Position Title: Community/Protection Assistant
Duty Station:  KISMAYO DISTRICT

 PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps Somalia aims to strengthen systems and mechanisms that enable sustainable development, emergency response and peaceful processes through high quality and high impact programming in Somaliland, Puntland and South Central Somalia, i.e. all over Somalia. Mercy Corps assists communities in Somalia to transition from crisis to transformative recovery and sustainable development. We currently implement programs that address IDP and returnees needs in terms of education, health, conflict mitigation management, livelihoods and emergency response with an orientation towards early recovery. We aim to expand our programs that strengthen and diversify livelihoods and ensure food security and resilience throughout the country. In our continued response to emergency and disaster, Mercy Corps seeks experienced Assistant Project Officer for its Voluntary Repatriation of Somali Refugees, Livelihood and Education Support (IRE III).

GENERAL POSITION SUMMARY:

The Community/Protection Assistant, under the supervision of the Way station coordinator/Deputy Program Manager, is responsible for the day to day implementation of the various protection activities in the field locations under his/her responsibility ( Kismayo district). This includes conduct Protection Monitoring, referrals and follow up of referrals, (including establishing referral pathways), identification of IPA beneficiaries and follow up of cases, psychosocial support activities, monitor the protection incentive workers’ work and manage them on a daily basis. The Protection Assistant will also be responsible for supporting needs and programmatic assessments, supporting the preparation of activity and protection reports and analysis (information collection, community consultations, etc.), identifying and communicating protection concerns in his/her locations, identifying and communicating programmatic needs in targeted locations, supporting the Officers in providing capacity building to key stakeholders, and in collecting and managing project data ensuring the highest standards of data and information protection and confidentiality.

The Community/protection Assistant will have to coordinate closely with the clusters including Education, Food security, WASH, CCCM and Protection. Similarly, the assistant Protection Officer has to closely coordinate with the Local Administration, the IDP and host community leaders, and other key project stakeholders to achieve the program goals and ensure that all activities to be implemented on demand-driven; and communities mobilized in a participatory way. He/she will have to show full adherence to Mercy Corps procedures, policy and security protocols.

 

ESSENTIAL JOB FUNCTIONS:

  1. Conduct periodic need assessment and prepare activity papers and documentations
  2. Maintain close working relationship with local authorities, INGOs and Local NGOs
  3. Foster a collaborative team atmosphere which engages the stakeholder.
  4. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not to jeopardize its humanitarian mission
  5. Adhere to MC policies, tools, handbooks and guidelines
  6. Ensure the organization and the implementation of all protection activities at field level in accordance with the agreed Work plan (under the supervision of the Protection Roving Officers and Manager) and the international standards
  7. Ensure the management of the field protection incentive workers (team and work management)
  8. Prepare necessary activity and protection reports (weekly, monthly, ad hoc)
  9. Participate in conducting needs and programmatic assessments in targeted locations
  10. Identify and intervene on protection cases in the camps and host communities with technical support from their line manager.
  11. Refer protection cases to partner agencies and seek to solicit services for them.
  12. Ensure all protection activities and cases re individually documented, filed and up to date in Mercy corps TOLA data
  13. Engage with communities directly and create awareness on human rights, child protection, SGBV, and other protection-related topics
  14. Train community members, partner staff and other local authorities on protection topics
  15. Identify protection trends and bring this to the attention of the line manager for action planning
  16. Carry out advocacy and sensitization activities at the field level
  17. Represent Mercy corps protection in all partner discussions at the field level
  18. Participate in and actively recruit casual social workers are needed.
  19. Conduct community meetings, FGDs, and other direct community activities as part of protection monitoring.
  20. Document all protection activities on TOLA data.
  21. Carry out any delegated activities as assigned by Mercy cops management at the field level including supervision of field bases.
  22. Manage Mercy corps protection assets assigned to the field of operation.
  23. Liaise with security officers in Mercy corps to keep up to date on the security situation of the field base at all times.
  24. Support protection coordinator, the manager with itinerary planning for field visits including donor visits.
  25. Provide detailed updates of activities within your designated field site.
  26. Document good practices and lessons, testimonies and stories for program learning from field visits, surveys and assessments that have been done
  27. Work with all MC staff to compile all program related documentations for lower juba region – Kismayu as may be required to travel to other way stations in Dhobley and Afamadow districts from time to time
  28. Perform any other assigned duty by Mercy Corps Somalia.

SUPERVISORY RESPONSIBILITY: NONE

ACCOUNTABILITY:

Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

REPORTS DIRECTLY TO:  Deputy Program Manager/Way station Coordinator

WORKS DIRECTLY WITH:

Other program staff, finance officers, logistics officers, human resources and administration officers.

KNOWLEDGE AND EXPERIENCE:

  1. Diploma or degree in community development, psychology, sociology, and other social sciences relevant.
  2. Relevant qualification in the field of the development for national and international relief and development organization in a similar role, ability to multitask and make decisions, experience in working effectively with minimum supervision.
  3. Knowledge of the Somalia legal and tax system regarding NGO operation is desired.
  4. 2 yrs. Work experience in a humanitarian organization / with displacement affected populations or significant experience from other INGOs/LNGOs
  5. Knowledge of protection norms, principles, and activities
  6. Ability and willingness to maintain a regular presence at project sites (remote / field sites) and to work during irregular working hours and in insecure environments
  7. Strong interpersonal, communication, and negotiation skills – self-motivated individuals, able to take initiative and propose solutions, resilient, positive, and able to work independently.
  8. Must have basic level computer skills.
