Job Title:  Finance and Project Officer

Number of Positions: 1

Location: Hargeisa, Somaliland

Reports to: Regional Manager

Contract Type: Fixed Term Contract

ROLE PURPOSE:

The finance and project officer under the guidance of regional manager is responsible for procurement, planning, monitoring and reporting on expenditure and maintaining accurate records for audits and accountability. S/he will be responsible for the planning, implementing, monitoring and reporting of AET’s programmes in Somaliland and day to day progress in line with an agreed plan of action and budget. The project officer will ensure efficient utilization of project resources for the intended purpose through effective planning and monitoring. He or she provide day to day financial management of the AET programmes with the necessary accounting, documentation and reporting procedures required for the purchase of items based on AET’s procurement procedure and be responsible to check daily financial payments giving due attention to authorization level and budget codesHe or she will ensure synergy through collaboration and networking with other stakeholders and will ensure partnership with relevant partners including, teachers, CEC’s, Technical schools, Outreach officers, other implementing partners and programme beneficiaries. The project officer shall ensure linkage among education and other thematic areas at field level.

QUALIFICATIONS AND EXPERIENCE

  • Diploma or Bachelor degree in Accounting or a related field with additional training in project planning and management techniques
  • Knowledge of current national and international strategies on access, equity, and quality education policies and models
  • Knowledge of education in emergencies, education sector policy, child rights and protection issues
  • A minimum of 3 three years of relevant experience in similar position
  • Experience of working with local/national governments and capacity building of systems, partners and staff
  • Ability to write quality narrative finance donor report
  • Good interpersonal and communication skills including influencing and negotiation
  • Strong results orientation, with the ability to challenge existing mind-sets
  • Excellent verbal and written communication skills in English and Somali
