Job Description

  1. Background:

The management of the development cooperation between the EU and Somalia is evolving towards a greater role for the national authorities. The Cotonou convention, of which Somalia is a signatory, places great emphasis on the role of the National Authorising Officer (NAO)Min their development cooperation with third nations and has laid the role and responsibilities of the NAO down in Annex IV ‘Implementation and Management Procedures of the Cotonou Agreement, Given the crisis situation in Somalia during much of the past 25 years, EU felt that the implementation of EU development aid could not continue to be entrusted to national authorities that were unable to guarantee proper implementation of the  programmes  or projects, or sound management  of  the  related  funds. As a result, the EU Delegation to Somalia has carried out the duties of National Authorizing officer for more than twodecades.

However, the situation in the past period has improved. Following progress made on stabilization and the gradual establishment of a functioning administration, Somalia has accessed the Cotonou Agreement in 2013 and signed its National Indicative Program under the 11th with the European Commission on 19th June 2014. Credible elections were since held and a new administration formed, which led the Commission to conclude that the conditions were being met to allow the functions of National Authorizing Officer to be returned toGovernment.

  1. The National Authorizing Officer (NAO):

According to the Cotonou Partnership Agreement of 23rd June, 2000 signed between the African, Caribbean and Pacific (ACP) states and European Commission, there is a requirement that each member state of the ACP must have a National Authorizing Officer (NAO) to represent a particular state in all operations financed by the European Union (EU). The Federal Government of Somalia tasked by letter of 24th September 2014 the Ministry of Planning and International Cooperation (now renamed Ministry of Planning, Investment and Economic Development (MoPIED) as the Ministry to assume the role of National Authorizing Officer (NAO), once the duties are officially handedover.

The EU commenced with the gradual handing over of the tasks of the National Authorizing Officer to the authorities in Somalia in 2017, with the signing of the first programme estimates. The on. An NAO office was formally established in 2017 with the signing of its first Program Estimate in April of that year. The office of the NAO was formed is expected to carry out its functions in line with the Provisions of Article IV of the Cotonou Agreement, summarized in  the tablebelow:

In light of existing capacity challenges in the Somalia administration, which need longer term efforts to be overcome but also the on-going review of the ACP EU relations which may lead to a redefinition of responsibilities in the programming cycle, the EU and the Federal Government of Somalia have mutually agreed to limit the handover of NAO functions to Chapter 1 and Chapter 2 of Annex IV of the Cotonou Agreement which is covering Programming and Identification, preparation and appraisal of programmes and projects both for the regional and  for the national level. Chapter 4 ‘Implementation’ measures which cover tendering, contracting, supervision, adjustments and Chapter 5 ‘Monitoring and Evaluation’ will be continue to be carried out under the responsibility of the European Commission, but in close and direct collaboration with the National Authorizing officer. Chapter 6 Fund resource management and here particularly clearance and authorization of expenditure will be executed for the time being solely by the EuropeanCommission.

In the past period, significant efforts have been made to collectively step up the collaboration between EU Delegation to Somalia and the NAOs team in all activities linked to the implementation of the Somalia National Indicative Programme. This has consisted, inter alia, of trainings delivered to all people involved, regular meetings between the EU Delegation and the NAO team, joint consultations on country strategies, programmes and implementation modalities, call for tenders and call for proposals as well as joint evaluations.

Considering the need for good functionality and local ownership and good functionality, there is a rationale to augment the role of the Federal Member States in the coordination of projects that are implemented in their area as part of the Somalia National Indicative Programme. It is therefore being proposed to institute the function of EU Focal Point in the BRA where NIP projects are implemented. Hence the need to establish NAO focal points with the BRA

2017 will further see the development of NDP 9. Government envisages that the NDP9 consultations will be a Somali-owned process, divided into two layers to maximize

ownership and inclusivity. There will be both national and a state-level management and coordination apparatus. It is envisaged that each FMS, and the Benadir Regional Administration (BRA), will manage its own part of the consultations and will ensure that its priorities are well captured in the NDP 2020-2024. To lead and enable the process, a state-  level management committee will be formed, which will be made up of senior representatives (Director level or higher) of the 9 key OF BRA with development mandates 2, and a senior representative of the BRA Departments will serve as respective coordinators of the state-level committees. These management committees are named the G9+ (that is, 9 FMS/BRA ministries plus a representative of the NDP Secretariat from the Federal MoPIED). The G9 will be the main coordinating body at the state level for the consultation process, and has a similar set of functions as its national counterpart (the NDC+). 5 rounds of G9 Management committee meetings are foreseen.




The focal point will be established within the FMS ministries of planning. Support to the operations of these focal points will be provided to the NAO Multi Annual ProgrammeEstimate 2020-2024.

This facility can finance stipends of six planning officers at FMS level and provide resources for their operations, including enabling these officers to organise and/or attend aid facilitation, coordination and technical meetings in their areas, undertake visibility activities, and participate in training events.

The six planning officers will remain under the responsibility of their respective FMS Ministry of Planning and acts as focal point for the coordination and facilitation of EU projects in their FMS. The main role of the Project officer is to participate in periodic project meetings with the objectiveto

  1. Observe the proceedings and facilitate, whenever needed, cooperation between actors withinthe State.
  2. Periodically report on the progress of the project to the management of the FMS Ministry of Planning.

The Project officer will not involve itself with the day to day management of the programmers’ activities or on-going technical issues, which remain the prime responsibility of the technical FMS ministries, implementing bodies and programme management. Apart from their role facilitating on-going EU projects, the project officers will support the NDP9 consultation process at FMS level.


Support and Supervision

  • Follow NIP financed projects and programmes, in the
  • Support implementation where required, report regularly to management of the ministry on coordination issues occurring amongst the projects and respond to specific requests

Programming and process management

  • Organization of projects meetings and special events, including project launches, ground-breaking or handover ceremonies, etc. in coordination with MoPIED/NAO
  • Facilitation of sitevisits
  • Attend project meetings, including technical meetings and project steeringmeetings
  • Where necessary facilitate all aspects of the procurement process (drafting Guidelines, Terms of Reference, assist in evaluation of tenders, call for proposals, evaluations approvals, acceptance etc.
  • Prepare periodic progress summaries of ongoing projects to management of FMS ministry of planning and propose supportive action by FMS authorities where such coordination actions are required.
  • If and when required assist in the organization of meetings between national authorities, beneficiary institutions and implementing bodies.
  • Consolidate FMS responses to project reports and communications
  • Support programming, notably the NDP9 consultations at FMS level. The project officers will support the FMS state-level management and coordination apparatus of NDP 9, help in the organization of two rounds of consultations with stakeholders in the FMS and help organize the required G9 Management committee meetings in theFMS

Communication and visibility.

  • Maintain good and effective contacts with implementing bodies, technical state ministries and and other actors involved in theprojects
  • Produce and disseminate best results of projects at workshops, seminars, conferences and other events.
  • Assist in organisation of visibility events including organising the visibility aspects of special events, including project launches, ground-breaking or handover ceremonies, etcin coordination
  • Prepare written communications by FMS ministry of planning on NIPprojects

Suggested recruitment criteria:  Suggested profile (academic qualifications and professional experience) Project officer, EU focalpoint

Education and training:

Minimum of a first (Bachelors) Degree inDevelopmentplanning, economics, Public or Business Administration, Social Sciences, or relatedfield.

Advantage: A master Degree or Advanced qualification in a development planning related subject


  • Programme Planning andManagement;
  • Strong analytical and problem solving skills and attention todetail;
  • Computer literate, with sound working of the full range Microsoft Office Programmes; and
  • Excellent report writing and communicationskills.
  • Ability to work with people of diverse backgrounds and to perform underpressure

Professional Experience:

  • Minimum: at least 5 years of professional experience isrequired.
  • A minimum of 3 years in the development planning sector, working in the either the private sector, the public sector or NGO. Advantage: prior experience in working with EDF financed projects and programmes in thearea.
  • Experience in programme planning and management, especially in depth knowledge of Project Cycle Management and the Logical FrameworkApproach;
  • Demonstrable experience of managing complex project portfolios and monitoring outputs, outcomes andimpact;
  • Demonstrate experience related to publicprocurement;
  • Specific experience and demonstrable knowledge of donor funded Programmes and procedures highly desirable;and
