About Oxfam

Oxfam is working primarily in Somaliland with a small presence in Puntland. Oxfam delivers a humanitarian programme focused on WASH, EFSVL and protection, reaching over 375,000 people since the start of the humanitarian response (drought) in March 2017. The development programme focuses primarily on empowering women and youth, including civic expression, economic inclusion, influence in decision-making and access to justice. Influencing work forms the other major component, where Oxfam is involved in substantial influencing activities focused on women’s rights, debt cancellation for Somalia,influencing a better environment for young people to unleash their potential and become active citizens,localisation of aid and other humanitarian and development issues.

Background

Oxfam believes the private sector can be a valuable contributor and partner in addressing poverty, injustice, and inequality around the world.With the private sector increasingly playing a role in international development, NGOs are seeking ways to engage with private sector actors to ensure contributions and interventions are equitable. Trends in development and humanitarian funding are pointing towards a greater role of private sector partnerships between NGOs and companies.

Purpose of support

Oxfam in Somalia/land is interested in exploring partnerships with the local and international private actors in its humanitarian and development work, but lacks an overview of actors present in Somaliland. Sectors and companies of interest are for instance ICT and start-up companies, telecommunications, productive industries or financial institutions that have support programmes for women and youth. Oxfam expects the consultant/firm todevelop a comprehensive mapping of large and medium-sized companies in Somaliland, with a focus on PS actors who already cooperate with NGOs, and their ways of working/collaboration.The consultant is also expected to provide Oxfam with recommendations for partners, based on his/her analysis of the mapping and after brief assessment of complementarity.

Expected deliverables are as follows:

A document comprising of:

·         Mapping of major private sector actors and potential private sector partners in Somaliland that can contribute to the employment of women and youth, sectors/industries include but are not limited to:

Ø  ICT, start-ups and crowdfunding initiatives

Ø  Productive industries (e.g. cement industry, agribusiness, energy, fisheries), value-chain industries

Ø  Service sector (logistics, hospitality)

Ø  Import/export facilities/companies and other economic zones

Ø  Emerging sectors (technology, software firms, privately owned innovation hubs)

Ø  Financial institutions that are helping young women and men to access finance, or support entrepreneurship ventures

·         Mapping of private sector actors and potential private sector partners in Somaliland that can contribute to the effective delivery of humanitarian assistance, sectors/industries include but are not limited to:

Ø  Mobile money transfer (e.g. for cash transfers)

Ø  WASH solutions (e.g. desalination plants, water tanks, latrine/pipeline/borehole construction)

Ø  Media companies that can develop communications materials e.g.  videos that showcase activities or advocacy-related content)

·         Overview of existing partnerships/cooperation between privatecompanies and NGOs/UN and donors working together in/on Somaliland and their ways of working(e.g. investment schemes, crowdfunding mechanism for youth entrepreneurship)

·         Recommendations: provide empirical analysis byidentifying local companies suitable for partnership with NGOs such as Oxfam based on value complementarity.

Sources to be used

·         Interviews with private sector actors, local and International NGOs and UN

·         Secondary data and sources (desk review of existing literature, programme documents)

Profile of consultant

·         National consultancy firm/freelancer with very good understanding of and network with private sector companies in Somaliland

·         Minimum 3 years of experience in implementing programmes for women and youth in Somaliland, understanding of their barriers to access employment and business development

·         Good experience in research and ability to provide substantive analysis

·         Good level of written English

·         Basic knowledge and experience in technology and innovation would be an added advantage but not mandatory.
