Community Mobilization Officer–Garowe– Somali Nationals Only

ROLE PURPOSE:

The core function of this position is to implement Community mobilization activities under the USAID- funded, Accelerated Quality Learning for Somali Children and Youth program. The Regional Community Mobilization Officer will lead all community mobilization activities in education centres and communities in each target region, ensuring the participation of community members in decision making, as well as their buy-in to key project messages. Part of this role will include managing of community mobilization activities, planning of activities in the field, monitoring of implementation and supporting logistics needs of the community mobilization component, contribution to the preparation of printed and other materials for BCC component. In agreement with the line manager, and the Techer Education Officer, the job holder will work alongside other players on the day-to-day planning, coordination, and reporting on the component deliverables towards achieving the programme objectives.

CHILD SAFEGUARDING:

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

SCOPE OF ROLE: Community mobilisation Officer-Garowe

Reports to: Education Programme Manager

Dimensions: Save the Children works in 4 regions in Puntland with over 150 staff.

KEY AREAS OF ACCOUNTABILITY:
Implementation of Community Mobilization activities

·         In consultation with the senior community mobilization Advisor, plan for community awareness and mobilization activities raise awareness on the value of education, including Accelerated education for the youth.

·         To lead, coordinate and implement community mobilization activities by applying various techniques to mobilize local leaders, IDPs, youths in Garowe

·          To coordinate community mobilization plans with the local leaders, school leaders in the targeted schools and communities.

·         To monitor community mobilization activity performance in the field

·         To monitor and report the availability of the required items, printed materials and etc. to perform community mobilization activities

·         To ensure that all publications and printed materials are developed and available for distribution in the target locations

·         To provide regular updates and report to the line manager on the progress of implementation

Reporting and information sharing:

·         Ensure the timely submission of the required reports to the line manager

·         Ensure the attendance for all programme staff meetings, community members, parents, local community leaders, and share the updates, action points and plans for the up-coming week.

·         Ensure timely sharing of all the relevant information with the line manager.

·         Ensure the required supplies are in place, data are recorded.

 QUALIFICATIONS AND EXPERIENCE

Essential

·         University degree, social science, development Studies, Education are preferable.

·         Minimum of 2 years of work experience in humanitarian aid delivery or development field, particularly in community mobilization role.

·         Proficiency in both Somali and English is a must.

·         Strong communication skills both verbal and written.

·         Knowledge of local education context in Somalia, especially Accelerated Learning program context in Somalia.

·         Experience of working in emergencies setting.

·         Experience in working with local and/or international NGOs Community mobilization experience.

Desirable

  • Demonstrated understanding of Puntland education system and education in humanitarian programmes
  • Experience working in the Region (Nugal or Puntland in general).
  • Working knowledge of Child protection.
