Reports To: SRCS Executive Director
Direct Reports: Finance Managers

Overall Job Purpose

Provide technical and professional leadership in the design, implementation and evaluation of financial management systems, policies and procedures designed to control expenditure and enhance transparency and accountability.Coordinate the development of the annual budget cycle to provide justification for financial resources needed to support effective program implementation. Coordinate enforcement of stringent financial controls and ensure monthly financial reports are used for better financial management. Prepare and submit accurate and timely financial statements and reports in compliance with donor requirements and generally accepted accounting standards.

Essential Duties & Responsibilities

Technical Leadership, Programme Planning & Implementation

  • Provide technical and professional leadership in the design, implementation and evaluation of financial management systems, policies and procedures, including financial controls
  • Provide technical guidance and advice in the preparation and implementation of the annual budget to ensurethat organizational resources are used to support strategic priorities
  • Review monthly budget variance analyses and advise on opportunities for improved expense management, cost savings and cost recoveries
  • Oversee adequate expenditure analysis, tracking and recording of expenditures as well as accurate documentation of financial transactions
  • Monitor disbursements of funds, approve payments after thorough verification by checking the documentation, and relevant budget codes for accuracy and completeness
  • Review and approve bank reconciliations and monthly/annual accounts and oversee the annual closing of accounts to ensure it is completed in a timely manner.
  • Review audit reports related to financial matters and take corrective actions to follow up and ensure timely resolution of audit recommendations
  • Prepare and submit accurate and timely financial reports in compliance with donor requirements

Operations Management

  • Ensure proper management finances allocated to programmes activities, support budget development and implementation, approve requisitions, review financial/audit reports in line with financial policy
  • Participate in the recruitment and selection, performance management, including capacity development and team building of staff on financial management and budgeting
  • Ensure effective and efficient provision of procurement, logistics and ICT support necessary to facilitate the implementation of finance and accounting processes

Strategic Partnerships & Donor Relationships

  • Develop and enhance relationships with strategic partners, donors, local authorities, and humanitarian actors to maximize support for humanitarian response
  • Represent SRCS in relevant conferences, seminars, workshops as well as meetings with Bank officials
  • Participate in contract negotiations with suppliers, contractors and service providers as well as facilitating external audits
  • Perform other related duties as assigned by the SRSC Senior Management

Educational Qualifications &Professional Training

Education MBA or BBA equivalent professional practice in Finance, Accounting, Business Administration or Economics
Professional Training Leadership and Management

Proficiency in Spreadsheet and Database Packages

Certification/Licensing CPA or ACCA is a definite advantage
