Terms of Reference to Translate Community Conversation manual on Community Conversation for Children/Youth Groups in Somaliland and Parenting without Violence

  1. Background

For over 90 years, Save the Children has been making a difference in children’s lives in more than 120 countries. Save the Children has over 40 years’ experience   working in   Somaliland. Save the Children (SC) in Somaliland has been working in child protection to prevent and respond to violence, exploitation, abuse and neglect.

Currently, SC is implementing project aimed to protect the most vulnerable and marginalised children, including children with disabilities, in Somaliland from multiple child protection risks and  harms by building a child protection system which will be truly owned by the communities but will also have a strong link to relevant national laws and policies e.g. the Child Rights Act, the National Plan of Action for Children, the Child Protection Policy and the Alternative Care Policy, and the envisaged formal structures envisaged by these normative frameworks.

The project’s approach will apply a bottom-up approach by ensuring that women/men and girls/boys themselves identify key child protection issues in their communities through participatory community dialogue sessions, awareness raising sessions and child-led research.  Communities’ capacities to identify and respond to potential risks of abuse, violence, harm and neglected will be a critical focus of the action.

  1. Consultancy Objectives

The overall objective of the consultancy is to translate the Community Conversation handbook (facilitator guide) and parenting without violence materials into Somali language that will both support community facilitators, and also help ensure that community conversations are delivered with a consistent approach. It is also expected to produce a simplified, easy to read and understood version of the CC Facilitators Guide.

The community conversations approach aims to deepen a community’s understanding of Child Rights that leads to decision-making and taking action in the local context. As an interactive process, which brings people together and engages communities to discuss and explore the underlying causes of child abuse.

  1. Scope of Services

The consultancy firm/consultant/s shall ensure the completion of the following activities in accordance with the terms and conditions of the consultancy contract:

  1. Translation of the Community Conversation manual (specifically facilitator guide which is 317 pages);  A validated translation will be submitted to Save the Children within agreed time frames for proofreading/quality checking. Save will print, and bind the final document. A soft copy of the final Somali version is required from the consultant upon completion
  2. The consultant is required to attend 5 days parenting without Violence workshop in Borama to understand the concept of the documents that he will be translating.
  3. Take the notes during those five days (during the training) and prepare training minutes
  4. Conduct and facilitate a validation session on the Somali version for small group of staff and facilitators to review the translated document.

Important issues to consider include:

  • Use of specific Somali words and sentence structures that convey the same or nearly the same meaning intended, and as appropriate, use of language structures that are relevant to the target communities in Marodijeeh and Sahil regions.
  • A translation that is culturally appropriate and reflects a professional use of language that completely eliminates/limits the possibility of ambiguity and foul interpretations.
  • Use of language structures that complement intended meanings/impact, such that where direct interpretation of a particular language structure is likely to convey a negative meaning, or where it is culturally inappropriate to convey the exact meaning intended, a meaning is expressed that would generate the intended effect/impact in the lives of children.
  1. Time Frame

Time frame for the exercise will be negotiated between Save the Children and the identified consultant. But due to the urgency of the document a maximum of 3 weeks will be allowed to complete the assignment, starting from 21th July to 15th August, 2018.

  1. Preparations and Logistical Support

Save the Children Somaliland – ILAALINTA CARUURTA project team will provide the following logistical support and guidance:

  • Ensure prompt payment of professional fee and other costs arising from the contract;
  • Provide logistical support (transport, accommodation, food, etc.) during the assignment.
  • Provide guidance, input and support during the exercise
  1. Consultant Requirements & Qualifications

The consultant should have:

  • A minimum of first degree relevant to the area of the task (human rights and/or social science)
  • A minimum of 5 years’ experience working in Child Rights and gender equality
  • Knowledge and experience in child protection is strongly recommended
  • Competent and experienced translator.
  • Experience working with NGO/INGOs
  • Experience both for the practical and theoretical procedures of training
  • Effective facilitation and communication skills.
  • Knowledge of Save the Children and its internal processes will be beneficial but is not essential.
  1. Payment details
  • Payment will be in accordance with a detailed budget breakdown as submitted through the proposal, and invoices will be expected from the consultant prior to payment.
  • Save the Children will pay the consultant according to Save the Children guidelines on procurement of services.
  1. Code of Conduct:

Because Save the Children’s work is based on deeply held values and principles, it is essential that our commitment to children’s rights and humanitarian principles is supported and demonstrated by all members of staff. Save the Children’s Code of Conduct sets out the standards, which all staff members must adhere to. The consultant is bound by the principles and conditions of Save the Children’s Code of Conduct.

The consultant before commencement of the action will sign a contract. The contract will detail terms and conditions of service, aspects on inputs and deliverables.

Location: The consultancy will take place in Hargeisa, Somaliland.

  • Technical proposal: brief explanation on the consultant’s previous experience in this kind of work, profile of the consultant, understanding on the TOR, the task to be accomplished and draft time plan on how the work will be done.
  • Sample translation: the consultant will be expected to present previous sample translated work (English into Somali)
  • Sample of minutes and reports taken by the translator
  • Financial proposal: the financial proposal should provide cost estimates for service rendered (Daily Consultancy Fees)
