Relief International (RI) supports five (5) farmers’ cooperatives in Beletweyne District of Hiraan Region in Hirshabelle State of Somalia. Each cooperative was provided with solar irrigation equipment to facilitate irrigation of farms with the objective of increasing overall farm yield. There is a need for a trained and experienced technical expert to assess the condition and effectiveness of this equipment and produce a full report with observations and recommendations.

Purpose of the consultancy

The consult shall provide details of the working condition of the solar irrigation systems, including pumps. The consultant will inspect any defective parts, quantities of such parts, and the technical specifications for all components for each solar irrigation system at five (5) Beletwayne cooperative farmers, namely Shabeelow, Dhaywabar, Bulohubey, Dheriyow and Lafoole.


To achieve the above objective, a consult will be hired. The assignment will be based on data collection for damaged or missing parts of the solar irrigation systems and need for repair or replacement.


The consultant will be contracted for seven (7) working days to conduct all deliverables of the assignment.


Scope of work is as follows:

  • Prepare an assessment plan for the five (5) solar irrigation systems in Beletweyne District, in Shabeelow, Dhaywabar, Bulohubey, Dheriyow and Lafoole villages.
  • Conduct a rapid assessment and document how the five (5) solar irrigation systems are functioning. Inspect equipment, structures, or materials to identify the cause of errors, missing parts and other problems or defects.
  • Provide a fully detailed report on observations and technical assessment of each solar irrigation system, including any damaged, defective or missing parts and quantities required for rectifying the deficiencies.
  • Design and develop Bill of Quantities (BoQs) for thefive cooperative solar irrigations and cost estimates for each.
  • The Consultant agrees to provide the principal with all documentation relating to the design, and BoQs for the solar power and irrigation systems. All documents produced as part of this assignment remain the property of RI.

Consultant Qualifications

The consultant must demonstrate the following qualifications:


  • Have at least 5 years of relevant proven experience conducting similar work, some of which should be in the development of irrigation and solar energy systems.
  • Capacity to manage and deliver the work within stipulated deadlines.
  • Positive attitude, team player, able to work directly with communities and government officials and able to work and deliver quality work under tight deadlines.

The consultant is expected to have the following expertise and experience:

  • Business registration document.
  • Provide updated CV and application
  • Experience working with locals/international organizations.
  • Knowledge of the general situation and similar working experience in the region;
  • Adequate understanding of solar energy programme; hardware and software components of it such as solar provision for public service institutions, solar drinking water, access to solar energy at household levels, solar drinking water, solar irrigation, awareness raising and capacity building of local stakeholders and affected communities.
