INVITATION TO BID FOR CONSULTANCY

Save the Children International (SCI) Somaliland program hereby invites interested consultants to bid for the consultancy assignment detailed below

1 Title of Consultancy ToT training for Civil Society Organizations and Youth Association on leadership, entrepreneurship and life-skills in Somaliland
2 SCI Contracting Office Save the Children

Hargeisa, Somaliland

3 Period of Consultancy The Duration of consultancy services is 9 days.
4 Consultant type required  Individual, Firm or Bot
5 Responsibility for Logistics arrangements and Costs SCI will cater for the Logistics arrangements and costs; including food, accommodation and local transport.
6 Taxation Provisions Consultant shall be responsible for all Taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office named above
7 Travel requirements Local consultants are required but if the consultant is traveling from outside Somaliland, Save the Children will not cover the travel cost (tickets).
8 Security requirements Consultant will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somalia
9 Qualification and Experience o    Post-graduate degree in Entrepreneurship, Social Sciences, Education, Economics and Business Studies.

o    Minimum of 5 years relevant professional experience in business development services.

o    Background knowledge and experience in vocational skills programs is essential.

o    Strong experience in conceptualizing and implementing life-skills training programs, business development and leadership preferably in the context of Somaliland and/or Somalia.

o    Excellent communication and report writing skills.

10 Evaluation Criteria The consultant must meet the required qualifications and experience.

13 ANNEX1: Terms of Reference (ToR)

ToT training for Civil Society Organizations and Youth Association on leadership, entrepreneurship and life-skills in Somaliland

1.    Background

For over 90 years, Save the Children International (SCI) has been working to make a difference in children’s lives in more than 120 countries. We are the world’s largest independent child rights organisation, underpinned by the vision of a world in which every child attains the right to survival, protection, development and participation. Our mission is to inspire breakthroughs in the way the world treats children, and to achieve immediate and lasting change in their lives. SCI Somaliland has in the past 40 years focused on improving access to basic health care and education for the poorest and most vulnerable children and families, and securing their livelihoods with an overall aim of protecting and promoting their right to survival, development, protection and participation.

 

DANIDA LOT Civil Society (CIV) –Somaliland  is an integrated project funded by DANIDA in partnership with Save the Children and implementing partners of Somaliland National Youth Umbrella (SONYO) and Comprehensive Community Based Rehabilitation in Somaliland (CCBRS). The program aims to contribute development of vibrant strong CSOs that contribute, advocate and reduce the physical, institutional and social violence against children and youth.

 

2.    Purpose and Objectives of the consultancy

The overall aim of this consultancy is to strengthen technical and institutional capabilities of civil society and youth association on leadership, entrepreneurship/business development and life-skill through facilitating need based and customized training package. This is part of capacity strengthening of Civil Society Networks and Youth Association in order to support Youth Economic Empowerment through successful transitioning to decent employment and entrepreneurship for self-employment.

 

3.    Training coverage

Need based comprehensive training package on leadership, entrepreneurship/business development and life-skill will focus on:

A.   Leadership and organizational development:

·         Developing characteristics of effective leadership, decision making, youth organizational management and community participation and empowerment.

B.   Entrepreneurship and business development training:

·         Introducing the concept of entrepreneurship and development of entrepreneurial competencies including positive thinking, innovation and creativity, developing business opportunities, resource mobilization, enterprise networking and application of information technology.

·         Exhibiting entrepreneurial behavior for business success and applying reasonable standards of excellence in performance.

·         Developing enterprise management skills through managerial and leadership skills, marketing, pricing and customer handling, financial literacy and management, budgeting and business record keeping including documentation.

·         Introducing and piloting successful business proposal development templates and access to financial products for business startups.

C.   Life-skills and job readiness development skills

·         Developing job readiness skills including job hunting, occupational profiling, decision making, writing and networking skills.

·         Understanding employer expectation in terms of professionalism and positive work ethics.

·         Building self-confidence, positive thinking, conflict and problem solving and networking.

4.    Scope of work

During the assignment, the consultant is expected to prepare and submit a comprehensive and contextualized training plan and materials alongside with a training program to Save the Children for review and inputs. Training content should reflect  the above-mentioned key concepts by using acceptable standard manuals of leadership development, entrepreneurship & Business Development, Job readiness and life skills training. Save the Children will avail necessary training logistical support including printing hands-outs, training facilities and field exercises. The  Consultant should  indicate application of  visual learning aids; videos of successful case-stories; scenarios; sharing best practices; and  field practical exercises. In addition, the consultant will submit pre and post-testing evaluation tools.

 

5.    Methodology

Following are some of proposed methods for the ToT training:

a.     Conduct desk research using SC’s entrepreneurship manual and other relevant materials. This will help the consultant to come up with concrete and contextualized training materials including learner and trainer guide and presentations.

b.    Submit all drafted training materials to Save the Children and incorporate inputs from SCi in a timely manner.

c.     Effective training methodologies including lecturing method, group work, plenary discussions, role-playing and field exercises such during proposal development – market, product analysis etc.

6.    Key Deliverables

a)     Inception report: Detailed methodology, training content, sources, and training delivery. The training materials will be discussed and approved by Save the Children program team before training commences.  Revised Final Report, incorporating suggestions and recommendations from the reference group. A second round of revision may be required before the final version of the Final Report can be produced,

b)    Comprehensive training report in PDF Format and one in DOC format.

c)    An electronic copy of all training materials and content including presentations, handouts, videos and assessment tools.

d)    High quality photos.

7.    Duration and timeframe

The duration of the assignment is expected to be 9 days during the month of November 2018 excluding travel days. Below is a tentative schedule of activities.

8.    Qualifications and Expertise required

a.     Post-graduate degree in Entrepreneurship, Social Sciences, Education, Economics and Business Studies.

b.    Minimum of 5 years relevant professional experience in business development services.

d.    Strong experience in conceptualizing and implementing life-skills training programs, business development and leadership preferably in the context of Somaliland and/or Somalia.

e.    Excellent communication and report writing skills.

 

9.    Code of conduct

Save the Children’s work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children’s rights and humanitarian principles is supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children’s Code of Conduct sets out the standards which all staff members must adhere to and the consultant is bound to sign and abide to the Save the Children’s Code of Conduct.

 

A contract will be signed by the consultant before commencement of the action. The contract will detail terms and conditions of service, aspects on inputs and deliverables. The Consultant will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service.  The Consultant will not therefore disclose the same or any particulars thereof to any third party or publish it in any paper without the prior written consent of Save the Children. Any sensitive information (particularly concerning individual children) should be treated as confidential.

An agreement with a consultant will be rendered void if Save the Children discovers any corrupt activities have taken place either during the sourcing, preparation and implementation of the consultancy agreement.

10.   Mandatory Security Training

The consultant shall be expected to go through mandatory on-line security training and submit the certificate of completion to SC before the commencement of the task. Failure to deliver this will lead to an automatic disqualification. SC will advise on the security plan on appointment.
