Title: Country HR Officer

ROLE PURPOSE:

As a key member of the Country Office Human Resources team and in close collaboration with the Deputy HR Director he posts holder will be responsible for supporting country HR Team within the country programme on various HR operational, recruitments, processes, systems and documentations.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly

Qualifications & Experience.

  • University degree in Human Resources Management or any other relevant qualification, with a postgraduate specialisation in Human Resources.
  • Minimum 4 years relevant human resources management experience in a corporate or large INGO
  • Planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.
  • Proven skills on managing changes, achieving results, ensuring quality, team building and capacity building.
  • In-depth knowledge of employee relations and develop and maintain knowledge of local employment legislation.
  • Experience in capacity building of HR teams.
  • Resourcefulness, creativity in, and ensuring the most effective support to line management.
  • Strong communication, people management and interpersonal skills in English, with experience in leading multicultural, multi-location, teams.
  • Willingness to travel to all field locations.
  • Complying with and promoting all Save the Children’s Global policies such as Child Safeguarding, Whistle blowing, Fraud, and Health and Safety.

Desirable:

  • Experience in HR provision in emergency response;
  • Background in large international non-governmental organisation or other international relief/development body.
  • Very good on Data analyse and Excel sheets

TITLE: HR/Admin Officer
TEAM/PROGRAMME: Human Resource LOCATION:Moqdishu/Hargeisa/Garowe
GRADE:4 CONTRACT LENGTH: 2 years
CHILD SAFEGUARDING:

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

SCOPE OF ROLE:

Reports to:Deputy HR Director

Dimension of Role:

Save the Children operates across all zones in Somalia and currently has three main area offices and additional 14 field offices. Programmatically Somalia is a large Country Office with more than $85 million annual budget turnover, more than 70 active awards at any time and over 650 staff.

Number of direct reports: 1 (Admin Assistant)

KEY AREAS OF ACCOUNTABILITY:

Recruitments and Selection

·         Help with Deputy HR Director in managing all aspects of personnel management and ensure implementing good practices of personal management systems

·         Work with the Deputy HR Director on advertising new Country office positions in Taleo and local websites and process any payment related to advertisement.

·         Help with facilitating all programme recruitments, and providing guidance to the recruiting managers, making available all necessary policy documents/references and etc..

·         Organize and plan induction programmes for Country newly recruited staff and administer their personnel files.

Performance Management

·         Support Country HR Team in implementing performance management for country staff, including performance management information in the staff inductions, and support all line managers’ work with their Teams member developing performance objectives on quarterly base and run reports in every month.

·         Work with the Deputy HR Director on D2P completion status and help with the Quarterly conversation’s reports for country office staff.

Onboarding and inductions

·         Support the induction and on boarding of the country level roles according to the 90 days induction plan.

·         Responsible for tracking and updating country office new joiner’s information.

·         Urge new joiner to register the online mandatories courses when hired, ensure to complete the courses and compile all country Mandatory reports on Monthly base.

HR information System Management

·         Support Nairobi based Staff and internationals with Oracle system issues on D2P and escalate it to System support teams.

·         Manage and update International Staff’s data in to Oracle

·         Work with Country HR teams on Oracle and Taleo data completeness and support if there is any required changes or updates

·         Help with Deputy HR director to run reports from Oracle system and share with respective HR Managers

·         Work closely with the Deputy HR Director and finance FP to ensure that Nairobi based staff and internationals timesheets are submitted on time.

Learning & Development

·         Help with Deputy HR director on tracking the annual L&D plan and update L&D Dashboards

·         Following up with the lead facilitators to implement the plan and compile attendance sheets

·         Responsible for organizing, coordinating and arranging the country wide training activities based on the L&D plan.

·         Assist with the development of the Learning and development annual statues report

HR Filing System & Reporting

·         Ensure Nairobi based staff personal files are maintained up to date and maintain accuracy and integrity of data

·         Ensure all International and Nairobi based staff’s files are uploaded to the DMS and labeled accordingly

·         Be focal point for Nairobi based staff during the audit exercise

·         Be Country office FP and update HR Monthly, Quarterly and annual reports, including HR KPIs, Mandatory Training, Misconduct disclosure Scheme, P&O and talent acquisition and medical insurance reports,

·         Create Pivot tables and HR prepare dashboards & data analyse for the Country HR reports & share with Deputy HR director on timely

Payroll Management

·         Prepare the payroll sheet for Nairobi based staff and share with Regional HR FP.

·         Assist the deputy HR director in the International staff changesand payroll recharge

·         Share changes for International staff salaries to the deputy HR director

·         Update and affect the changes for Nairobi based staff during the payroll preparation

Other

·         Backstop and travel to the field offices when needed

·         Any other tasks assigned by the line manager

Administration

·         Support with Admin assistant in Coordinationof internal and external communications systems to/from Nairobi 

·         Support with Nairobi Admin assistant that all visitors are properly accommodated with comply of all relevant Save the Children’s policies and procedures

·         Any other assigned by the line manager
