Consultancy to review the ‘standards of Somaliland Medical Education’

1. Background:

THET and Kings Global Health Partnerships (KGHP) have been supporting Somaliland health professional education since 2000, building capacity by facilitating collaboration between health professionals and institutions in the UK and Somaliland.

Led by King’s, the Prepared for Practice project seeks to address Somaliland’s health workforce crisis through an integrated approach to health education system reform. Working at an individual level with students, at an institutional level with medical, nursing and midwifery schools within the University of Hargeisa, Amoud University and Edna Adan university, and the national level with the ministries of education and health and development, the partnership seeks to graduate a new generation of health workers, and bring about sustainable, systemic change that will transform education for the health workers of the future. Prepared for Practice is part of the UK aid-funded Strategic Partnerships for Higher Education Innovation and Reform (SPHEIR) programme (www.spheir.org.uk), which is supported by the UK’s Foreign, Commonwealth & Development Office (FCDO).

THET’s specific role has been to support the Somaliland Government and regulators to improve the policy and regulation of higher medical education. The Prepared for Practice project is now supporting the recruitment of a local national consultant to review the National Health Profession Council (NHPC) medical schools standards.

National Health Professions Council: In 1999, an Act of the Republic of Somaliland Parliament was passed to establish the National Health Professions Commission (NHPC). The Act defined the functions of the Council as registration of health professionals and licensing health facilities. The main functions of NHPC are registering and listening of health professionals, licensing of health care facilities, and Accrediting of health training programs, to ensure that health professionals, health training programs, and health care facilities meet the required standards set out by the NHPC to improve the quality of health services to the Somaliland community.

NHPC developed a generic standard guideline in 2014 to assess all health training institutions and assessed 12 health training institutions, 8 out of the 12 schools were medical faculty’s schools in Somaliland. NHPC realized that the generic standard guidelines do not reflect the scope of practice of the different health cadre’s production in Somaliland. In 2018, NHPC revised the generic tool and developed a standard tool for medical faculties in Somaliland. The new tool has been used to assess 10 medical schools in Somaliland.

Currently, NHPC wants to review the standard generic tool and 2018 developed medical standards and produce quality medical standard tool to assess medical school in Somaliland. As part of the review process, the consultant will review, the NHPC, Generic tool, 2018 medical standards other medical schools standards for east African countries including World Federation of Medical schools standards which 2018 Somaliland medical schools standards is aligned with.

2. Role Purpose

The aim of this exercise is to review the NHPC standards of Medical Schools in Somaliland. The consultant will work closely with NHPC team and alongside with an external Kings Volunteer, which will provide remote support, and will have relevant expertise on regulation the consultancy will be carried out in stages and the requirement is set out below.

Scope of Work/ Work Assignments:

The consultant will be responsible for:

Reviewing existing NHPC Standards that has been developed in 2014 and 2018 medical schools standard respectively

Reviewing other existing Standards in the neighbouring countries (East Africa Standards and Ethiopia standards)

Review evidence from the experience of the medical school assessment team from the national assessment in October 2019 on use of the assessment tool and the findings of the assessment report.

Based on the above findings, produce a comprehensive Standards for Medical schools as well as scoring tools for NHPC, Somaliland

Train NHPC regulatory staff and assessment team on the newly produced Medical standards and scoring tools

Submit the final standards for approval from NHPC Board

Deliverables

The consultant is expected to work closely with NHPC, THET and Kings Volunteer. The local consultant and the volunteer are expected to consult with relevant institutions including MoHD, MoE, NCHE and medical universities, the following deliverables are expected from the local consultant with the contracted period to share with THET and NHPC.

Interim report on the reviewed standards of medical schools

Completed training and orientation for the assessment team and NHPC regulatory staff in the use of the updated standards and scoring tools

Comprehensive Medical standards and scoring tools produced.

Final report

Knowledge, Skills and Experience

  A medical doctor with minimum 10 years of professional work experience in the regulation and the field

of Medical Education and standards.

  Having medical education background is an asset

Evidence of standards in a field related to Medical Education. Computer literate in using Microsoft word, excel and internet. Excellent oral and written communication in English.

  Understand the local language

Personal Competencies

  Ability to exercise sound technical judgment.

  Substantive knowledge of NHPC and situation of Medical Education of Somaliland

Strong interpersonal skills-including but not limited to the ability to work under pressure with restrictive timelines and to establish and maintain effective relationships with people.
