ROLE PURPOSE:

The project coordinator will ensure the effective planning, implementation, monitoring, supervision and evaluation of the USAID funded Bar ama Baro project implemented in consortium with Creative International. The BAB project coordinator will be responsible for the program component to be implemented in Hamarweyne and Shibis districts of Banadir region. in addition to planning the action implementation, the position holder will assume overall responsibility towards programme budget management, reporting and meeting programme deliverables as per proposal documents and in line with donor contracts.

JOB TITLE: BAB Programme Coordinator
TEAM/PROGRAMME: Education LOCATION: Mogadishu

CHILD SAFEGUARDING:

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

KEY AREAS OF ACCOUNTABILITY:

  • Project Implementation
  • Under the guidance of the technical line manager, the post holder will be responsible for the development of the detailed project implementation plans (procurement, monthly activity plan and phased budgets) and review its implementation progress against the set target for the Bar ama Baro project.
  • Ensure a participatory and effective approach to the development, implementation and monitoring of specific project activities

·       Prepare detailed plans for both activity and budget and implement upon approval by the technical line manager.

  • Provides intensive coaching (individual or group) teachers/caregivers on teaching practices of early childhood education.
  • Provides skill development and mentoring to staff progressing in their position by performing on-the-job technical assistance and mentoring of specific skills related to the accelerated learning programme.
  • Providing technical guidance and support to staff with implementation of curriculum/plans and assessments.

·       Provide technical assistance to the ministry of education through teachers and CEC mentoring, developing standards monitoring/supervision tools, guidelines and trainings and other mechanisms to ensure quality programme delivery

  • The post holder will maintain close co-ordination with other Save the Children programme sectors to ensure effective and appropriate linkages ensuring efficient/synergized delivery of all programme activities.
  • Budgeting and Financial Management
  • Prepare monthly budget expenditure plans and ensure that all forecasted project budget is utilised as per the project implementation plan.
  • Monitor expenditure against approved field budgets, ensuring that expenditures are documented properly and that documentation and receipts are authentic representations of expenditures.
  • Review BVA reports thoroughly and share concerns to USAID BAB project finance and award manager
  • Ensure all project budget lines are used according to the donor requirement and for the intended purposes.
  • Monitoring, Evaluation and Reporting
    • Support the project team in participatory monitoring and evaluation of project activities, ensuring the participation of children, teachers and their communities.
    • Ensure that the project quality benchmark is used against project performance to ensure delivery of high-quality programme.
    • Support project assessments including baseline, midline and end line.
  • Advocacy & Institutional Learning
    • Participate in the critical review of project activities and in the identification and documentation of lessons learnt.
    • Participate in the documentation and dissemination of learning, both internally and externally, to ensure that good practice is understood by all.
  • Staff Management & Human Resource Development
    • Provide effective line management to the reportees, in accordance with standing programme policies and procedures.
    • Provide on-job apprenticeship to the project staff working under the position holder’s line-management.

QUALIFICATIONS AND EXPERIENCE

Essential

·       Diploma or degree in education, social science with teacher training background

·       Minimum of 2-3 years’ experience in working with international NGO’s preferably on experience in working on accelerated learning programme (ALP) is preferred.

·       Knowledge and experience in working with ALP centers, local authorities and communities

·       Proven knowledge in tracking learning outcome for children benefiting ALP interventions

·       Proven Knowledge of the minimum standards of Education and Child protection is an added advantage

·       Proven ability to manage a programme including management of human and material resources.

·       Ability to produce analytical and well-presented project reports and proposals.

·       Ability to communicate and maintain tactful relations with relevant local authorities in politically and culturally sensitive environments.

·       Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, considering cultural and language difficulties.

·       Flexible, adaptable, able to improvise and work in stressful, volatile environment.

·       Experience of supervising and motivating field staff.

·       Strong organizational, interpersonal, and communication skills.

·       Representational and advocacy skills.

·       Excellent verbal and written communication skills in English and Somali.
