OFFICE OF THE VICE PRESIDENT

 TERMS OF REFERENCE

Finance & Administrative Officer:

Background

The Vice-President as the head of the Champion Office and the Chief of the cabinet advocates for local government reforms and chairs the inter-ministerial working group on decentralization meetings. In such role, the Vice-President therefore needs technical support on this side as well as secretariat support to the IMCLG as well as overseeing the implementation of the decentralization policy following the approval of the Champion office. The secretariat should record and document all the information related to the local governance and decentralization, so that, the Vice President is able to take appropriate decisions. The establishment of this liaison office will oversee all activities in the state that are implemented by their respective institutions (Ministries and Agencies) however, this is the best way to ensure accountability, transparency and effective implementation of State plans. Supporting and building the capacity of the newly established State Institutions, systems, infrastructure and highly needed human resources. The Vice President and the Line-Ministries are the driving forces for developing and implementing this decentralization process and will be the main forces in implementing and delivering public services in Galmudug State of Somalia.

The main purpose of the Champion Office is to provide a vision, guide, and redistribute the implementation and decentralization system of service delivery in Galmudug. It is based on an extensive and intensive level of dialogue and consensus building among the major stakeholders involved in pursuing this goal.. 

Objectives of the Position

The overall objective of the position is to monitor performance against agreed Financial Performance Indicators and all administration under the progress of the implementation of Champion’s office TOR and to closely follow up on implementation strategy. The overall responsibility of the Finance and administration is to carry out all tasks in strict compliance with the rules and regulations set forth by the office.

Duties and Responsibilities of the Finance & Administration Officer:

The Finance and Administrative Officer shall do everything necessary to meet the responsibility of the unit, including but not limited to carrying out the following tasks

  • To evaluate the resources implications (finance, human resources and assets) associated with these functions in the light of availability
  • In coordination with the Head of the Technical Team and DGs under the Champion Office  to develop annual budgets aligned with the annual work plan;
  • Reviewed the sector specific prioritization expenditure with the available resources and provide recommendation.
  • To prepare and circulate meeting agendas for the Vice-President chaired  IMCLG meeting
  • Share Local Governance and Decentralization meetings minutes and action points with
  • Prepare meeting venues, minutes, agenda, participant lists and catering services as required.
  • Review reports from pilot district councils and consider their consistency with the objectives of Sectorial Plans and decentralization priority areas.
  • Recommend the review of the existing guidelines for the identification of cross cutting Sectorial issues with a view to improving their effectiveness
  • Provide continuous updates Inter Ministerial committee.
  • Ensure that the Department of Finance and Administration liaise with the internal/external auditors to get project financial statements audited and follow up any audit queries/management letters;
  • Initiate corrective measures to address internal financial shortcomings and irregularities as the need arises;
  • Review all aspects of the Project work plan and budget based on the results of operations and changing economic conditions and recommend corrective measures to the management;
  • Ensure that all accounting records are updated promptly
  • Prepare financial reports in accordance with agreed formats and in line with the financing agreement;
  • Produce regular reports on developments, trends and performance of the projects, with analysis on underlying factors, determinants, and alternative mitigating measures;
  • Write a report at the end of the contract period outlining achievements and challenges pertaining to the financial management function;
  • Keep abreast of changes in financial regulations and legislations and ensure the accounting staff are updated on new developments
  • Proactively outline problem areas and bottle necks for analysis and discussions;
  • Ensure that required accounting and submissions of returns by beneficiaries who receive advances are done on timely basis;
  • Maintain relevant books and records for the Project that reflects the components and activities
  • Ensure that the filing system of the accounting records are always satisfactory and they are easily retrievable for reviews and audit purposes
  • Conduct any necessary Finance Administrative training to field staff as required;
  • Any other duties as assigned by the Head of the Technical Team.

Qualifications and Education Requirements

Education: Degree in accounting, finance or business administration (accounting) with additional 7 years of relevant professional experience that includes work on

Experience: The Finance and Administrative Officer will need to demonstrate skills and competencies in the following areas:

  • Degree in Finance, business administration, or related field that included coursework in statistics and data analysis. 
  • Two or more years of experience providing evaluation analysis with a focus on governance, social sector and state building policies;
  • Experience reviewing and interpreting legislation, policies and/or rules for likely impacts on affected parties and/or analysis of governance impact;
  • Knowledge of the local governance and processes in Somalia including legislative processes a plus.
  • Excellent written and oral communication skills in English, to deliver technical financial documents, and reports
  • Ability to effectively collect, organize and document data and information in ways that make the information most useful for subsequent assessment, analysis and investigation
  • Experience explaining complex or technical information using language that holds the attention of and meets the needs of different audiences, including managers, legislative staff, stakeholders, and the general public; and,
  • Proven ability to work diplomatically, professionally, and in a non-political manner, staying focused on results and desired outcomes and how best to achieve them.
  • The finance and administrative  officer should have demonstrable experience in Public Financial Management related activities as follows:
  • Fluency in English; and Good analytical and technical report writing skills
  • Excellent computer skills including Microsoft Office tools (Word, Excel, and PowerPoint) and Internet;
  • Experience with managing a databases system and software is desired.

Language Requirement

Reports and other documents shall be submitted in English and in Somali when required

Reporting

The Secretariat staffs (Finance &Admin) are being supervised by the head of the technical team in the Vice President’s office as a technical body.

Time frame.

The secretariat will be operationalized for minimum 4 years whereby extension would be done based on evaluation of progress in implementation

Deliverables

  • Galmudug Decentralization Policy road implementation
  • An elaborated 4 year Decentralization Strategic Plan
  • Completion of Decentralization Road Map activities in a timely, effective manner
