It is also aligned with the UNDAF for 2018–2022 and builds on relevant recommendations of the Zero Hunger Strategic Review.
Addressing poverty is a major pathway to addressing food insecurity in Djibouti. Agricultural potential is limited, but the agricultural, pastoral and fisheries sectors offer opportunities for providing direct assistance for rural households susceptible to food insecurity and malnutrition. The two pillars of the WFP strategy are:
To provide employment equitably for women and men in the most vulnerable households; and
To use safety nets to ensure access to assistance that meets basic needs, including for food security
This job is found in Djibouti Country Office. Job holder may either perform administrative support functions in finance unit and report to the Business Support Associate, or provide administrative support to team(s) with the reporting line to the relevant Head of Finance, or the designate. In case where this position supports a specific business stream, the reporting line may be to the relevant Head of finance or the designate.
At this level, work is carried out under minimal supervision. Job holder is expected to produce organised and accurate work, undertaking specific business support activities. He/she may offer guidance on standard practices to more junior staff in same area of work.
To support effective delivery of finance, budget and administration support services in order to facilitate transparent and efficient utilization of financial resources.
KEY ACCOUNTABILITIES (not all-inclusive)
Assist in providing the procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations.
Monitor the sub-imprest bank and petty cash accounts regularly, to ensure that adequate funds are available and appropriately disbursed.
Verify vendor claims, advances and other receivables and observe appropriate procurement procedures, to ensure that suppliers are paid in a timely manner and in conformance with WFP finance rules and regulations.
Retrieve, format and validate information obtained from various financial information systems and bring any discrepancy or inaccuracy to the attention of the supervisor and follow up corrective actions.
Perform administrative duties related to the monitoring and recording of fixed assets, spend on fuel and spare parts for vehicles and generators, to ensure that the databases are accurately updated.
Maintain the web-based register for all invoices and payment transfers and record paperwork, to ensure that all documents are maintained and filed in compliance with WFP standards and guidelines.
Monitor and record all expenses in line with the approved budget in order to ensure that correct expenditure costs are charged and payments to external suppliers, cash grants and other supplier invoices are processed in a timely manner.
Other Finance or Administrative tasks as may be assigned.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. Academic (Bachelor degree or higher) in accounting, finance and business administration is an advantage.

Language: Fluency in both oral and written communication in French and English ( advanced level). Knowledge of the local languages is an added advantage.

TERMS AND CONDITIONS
Contract duration is 6 months, contract holder is enrolled in a medical insurance scheme. One day of leave per month.
