DURATION: 2 years LOCATION:  Mogadishu, Somalia
Reports to: Area REALM Manager

Dimensions: Save the Children has been working in Somalia for more than 60 years. The Country Office has over 600 staff across 14 field offices (Boroma, Burao and Hargeisa in Somaliland; Bossaso, Garowe, Galkayo and Gardo in Puntland; Beletweyne, Adaado, Abudwak, Baidoa, Kismayo, Dhobley and Mogadishu in southern states). Our Country Office coordination and administration base is in Nairobi, Kenya. In 2017, as a result of significant scale up for the countrywide drought response, our annual spend FY2017 was US$117 million and we reached more than 2 million people through our humanitarian and longer-term development work in Health, Nutrition, Water, Sanitation & Hygiene (WASH), Education, Food Security and Livelihoods (FSL), Child Protection and Child Rights Governance. The Country Office manages 61 active awards totalling US$165 million from a range of governmental/institutional donors, including DFID, ECHO, EU, FFP, OFDA, and DANIDA being some of our largest.

ROLE PURPOSE: The Area Research & Evaluation Coordinator will lead the delivery of Somalia Country Office’s Evidence and Learning agenda in Somalia, specifically the implementation of research and evaluation studies at the field level in southern states of Somalia and Banadir. He/she will work closely with other members of the Program Development & Quality (PDQ) department to extract learning from wider research and practitioner communities to promote innovation, and ensure that learning from research and evaluations is used to improve program quality, inform evidence-based program design, drive innovation, and inform policy and advocacy work in both the humanitarian and development sectors to deepen the impact of our work on children’s lives.
KEY AREAS OF ACCOUNTABILITY:

·         Support the Research & Evaluation Specialist and Managers in the conceptualisation and design of research studies in line with the Evidence & Learning Agenda, using operational and empirical approaches to research and evaluation.

·         Lead field level data collection, including planning, the development of data collection tools, and the recruitment, training and management of data collection enumerators

·         Support the design and implementation of summative and formative evaluation studies, including the procurement and close management of external consultants to ensure evaluations meet internal quality standards

·         Lead on data analysis in Excel, STATA or other similar soft wares, including data visualisation

·         Actively contribute to report writing, including the production of evidence and learning products, such as factsheets, blogs and presentations that can be disseminated to internal and external stakeholders

·         Bring research, analytical and quality assurance expertise to research and evaluation projects, especially in the design, implementation and reporting stages

·         Foster positive working relationships with the technical and Program Operations teams at the field level to promote the uptake of research and evaluation findings, recommendations, lessons and best practices to improve delivery of existing programs and new program designs.

·         Support the Research & Evaluation Specialist in the scoping and identification of research partners, and the formation and ongoing management of partnerships required to strategically position SC to win and successfully implement research projects.

·         Line manage and mentor research associates/officers/interns to conduct research and evaluations

QUALIFICATIONS AND EXPERIENCE

·         Master’s degree Social Sciences, Statistics, Economics, International Development or related field required, PhD is a added advantage.

·         At least 3 years’ experience in designing and implementing rigorous research is required

·         Familiarity with randomized controlled trials preferred, 

·         Experience managing field work and data collection strongly preferred

·         Knowledge and demonstrated experience of designing and managing researches and evaluations

·         Demonstrated ability to think critically, strategically and analyze complex information and offer creative, practical and effective solutions

·         Experience of conducting mixed-method research with strong quantitative background and competent in analysing qualitative data.

·         Demonstrated experience in using statistical and qualitative packages for data analysis is a requirement.

·         Experience in participatory action research (PAR) is highly desirable

·         Excellent written and verbal communications skills

·         Strong inter-organisational skill such as networking, negotiation and communication

·         High level of fluency in English, both verbal and written, required.
