1.  Description of the post

The Joint Parliamentary Constitution Review and Implementation Oversight Committee (OC)

invites applicants who are citizens of Somalia for the following consultancy position:

  1. Organization and Project Description

Today, Somalia is undergoing a transition that represents the best chance for peace and state-building. With the objective to consolidate and accelerate this transition, and in line with the SDGs and the National Development Plan, the global objective of the project is to foster Inclusive Politics through the strengthening of the effectiveness and accountability of Somalia’s parliamentary institutions to be more responsive to the needs of citizens in promoting participation in political processes contributing to national peacebuilding, state-building and development goals. Therefore, aiming at fostering political representation and stimulate a lively civil society, to prepare the 2020 multiparty reform and at supporting the finalization of the Constitution and the federation process, the project focuses on the four key pillars of democratic governance that play an important role in the development of Somalia’s Inclusive Politics – National Federal Parliaments, Federal Member State Parliaments and Civil Society, – through an integrated approach that is in line with a fourth component, of achieving progress towards SDG 16 in Somalia.

Provisional Constitution establishes the Oversight Committee and each house of the Somali Federal Parliament elected 5 members of Constitution Review and Implementation Oversight Committee and each Federal Member State of the Federal Republic of Somalia nominated one Federal Member State Delegate. The Oversight Committee is key institution to oversee, and guide the constitution review process. Its establishment and duties are regulated in the law and in accordance with Art. 133 and Art. 134 of the Provisional Constitution.

In November 2017, the Oversight Committee (OC), the Independent Constitutional Review and Implementation Commission (ICRIC), and the Ministry of the Constitutional Affairs (MoCA) who are the key stakeholders in Somalia’s constitutional review process, developed a Joint Roadmap and signed a Memorandum of Understanding (MoU).

This Roadmap for constitutional review defines three key objectives, namely, to have a national constitution completed within the mandated timeframe by December 2019, to ensure that the review process is based on national dialogue and public consultation with the Somali people and key stakeholder, and to educate the Somali citizens about the process through broader civic education programs that empowers the society at large to contribute, and engage in the review process to ensure their constitutional rights are well captured.

In light of above and to ensure smooth implementation of the roadmap, the constitutional review support project in line with oversight committee work-plan, was designed to provide responsive support to the constitution-making bodies, particularly to the activities of the Oversight Committee; and support for public outreach and consultations, envisaging the inclusion of women, youth, minorities, and other marginalized people in order to create an open, transparent and inclusive constitutional review process.

  1. Objective of the assignment

The objective of the consultancy is to develop outreach and public consultations strategy and implementation plan for the oversight constitution review and implementation committee (OC) and provide advisory support to the committee carry out outreach and consultations to increase public participation in the constitution review process. The consultant will work under the direct supervision of the Chair of the Oversight Committee (OC). He /She is also expected to provide advisory support for public outreach and consultation activities. He /She will be responsible for the overall quality and timely submission of the activity report and deliverables to the Oversight Committee.

The scope of work will include:

  • Develop outreach and public consultation strategy for raising public knowledge and awareness on constitutional review process
  • Design implementation plan, tools and materials and facilitate training on the developed materials
  • Advise the oversight committee on the conduct outreach and public consultation and dissemination of materials on constitution review process.

  1. Institutional Arrangement

Achievement of deliverables will be approved by the supervisor of the consultant. Payment will be made upon certification by supervisor of time sheets for actual dates of work and consultant performance in accordance with activities and deliverables as reported in the Activity Report.

  1. Duration of the Work

Contract is for one-month Dec 2018

  1. Duty Station

Duty station of the consultant will be Mogadishu, Somalia.

  1. Required Skills and Experience

Education:

  • Master’s degree in Public Administration, law, Public Relations, Mass Communication or related fields,
  • Knowledge in Somali constitution review process is an advantageous

Experience:

  • Minimum 5 years of technical and Outreach and Public Consultation expertise,
  • Significant professional experience in advising on, organizing, and supervising public outreach activities
  • Proven ability to develop and implement effective outreach and public consultation strategies
  • Working experience in conflict or post-conflict countries required
  • Broad knowledge and understanding of the major economic and social development issues and problems in Somalia.
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.

Language:

  • Fluency in Somali and English (written and spoken) is required

Competencies and Skills

  • Extensive knowledge of and experience in the Somalia constitutional history, Provisional Constitution as well as the overall mandate of the OC and other organs of Constitutional Review;
  • Team work skills or proven skills in working as part of a team
  • Strong communication and interpersonal skills
  • Experience working in the public sector is an advantage;
  • Sound demonstrated understanding of gender issues and principles;
