The Electoral Institute for Sustainable Democracy in Africa (EISA) has a vacancy in Mogadishu, Somalia for the position of Governance Officer

EISA has continental and sub-regional programmes. EISA strives for excellence in the promotion of credible elections, citizen participation and the strengthening of political institutions for sustainable democracy in Africa.

Reporting to the Field Coordinator Somalia, the Governance Officer will be required to:

Key tasks and responsibilities

Support the Field Coordinator in the implementation of designated activities.

Draft and prepare programme, donor and board reports under the guidance of the Field Coordinator.

Train the trainer and capacity building of key senior district administration staff

District workplan development

Civic education development activities

Ensure a gender-balance and pro-woman approach throughout the portfolio of activities, where relevant and feasible.

Contribute to designing, planning, conceptualisation, implementation and management of programmess and activities, with an emphasis on gender-specific activities.

Maintain and establish collaborative relationships with partner organisations in the Election, Democracy and Governance fields with a bearing on the programme.

Prepare project activity budget and track expenditure of these budgets

Facilitate workshops and seminars as requested.

Monitor and evaluate the implementation of assigned activities.

Preapre updates on the political situation in Somalia and particularly in the area of workTrack expenditure of activity budgets.

Contribute to the growth of EISA’s work and identify new work opportunities in Somalia


Attend and represent EISA at meetings, conferences and events when requested by the Country Director or Field Coordinator that relate to the work of EISA

Any other work required by the Country Director, Somalia


Job Specification


Batchelor’s Degree in Social or Political Sciences, Administration, International Relations, International Development or another relevant discipline.


At least 5 years’ experience in the fields of electoral democracy and/or public governance. Work experience in the NGO space an advantage.

Ability to communicate and write in both Somali and English.

Experience in training, facilitation and organisation of conferences/workshops

Experience in activity design and report writing.

Knowledge of administration procedures including budget preparation and management.

Project management.

Completely fluent with MS Office (Word, Excel and PowePoint).

Ability to work as part of a team and adhere to deadlines and set priorities
