The consultant (s) May required to  travel within Sourthern state areas of  federal member states .of Jubaland, Hirshabelle,Galmudug , Hirshabelle and Southwest

Security requirements

Consultant will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somalia

Qualification and Experience

Be holder Advanced university degree in architectural and/or civil engineering/construction management or a relevant degree.

At least seven (7) years of experience in school design and development

Prior experience of policy and planning particularly in fragile contexts.

Extensive experience in Health safety environment.

Evidence of having successfully completed a similar assignment.

Experience working internationally including within the Horn of Africa and in particular in Somalia.

Outstanding communication skills, with excellent command of spoken and written English and Somali.

Updating existing schools construction quality standards, Planning, Policy for Ministry of education cluture and Higher education:

Background

BACKGROUND

The Global Partnership for Education (GPE) funded Education Sector Program Implementation Grant / Maximum Country Allocation (ESPIG/MCA) is aligned with the priorities of the Federal Government of Somalia’s Education Sector Strategic Plan (ESSP 2018-2020). The overall grant objective is to increase access to quality education for Somali children; enhance the quality of education; and improve the capacity of the Ministry of Education, Culture and Higher Education (MOECHE) at Federal and Member States to regulate and manage the education sector. The grant is being implemented by the Federal Government of Somalia Ministry of Education, Culture and Higher Education in collaboration with the Federal Member States Ministries of Education in Jubaland State, South West State, Galmudug State, Hirshabelle State and Banaadir regional administration with Save the Children as the Grant Agent.

Somalia has one of the world’s lowest enrolment rates for primary school-age children. The Gross Enrolment Rate (GER) for primary is at 23% while the GER for secondary education is at 17%. Increasing access to primary education is therefore an urgent priority in Somalia. The Education Sector Analysis (2017) highlighted that one of the key factors hindering access to education is the shortage of school infrastructure to support children’s learning as well the poor quality of existing education infrastructure. Approximately 60% of education infrastructure in Southern States of Somalia are in poor condition with lower quality found in rural areas, indicating children are in environments not conducive to any effective learning. Poor learning environment is one of the contributory factors to the poor quality of education across Somalia and the condition of classrooms significantly affect children’s health and learning outcomes. The MOECHE developed a School Construction Planning and Building Policy in 2015 with the overall aim of improving and enhancing education physical planning, ensuring construction quality standards, and the enforcement and compliance of regulations at all levels from early childhood facilities to secondary schools. Against this backdrop, the MOECHE is seeking a short-term technical expert to review and update the existing schools’ construction policy.

OBJECTIVES OF THE CONSULTANCY AND SCOPE OF WORK:

The main objective of the consultancy is to support the MOECHE to review and update the existing school construction planning and building policy. The consultant will be embedded within MOECHE and is expected to undertake the following:

Review extensively all relevant government policies including those in drafts, reports, studies and surveys, and synthesize the information.

Review existing relevant infrastructure development policies across the country.

Prepare an inception report containing education infrastructure development issues, an in-depth research of policy framework on school-based infrastructure development and gaps in schools’ infrastructure development.

Conduct national and state level consultations with all relevant stakeholders.

Identify education infrastructure development issues and provide input for the construction policy.

Work closely with the regional and local authorities to gain an in-depth understanding of the current infrastructure challenges and gaps and to reflect this in the final policy document.

Debrief the relevant departments within the MOECHE on the outcome of the consultations.

Review and update the policy working closely with the relevant departments within the MOECHE.

Present the updated draft policy to the MOECHE, education sector committee and other relevant stakeholders.

Produce a finalized policy to be endorsed by the Government.

DELIVERABLES

The following outputs are expected:

An inception report elaborating the draft work plan. The inception report should include detailed and comprehensive tools and techniques to be used in capturing the information required/consultations.

An initial school construction planning and building policy draft.

A final and comprehensive school construction planning and building policy.

TIMEFRAME AND REPORTING LINE

The short-term expert will be engaged for 45 working days starting from 01st October 2020. The consultant will be expected to work 6 days per week (Saturday to Thursday). The consultant will be based at the Ministry of Education, Culture and Higher Education and will report to the Director for Policy and Planning and will work closely with the MOECHE construction unit.

QUALIFICATION AND EXPERIENCE

To qualify for this assignment, the consultant must have the following mandatory professional experience and knowledge:

Advanced university degree in architectural and/or civil engineering/construction management or a relevant degree.

At least seven (7) years of experience in school design and development

Prior experience of policy and planning particularly in fragile contexts.

Extensive experience in Health safety environment.

Evidence of having successfully completed a similar assignment.

Experience working internationally including within the Horn of Africa and in particular in Somalia.

Outstanding communication skills, with excellent command of spoken and written English and Somali.
