Consultancy for Independent Third Party Monitoring of SOM Improving well-being and care of vulnerable children in Baidoa

  • Background

Save the Children (SC) is implementing MFA Finland funded project to support the most vulnerable families in 14 drought and conflict affected internally displaced people’s (IDP) camps and host communities in Baidoa Somalia by addressing their urgent basic needs to prevent further food insecurity, malnutrition, poor health and gender-based violence (GBV). A monthly cash transfers via mobile phone (USD 64 per month) will be provided for 4 months to 1,405 households (HH). The cash transfers will be linked to awareness raising on child feeding, appropriate care practices and prevention and response to violence and abuse. An integration between food security and livelihoods (FSL) and child protection (CP) will be emphasized by providing cash transfers to some HH identified through CP case management. Children will receive support to build their resilience to better address risks and stress they are facing, and caregivers, community groups, community leaders and service providers will be trained to prevent and respond to CP issues.

  • Overall project objective:

Drought and conflict affected children and their families are better protected from abuse, neglect, exploitation, violence through an improved knowledge and resources of their families.

Impact Indicators:

  • % of target 500 boys and girls who can identify where to go to if they have a protection concerns (Target = 70%)
  • % of target 330 households implementing better care practices (Target = 70%)
  • % of target 330 households using cash transfers to support children’s well-being (Target = 90%)

To improve the accountability of the program a third party monitor will be contracted to monitor the project progress and also to ensure whether the project implementation is in line with SCI accountability strategy.

  • Consultancy Objectives

To complete independent monitoring of Save the Children’s Improving well-being and care of vulnerable children in Baidoa – project in Baidoa in order to enhance program quality and accountability to beneficiaries.

  • Scope of work

Program implementation under two broad result:

Result 1:

Improved access to income through provision of monthly unconditional cash transfers (UCT),

Indicators: 

·         % of targeted households who have sufficient access to food during the cash transfers period (Target = 90%)

·         % reduction in coping strategy index (CSI)3 among targeted vulnerable households (Target = 30%)

·         % of boys and girls in targeted households who maintain at least 2 meals per day during cash transfer period (Target = 90%)

Result 2:

Girls and boys affected by drought and conflict have better protection from violence through prevention and response services.

Indicators:

·         # of suspected cases of separation, violence, abuse, exploitation or neglect identified through CWCs, community education committees (CECs), and IDP committees, and supported through case management (target = 330)

·         % trained staff from other sectors who reported and referred cases of CP violations (target = 70%)

·         # of boys and girls provided with direct support (legal, medical, counselling and reintegration) (target = 550)

·         % of children and caregivers targeted through child resilience program report improved psychological wellbeing (target = 65%)  % of surveyed community based structures which have better knowledge to prevent and respond to CP concerns (Target = 80%)

 

  1. Beneficiary selection:
  • Hold interviews with beneficiaries and non-beneficiaries and other stakeholders to document the beneficiary selection process specifically community participation including women and marginalized groups in the selection and verification of beneficiaries.
  • Document the process of selecting beneficiaries, committees and establish the role of the committee members and SCI staff in the selection and verification of project beneficiaries.
  • Assess the appropriateness of the targeting criteria, the extent to which it was followed and overall fairness of the process.
  • Identify if there were any shortcomings in the process of payment or diversion of assistance. Diversion of cash through voluntary or involuntary taxation or forced contribution should be properly scrutinised and reported.
  • Determine how the targeted communities have benefited from the unconditional cash transfers and child protection intervention in their respective communities.
  1. Mobile cash transfer system:
  • Determine how targeted project beneficiaries have benefited from the mobile cash transfer system in which they’ve received their unconditional cash transfer.
  • Gather general feedback from project beneficiaries between the advantages and disadvantages of using mobile cash transfer delivery system.
  • Document the beneficiaries’ satisfaction on the quality of the mobile handsets provided.
  1. Information sharing:
  • Assess the extent in which the beneficiaries are informed and aware of key project information such as project objectives, activities, timelines, entitlement, number of cash payments, expected results and targeted beneficiaries and criteria for selecting beneficiaries.
  • Establish whether beneficiaries have been informed and are aware about opportunities/activities in which they can participate.
  • Establish whether there is information that beneficiaries would like have about the project and its implementation but they are not getting it.
  1. Complaint and response mechanisms:
  • Establish beneficiaries’ awareness of mechanisms through which they can give feedback or make complaints to SCI. (how to complain or raise concerns about activities, what they can people complain about, who can complain to, how and where they can complain and issues of confidentiality).
  • Assess the acceptance and level of confidence that beneficiaries have in the existing SCI complaints response mechanisms.
  • Generate ideas for improving the existing complaint handling mechanism.
  1. Collect feedback from the community dialogue session.

Case management:

  • Find out how the community dialogue session is contributing to community awareness on child protection issues and referral of child protection cases
  1. Participation:
  • Generate Information about how beneficiaries including children would like to/ are participating in the project implementation.
  • Document the how children’s selection procession in child resilience workshops.
  • Collect feedback work participants and parents of whose children did not participate the workshop.
  1. Project results in regard to integration:
  • Identify and Document evidence of project integration between the cash programming and child protection.
  1. Impact:
  • Collect qualitative data on the impact of the program including case studies that demonstrate change in the lives of children.
  • Assess the impact of the child protection interventions in preventing and responding violence, abuse, neglect and exploitation within the project targeted communities.
  • To document unintended impact of the project (negative and positive impacts).
  • Deliverables:

The following outputs are expected from the consultant

  • Detailed methodology and data tools
  • The field monitoring reports of no more than 15 pages summarizing findings of the field monitoring and recommendations.
  • A set of pictures with GPS coordinates taken during the monitoring exercise shall be appended separately. Pictures must show supported facilities, beneficiaries receiving services, SCI branding and all other information that depicts the quality of services being offered.
  • Two to three case studies that demonstrate change in the lives of children.
  • Management and logistics
  • The consultant will be supervised by the area MEAL manager with support of the national MEAL manager.
  • The consultant will be responsible for organizing logistical issues with limited facilitation from SCI and as per the consultancy agreement.
  • Duration of Assignment

This assignment will take 15 working days in Baidoa inclusive of travels.

  • Profile Required
  1. Experience in social protection programing specially cash program and child protection, DRR and related fields. Experience in Somalia context is desirable.
  2. Prior experience in conducting cash based programing, child protection assessments. Having conducted similar assignment in Somalia will be an advantage.
  3. Solid analytical, result based planning, report writing, communication and diplomacy skills with ability to correlate different data sets to actionable conclusions.
  4. English language skills (report should be written in English). Ability to make clear presentations and disseminate findings to both technical and non-technical audience
  • Application Process

The consultant is expected to submit the following documents which will form part of the pre-selection recruitment process:

  1. Cover letter and CV
  2. Technical proposal, outlining the methodologies and tools be used and Budget Summary.
  3. Proven samples of the previous similar work with INGOs and UN agencies preferably Baidoa.
  4. Reference – At least two credible referees.

A contract will be signed by the consultant before commencement of the action. The contract will detail terms and conditions of service, aspects on inputs and deliverables.
