The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.
UNMASUnited Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an offce within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.
UNMAS as a component of the United Nations Support Offce in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Non-lethal tactical advice and analysis are delivered by UNMAS technical advisors located in each AMISOM Sector Headquarters and at AMISOM Force Headquarters, who support AMISOM planning and operations. UNMAS support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor.
The consultant will be home- based with a requirement to deploy on mission to Somalia for at least four weeks, and aims to conduct capability needs assessment of the Somalia Security Forces to plan, implement and manage IED-TM operations in Somalia. The consultancy work also requires developing a response strategy for the identified existing shortfalls. The methodology for the assessment would involve both individual and organizational levels of capacity development for the SSF.
The consultant is expected to perform the following major tasks:1. Conduct capability assessment: The consultant should carry out an in-depth analysis of SNA IED-TM capabilities. The consultant will be supported and facilitated by UNMAS Somalia to meet with representatives of Somali FSG, Ministry of Defence, SNA, SPF and conduct field visits to SSF locations. The data and information required for the assessment can be gathered through varieties of means such as interviews, meeting with stakeholders and through a secondary source of data that are available at public domain or obtain directly from the primary source.
2. Map existing/potential stakeholders supporting SSF capability development: During the assessment, the consultant is to conduct the mapping of all existing SSF capability development partners and stakeholders. Conduct an in-depth study of capability development interventions by other donors and implementing partners. Information shall be gathered from all partners supporting and working with SSF.
3. Identify capability gaps: carry-out the analysis between the existing and desired capabilities and identify the gaps. Formulate a capability development response, addressing ‘What is the Gap’, ‘How the Gap will be fixed’, “Why the Gap should be fixed’ and ‘How long it takes to fix the Gap’ aspects of the gaps for both training and equipment support to the SSF.
4. Formulate project document: Based on the capability assessment and needs identified, a Project framework document “Roadmap” relevant to the context shall be produced, which constitutes:
1. Project Result Framework;
2. Policy and implementation gaps, advocacy strategies;
3. Short-, Medium- and Long-term priorities and capacity development interventions;

The consultant will be reporting to the Project Manager, and he/she will be performing the following responsibilities:
1. Conduct a thorough assessment of existing Somalia Security Architecture related to IED-TM;
2. Assess SNA organizational IED-TM capability on human resource management, training management, equipment management, information management and communications;
3. Conduct an operational readiness assessment of SNA’s C-IED unit/body to conduct IED-TM operations in Somalia. Identify gaps and areas that need to be strengthened;
4. Assess the skills, qualification and experience of the current SNA C-IED unit/body and evaluation of staffing situations;
5. Carry out training needs assessment of SNA C-IED unit/body and proposes the training framework for developing IED-TM capabilities of SNA;
6. Map all the existing and potential stakeholders – national, regional and international actors working in the field of IED-TM capability development and capacity building of SNA. Conduct a detailed study of interventions by other partners supporting IED-TM capacity of SNA, to promote synergies and reduce duplication of efforts;
7. Assess the existing partnering capacity of SNA, identify the gaps and develop the partnering strategy for SNA;
8. Analyze, consolidate and produce capacity gap assessment report with a capacity building plan for short-, medium- and long-term implementations;
9. Based upon the findings as mentioned above and gaps, develop a comprehensive report to address the gaps and propose solutions.
OutputsThe deliverables of the consultancy work are:
1. A draft capacity assessment and gap analysis report, featuring:
1. Training Needs Analysis,
2. Current equipment status,
2. A final capacity assessment report including a plan for long-term capacity development of the IED-TM capacity of SNA, featuring:
1. Outline of the methodology and the approach that has been followed in preparing the capacity assessment and the project document preparation,
2. Capability Development Stakeholder Map,
3. Proposed roadmap to development of IED-TM for the SSF.

- Advanced university degree (Master’s Degree or equivalent) with a minimum of seven years of relevant experience; OR
- A First-level university degree (Bachelor’s Degree or equivalent) with a minimum of nine years of relevant experience; OR
- Secondary/High School diploma or Military Experince with a minimum of thirteen years of relevant experience.
- Relevant experience is defined as experience in capacity development, project management, analysis, operational assessment or other related field in CIED or IED context;
- Experience in conducting training and preparing training needs analysis is desired;
- Experience in report writing is required;
- Operational experience of the Somali Secrutity Forces is essential.
Languages:Fluency in English (speaking, writing and reading) is required.
*The consultant will be required to travel on mission to Somalia for a maximum of 4-weeks.
- Improvised Explosive Device Disposal operator certification by an internationally recognized and accredited military or civilian institution is desired.
- Explosive Ordnance Disposal (EOD) Level 3 (or equivalent) is desired.
