person per day (l/p/d) and 63% rely on non-chlorinated water trucking. Distance to water points can be between 1 and 2 km and 45% of people spend 1-2 hours waiting in line for water. While water points do exist, many have fallen into disrepair where communities simply do not have the resources (funds, skills) to repair them. this project aims to build the resilience of the most vulnerable households in Mogadishu, prioritizing IDPs (both existing and newly displaced), as well as returnee households form Dadaab. In order to minimize conflict between IDP/returnee and host communities, beneficiaries will be 80% from the IDP/returnee population and 20% from the host community.

In order to strengthen the sustainability of this project in the long term, the government will play a fundamental role, both as a direct beneficiary through capacity building and system strengthening initiatives, as well as through consultations in the identification of priority areas, ongoing monitoring, supervision, and in the dissemination and uptake of learning to inform wider policy and practice

Providing access to safe water and sanitation is a fundamental human right and, is essential to any humanitarian response. Water and sanitation programming, alongside hygiene promotion, is key to reducing deaths from water-related diseases and transition to resilience to shocks.

SC’I interventions will therefore focus on establishing and training of community WMC consisting of 12 from the IDPscommunity committee, 2 from Daynile District. 2 from Borehole team, 1 famous business person in the village, 1 from the elders in the village 1 from the village youth groups and 1 from village women groups. Through this intervention SC envisions to address the scarcely developed governance systems which suffer from immense capacity deficits and increase ownership and participation in community development planning.

Therefore, the formation of Technical persons for the Operation and the Maintenance of the rehabilitation of the water points in target villages in Kahda provides a platform for existing community structures to adopt a unified approach to the challenge facing this crucial sector

In the recent past community based organizations have made major contributions to the Water Rehabilitation Sector, it is not being fully realized primarily due to a lack of coordination between agencies in the way they go about achieving their respective goals.
