Job Description

TOR FOR HIRING CONSULTANT TO SET UP AND TRAIN OXFAM STAFF AND 7 New VSLA ON VILLAGE SAVINGS AND LOANS ASSOCIATIONS (VSLA) METHODOLOGY AND BUSINESS DEVELOPMENT SKILLS

  1. BACKGROUND AND INTRODUCTION

Oxfam is targeting communities in CeelAfweyn, Sanaag region of Somaliland where chronic drought, weak governance and harmful natural resource management practices have deteriorated livelihoods and increased vulnerability to shocks and stresses especially among women. Given the high, recurrent levels of Vulnerability in Somalia, a focus on building household and community resilience is need if the vulnerability is to be reduced over time. to strengthen the resilience of chronically food insecure pastoral population through provision of Cash relief,  income generation support, farming inputs. Rehabilitation of water sources, Oxfam received Australian Aid Fund through World Vision (SOMREP – DFAT 6 Project), one of the main intervention for strengthening household and community resilience and empowering women girls in this project is the VSLA’s Model. OXFAM plans to engage a qualified consultant with proven skills in training on VSLA and micro-enterprise development in the Somaliland context. The consultant should have required skill and experience in adaptation of VSLA methodology in line with diversified religious and cultural practices of the Somali community.

PURPOSE

The purpose of this engagement is to conduct training of trainers to an OXFAM Staff and then Guide them to train Incentive staffs or Village level VSLA in CeelAfweyn District on VSLA methodology with emphasis on data collection and transmission as well as provide business skill training,Islamic ways of Loan and other suitable modules including development of tools for training needs assessment, business plan development, and business record keeping, managerial and leadership of the association. It’s envisaged that the staff will be better equipped to deliver business skills training effectively on book keeping, basic financial skills, business plans, Managerial and Leadership skill.

KEY RESPONSIBILITIES OF THE CONSULTANT
Scope of Training

The consultant shall conduct training on VSLA concept, principles, procedures and recording of transaction, data and provide in-depth business skills. The consultant shall develop and share a training curriculum, training need assessment tool, business plan tool, business records template and comprehensive training report at the end of contract.

Key tasks with list of ‘key activities’, under each responsibility.

VSLA methodology training.

  • Conduct training on VSLA concept, principles, phases and the 7 modules.
  • Share the adaptations of VSLA in the context of Somaliland cultural believes.
  • Share HOW Village Savings and Loan Association including managerial and leaderships of the groups
  • Conduct step by step practical procedure on use ofrecord keeping. (Register, savings, Loan, Passbook, Fine, ?)

Business Skill training

  • Conduct training on business development skills based.
  • Support trainees to contextualize and develop simple tools for conducting; group/PoC training needs assessment, drafting business plans and recording business transactions.

Methodology

  • Preferably the consultant should use interactive adult learning methodologies with relevant examples to the Somaliland operating context. The training to include practical session on recording with a community group, Practical field days to VSLA Groups at CeelAfweyn District and report field findings.

Key deliverables/outputs

  • Develop a modular training curriculum based on Participatory Learning Approaches that is relevant to the target group.
  • Provide simple step by step procedure on use of financial record keeping, Managerial and leadership skills of the group including conflict resolution.
  • Share the adaptations of VSLA in the context of Somaliland.
  • Conduct training on business development skills.
  • Support trainees to contextualize and develop simple tools for conducting; grouptraining needs assessment, drafting business plans and recording business transactions.
  • The consultant shall share a training reports with input from the OXFAM EFSL focal person, that include but not limited to the following outputs:
  • The Training and Training Methodology
  • Recommendation (scope and objectives)

OXFAM’S RESPONSIBILITIES

  • OXFAM shall provide facilitation fees to the consultant(s) at negotiated rate based on the budget limits on completion of the training and submission of the requisite documents including the training report.

REPORTING ARRANGEMENTS

The trainer(s) shall work under the direct supervision of OXFAM Somaliland; DRR and Livelihood Officer with technical oversight of the EFSL Advisor and Burao Field Office Project Manager.

DURATION OF ASSIGNMENT

It is proposed that the assignment will take a total of 66Working Days. The consultant(s) is expected to undertake all the sessions continuously in the month of December 2019.

EXPECTED PROFILE OF TRAINER

The successful trainer(s) should possess the following qualifications and experience:

  • Possess Degree in one of the following fields; community Development /social work/Development studies or its equivalent.
  • Not less than 5 years of implementing VSLA interventions with at least 1 years in Somali context.
  • Possess knowledge of the Somali operating context and clear understanding of the requisite VSLA adaptations.
  • Have conducted similar trainings in the recent past.
  • Must be willing to travel to Burao andCeelAfweyn District, Somaliland.
  • Accomplished trainer with sound technical competence in the subject matter (VSLA).

TERMS & CONDITIONS

  • The consultant is expected to adhere to the OXFAM security guidelines
  • The consultant shall provide the above services to the highest professional and quality standards as deemed by OXFAM.
  • The consultant shall not assign or transfer any of the obligations or benefits of the engagement to 3rd parties without prior notification and consent of the client (Oxfam) in writing.
  • The consultant must possess the necessary experience, qualifications and certifications for the execution of the tasks assigned.
  • The consultant shall be solely responsible for execution of the tasks stipulated in the contract document.
  • The consultant shall have clear personnel management guidelines that are in tandem with the provisions of Labor Laws of Somaliland.
  • The consultant must operate within the budget allocated and agreed upon.
  • The consultant should provide detail financial proposal including level of effort required and personnel involved to achieve the deliverables mentioned in the TOR.

Insurance and Liabilities:

  • OXFAM will not provide insurance cover, and holds no legal obligations, for 2nd or 3rd party employees at any time.
  • OXFAM will not be liable for any costs related to accidents, physical harm, kidnappings, medical evacuation and/or professional negligence, third party law suits or any other liabilities from entering into contract with second party or from any hosting or transporting its employees or Second party employees will adhere to all oxfam security protocols and the OXFAMnon staff Code of Conduct if hosted by OXFAM for any activity.
  • The consultant shall be held liable for any damage, loss due to his/her negligence.
