  1. Objective

The overall objective is to updatethe existing prequalified list of enumerators for Somaliland operations. The main tasks that enumerators will undertake includes rapid assessment, PDMs, evaluation data collection for health, nutrition, WASH, livelihoods, education, child protection and child rights Governance program in Somaliland. Thus, as per this TOR, Save Children will recruit experienced local researchers (data collectors) to undertake both quantitative and qualitative data collection the with highest quality measures.

  1. Specific Activities:
  1. Attend training on research protocols, data collection tools and pretesting of the tools.
  2. Conduct the field work data collection.
  3. Travel to regions and remote areas for field data collection.
  4. Ensure data quality
  5. Transcription and translation of qualitative data such as audios into word document.
  6. Proof reading the transcriptions.

4.Duties

Field Research consultants:

  1. Develop adequate understanding of the research protocol, the study population and the study tools.
  2. Attend training conducted by REALM team, program staff and lead research consultants.
  3. Conduct qualitative interviews with key informants including beneficiaries, government officials, health professionals, health providers, community health workers etc.
  4. Facilitate Focus Group Discussion-FGDs with 8-12 participants.
  5. Collect data through structured interviews with the sampled respondents and service providers using a pre-developed questionnaires and interview guides.
  6. Observe and assess the operations, supplies, supervision, documentation, reporting and case management of the selected health facilities (health posts)
  7. Collect copies of any supervision, reporting and documentation tools available at the operation areas to be monitored or assessed.
  8. Ensure completeness of forms for accuracyand consistency immediately following data collection.
  9. Ensure data quality and sampling protocols by accurately and strictly following the guide/survey tools used for the specific data collection.
  10. Ensuring data accuracy and quality by reviewing and editing all collected data with proper checking of all intentional and unintentional errors on a daily basis.
  11. Maintain teamwork and effective communication with both the team leader and other data collectors during field work.
  12. Maintain effective communication with key staff to provide update on the progress and challenges in the field and seek guidance on the way forward.
  13. Participate data compliance check exercises soon after data collection and have a close look at missing and error reported data.
  14. Excellent qualitative data transcription from audio recordings and other qualitative data into word document.
  15. Ensuring that the data transcription is done with Excellent English writing.
  16. Proof readthe transcribed data and submit a well written and errors free reports
  17. Ensuring that the on-going daily reporting on data collection and entry progress for the research are kept up-to-date.

 

  1. Skills and Qualification

 

  1. At least a diploma in any of the relevant fields of public health, nurse, social science, education, statistics, economics,and development studies, etc.
  2. Prior experience in undertaking field research work using participatory approaches in different towns in the country is a requirement.
  3. Prior experience in undertaking key informant interviews
  4. Prior experience in interviewing and facilitating Focus Group Discussions and in-depth interviews
  5. He/she must be a Somali and willing to travel to the different regions of the Somaliland.
  6. Experience in undertaking both qualitative and quantitative research
  7. Experience in undertaking health researches and data collection is desirable.
  8. Must have extensive knowledge of the Somali culture and context
  9. Excellent knowledge of English and Somali (Essential).
  10. Good team player
  11. Displays exemplary positive behaviours for consistency, predictability and reliability at work to complete assignments and meet deadlines
  12. Experience with computer software for data entry and analysis, including STATA and SPSS.
  13. Competence in word processing and spreadsheet software (Word, Excel).
  14. Experience and knowledge on mobile data collection (ODK.)

 

  1. Deliverables:
  • Submit clean and completed data collection forms.
  • Undertake clean and completed data screening during data entry.
  • Clearly recorded audios of KIIs and FGDs.
  • Clear and well written transcriptions with all the details.
  • Comprehensive translation of English to Somali and Vis versa.
  1. Scope of Work:

The selected Enumerators will work on Save the children’s Somaliland Operations which will be under the 6 regions.

  1. Time Frame

The selected enumerators will be active during September 2018 to December 2019 depending on their performance and decision of Area management team
