Background

AVSI Foundation is a not-for-profit, non-governmental organization (NGO) founded in Italy in 1972.

AVSI is involved in more than 107 cooperation projects in 30 developing countries worldwide in Africa, Latin America and the Caribbean, Eastern Europe, Middle East, and Asia. AVSI’s main activity areas are education and social development, urban upgrading, healthcare, labour, agriculture, food security and water, energy and environment, humanitarian emergency and migrants and refugees, reaching more than 2,6 million direct beneficiaries.

From November 2020 AVSI will be implementing a project aiming to improve food production capacity, sanitation, and protection services for displaced persons and groups at risk in the rural suburbs of Kismayo, Lower Juba, Somalia. This a multisectoral emergency intervention in response to the humanitarian crisis in Somalia

We are seeking to fill the following positions for a period of eight months starting November 2020

I. Food Security Officer – 1 position

II. Assistant Food Security Officers – 2 positions

III. Protection Officer – 1 position

IV. Operations Officer – 1 position

1) Food Security Officer

Overall Purpose of the role:

The Food Security Officer shall be the focal point person for the direct implementation of the food security and agricultural component of the project in close collaboration with the Ministry of Agriculture and Fisheries in the targeted villages in the area of Kismayo – Lower Juba. Under the direct supervision of the Project Coordinator, the successful candidate will work on the quality and timely delivery of agriculture and food security activities. This includes the distribution of a package of various inputs to farming and fishing communities to reactivate and strengthen production capacities in agriculture, livestock and fishing that will improve the community resilience to various shocks.

Specific Responsibilities

Under the direct supervision of the Project Coordinator, the incumbent will be responsible for the following duties:

· Lead and coordinate all Agricultural and Food Security Sector project implementation according the approved project workplans, donor guidelines, M&E plans, and project detail implementation plan.

· Conduct both structured and unstructured training with various target groups (farmers and fishermen).

· Implement the various project activities such as community awareness, management of training venues, distribution of project inputs such as tools, seeds, donkey carts and fishing nets etc. to beneficiaries on timely manners.

· Work closely with the consultant on field days and training of farmers on different aspects of the project.

· Lead various agricultural and food security activities, including the field assessments and monitoring activities on a need basis and continuous follow-up with farmers on training and performances at the field level.

· Liaise will all stakeholders such as food security cluster and Government counterparts such as Ministry of Agriculture and Fisheries for coordination and complementarity.

· Provide regular updates on project implementation, project monitoring and evaluation in close collaboration with AVSI Monitoring, Evaluation, Accountability and Learning unit.

· Assist in the collection of relevant information through assessment missions and other data-collection exercises to support the information component of the project, and ensure that beneficiary’s feedback is documented in the AFAB mechanism.

· Facilitate and support collaboration and cross learning among farmers and fishermen through information and experience sharing during farmers field days.

· Facilitate logistical arrangement for consultant field visits, transportation of material inputs, training participants, government and donor visits in consultation with the supervisor. Organize and plan for community mobilizations in the selection of beneficiaries, registrations, meetings, monitoring, follow-ups and accountability of the project, including the documentation of project methodologies, lessons learned, and gather case studies and success stories.

· Provide inputs to the design & utilization of project information gathering tools, preparation of training manuals and materials, planning and scheduling of agricultural activities such as distribution days, demo plots and farmers field days etc.

· Conduct monitoring missions to ensure the conformity of the field works (trainings, distributions, meeting, etc.) with AVSI standards and approved project guidelines.

· Provide technical support to beneficiaries during field visits and document and communicate any challenges encountered by farmers and fishermen.

· Meaningfully engage community members, particularly women and girls, in all aspects of design, implementation, and monitoring in order to maintain inclusive programs, contextual relevance, and sustainability

· Produce timely progress reports, including both quantitative and qualitative information, on project activities such as activity reports, monthly and quarterly reports.

· Comply with all relevant AVSI policies and procedures such as child protection, code of conduct, health and safety, security and equal opportunities.

· Represent AVSI in coordination and inter-agency relevant working groups such as food security cluster meetings and other ad hoc meeting organized by relevant ministries.

· Carry out any other duties as assigned by the supervisor.

Education, experience and technical competencies

· University degree in Agriculture or related field from a recognized institution of higher learning.

· Minimum 3 years of experience in Agriculture and Food Security in Somalia, preferably working with farmers and fisheries development.

· Experience in demonstrations and training of farmers on agricultural activities is required.

· Knowledge of community-led approaches, preferably experience in community participatory approaches.

· Previous experience working with various stakeholders in agriculture and food security clusters in Somalia will be an added advantage.

· Good communications skills both written and oral with strong command of English and Somali is required.

· Positive attitude towards community work with emphasis on the ability to learn from communities and support initiative approaches and commitment to supporting women, girls and children.

· Familiarity with MS application packages (Word, Excel, PowerPoint and Outlook)

2) 2 Assistant Food Security Officers

Overall Purpose of the role:

The Assistant Food Security will support and work under the guidance of the Food Security Officer in the implementation of the food security and agricultural component of the project in close collaboration with Ministry of Agriculture and Fisheries in the targeted villages in Kismayo – Lower Juba.

Specific Responsibilities

The incumbent will be responsible in assisting the Food Security Officer in the following tasks:

· Implement the planned agricultural and food security activities according the approved project workplans, donor guidelines, M&E plans, and project detail implementation plan.

· Conduct the planned trainings with various project target groups (farmers and fishermen).

· Perform assessments, monitor activities on a need basis, and continuous follow-up with beneficiaries.

· Support the preparation of regular updates on project implementation, project monitoring and evaluation in close collaboration with AVSI Monitoring, Evaluation, Accountability and Learning unit.

· Contribute to the collection of relevant information through assessment missions and other data-collection exercises, and ensure beneficiaries’ feedback is documented and captured in the AFAB mechanism.

· Contribute to the organization of cross learning and information sharing events for the beneficiaries.

· Facilitate logistical arrangement for consultant field visits, transportation of farm inputs, training participants, government and donor visits in consultation with your supervisor.

· Contribute to community mobilizations, selection of beneficiaries, registrations, meetings, monitoring, follow-ups and accountability of the project.

Education, experience and technical competencies

· University Diploma in Agriculture, Social Sciences, or related field from a recognized institution of higher learning.

· Minimum of 3 years hands on experience in Agriculture and Food Security in Somalia, preferably working with farmers and fisheries development.

· Experience in demonstrations and training of farmers at field level on agricultural activities is required.

· Previous experience working with various stakeholders in agriculture and food security clusters in Somalia will be an added advantage.

3) Protection Officer

Overall Purpose of the role:

The Protection officer shall be the focal point person for all Protection and GBV activities in the project target areas (villages), through case documentation and management, reporting, coordination, sensitization and training of communities and adoption of referral mechanism with GBV actors in the area. The protection officer ensures quality prevention and response in line with international standards and best practices.

Specific Responsibilities

Under the direct supervision of the Project Coordinator, the incumbent will be responsible for the following duties:

  • Lead the provision of client-centred case management and psychosocial support to GBV survivors in line with international standard through one-on-one supervision, case consultations, observational exercises, and other regular monitoring and debriefing exercises.
  • In collaboration with local actors and community structures, provide technical leadership related to the implementation of the GBV/Protection component of the project, including PSS activities.
  • Initiate the identification and training of GBV/PSEA volunteers at the village level; provide close coaching and monitoring to their work such as helping volunteer develop their own workplans.
  • Ensure volunteers understand and adhere best-practices and internationals standards in GBV prevention and response, including Do-No-Harm principles, and know how to use existing referral pathways, filling of standard GBV forms and utilization of existing Mechanisms.
  • Support GBV/PSEA volunteers on training and sensitization forums/sessions for communities, particularly the farmers, on GBV, PSEA and prevention measures, and ensure training/sensitizations manual is approved internally and disseminated to farmers in local language for ease of understanding.
  • Actively participate in relevant field assessments to identify beneficiaries with special needs such as those living with disabilities (PLWDs) and ensuring assessment findings are documented and shared with M&E team for further action.
  • Help oversee delivery of regular cash transfers to people living with disabilities (PLWDs) to help them meet their immediate domestic needs, and ensure the exercise is in conformity with the Somalia Cash and Market Working Group.
  • Organize workshops with protection partners (such as local NGOs, International NGOs, relevant ministries, Jubaland Refugees and IDPs Agency (JRIA) and UN bodies) to highlight protection issues and further reviewing referral mechanism in the community.
  • Represent AVSI in GBV cluster working groups through sharing of information, lesson learned, tools and methodologies.
  • Ensure safe and ethical data collection, storage, analysis, and sharing through AVSI standard forms, database and monitoring adherence to inter-agency information sharing protocols. **
  • Implement evidence-informed, community-based GBV prevention and risk reduction strategies, including evidence-based community mobilization strategies, community-based protection mechanisms, protection and gender mainstreaming.**
  • Meaningfully engage local partners and community members, particularly women and girls, in all aspects of design, implementation, and monitoring in order to maintain inclusion, contextual relevance, and sustainability.**
  • Utilizing IASC GBV Guidelines, collaborate with GBV/protection clusters to ensure coordinated prevention and risk reduction interventions are integrated in activities. **
  • Lead the documentation of project methodologies, lessons learned, and gather case studies.**

Education, experience and technical competencies

· University degree, preferably in Social Sciences, Gender, Human Rights, International Law or related field from a recognized institution of higher learning.

· Minimum of 3 years work experience in Child protection (CP), Gender-based violence (GBV) or social work with a demonstrated focus on protection design and implementation.

· Knowledge of community-based protection approaches, preferably including experience in community participatory approaches.

· Experience in Mental Health Psychosocial support (MHPSS), GBV case management and guidelines and referral pathway.

· Good communications skills both written and oral, fluency in English and Somali is required.

· Positive attitude towards community work with emphasis on the ability to learn from communities and support initiative approaches and commitment to supporting women, girls and children.

· Familiarity with MS application packages (Word, Excel, PowerPoint and Outlook)

4) Operations Officer

Overall Purpose of the role:

The Operations Officer overall responsibility will be to ensure that their organization’s daily activities run smoothly and provide the project team with daily updates of the security in the region. Within delegated authority, the Operations Officer will be responsible for providing logistics support for field operations including: supply chain management, materials management, transportation, maintenance, contracts and services management, communications, information technology, inventory and engineering and IT.

Specific Responsibilities

Under the direct supervision of the Project Coordinator, the incumbent will be responsible for the following duties:

· Provide support to all project staff in aspects of administration, financial and human resources.

· Monitor accountancy and expenses, including controlling the cash flow and provide the Project coordinator, Project Manager and Operation Manger with monthly financial reports.

· Prepare documents for financial and administrative reporting.

· Ensure that operational activities are executed within allotted work plans, timelines and donor’s procedures

· Interact with partners, banks, and government bodies for the completion of administrative issues and tasks.

· Management of payments for field activities.

· Contribute to the selection of the field staff and ensure the respect of contractual obligations for the local staff.

· Conduct regular operational reviews both for local and partner staff internal checks for preventive maintenance.

· Set operational goals in collaboration with the project Coordinator to be meet on weekly or bi weekly basis.

· Provide guidance to staff in resolving operational issues and problems.

· Ensure resource assignment, work allocation, training development and performance assessment are completed in timely manner.

· Provide excellent customer service in order to build and maintain strong relationship with stakeholders and donors.

· Conduct regular meetings with staffs to discuss about operational strategies, ideas and issues.

· Develop and implement plans to improve operational effectiveness and efficiency.

· Prepares logistics and support plans to ensure deployment timelines and support air and land operations.

· Coordinates logistics activities with procurement, finance, human resources.

· Prepares reports on materiel movements and other operational logistics issues.

· Identifies plans and manages special logistics operations.

· Monitoring adherence to policies and processes throughout the organization in

Somalia.

Education, experience and technical competencies

· A Bachelor’s Degree in Operations Management, Project Management, Strategic Management, Business Management.

· Extensive 3years experience in an operations management position

· Good communications skills both written and oral, fluency in English and Somali is required.

· Positive attitude towards community work with emphasis on the ability to learn from communities and support initiative approaches and commitment to supporting women, girls and children.

· Familiarity with MS application packages (Word, Excel, PowerPoint and Outlook)
