Background and objective:
The Somalia National Bureau of Statistics (NBS), through the Federal Government of Somalia (FGS), has received a grant from the International Development Association (IDA) to prepare the Somali Integrated Statistics and Economic Capacity Building (SISEPCB) Project. The Project aims at strengthening the country’s national statistics system, the monitoring and evaluation (M&E) system, and improving programming and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly assess, analyze and improve their public policies and programs performance and results. More specifically, the project aims at: (1) Strengthening the national statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy analysis and economic planning capacity.
The National Bureau of Statistics intends to use portion of the Grant to engage a private consultant firm to conduct training needs assessment and training plan in selected key MDAs at federal level responsible for production of social and economic statistics needed for compiling the national accounts aggregates and national poverty indicators financial audit of the Bank-financed projects.
The overall objective of the assignment is to identify key technical and functional capacity gaps in selected key MDAs at federal level responsible for production of social and economic statistics needed for compiling the national accounts aggregates and national poverty indicators.
Responsibilities: The Consultant is expected to undertake this assignment through a desk review, interviews and meetings with relevant stakeholders. The Consultant will undertake all the specific tasks detailed out in the Terms of Reference (TOR) that can be found at the following https://www.nbs.gov.so/ or can be provided upon submission of application in person or by e-mail. The consultant will report to the Director General of SNBS and will work in close collaboration with the SNBS staff responsible for training program and SISEPCB project coordinator.
The proposed timeframe for the assignment is 60 working days that covers the inception phase, implementation phase (primary and secondary data collection, analysis and validation), development of the training plan and related recommendations on capacity strengthening and enabling environment.
The Somalia National Bureau of Statistics now invites eligible individual consultants to indicate their interest in providing the requested Services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services.
Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
- At least master’s degree in Statistics, Economics or related field, with appropriate technical and professional skills to enable him/her to perform such duties in a professional manner;
- At least 10 years of experience in institutional development and capacity assessment, training, and other relevant fields;
- Experience in Planning, Programme and Strategy Development Processes, in environment similar to Somalia.
- Knowledge and familiarity with Somali context of national statistics development system.
- In-depth knowledge and experience on statistical surveys and research methods
- Proven record in training needs assessment, capacity development assessment, capacity development strategy, preferably in Fragile environment context; and
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing – Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 and August 2018, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s Procurement Regulations.
