TERMS OF REFERENCE FOR GRAPHIC DESIGNER CONSULTANCY

About Somali Resilience Program (SomReP)

The Somali Resilience Program (SomReP) is a resilience building consortium which aims to address the underlying causes and impacts of vulnerability to climatic shocks and other related stressors. Following the Somali famine of 2011, NGOs and donors came together to share best practices to develop a multi-sector, multi-year, area-based program with graduation pathways which bridge the humanitarian-to-development nexus. The consortium undertakes layered and sequenced interventions which build absorptive, adaptive and transformative capacity at household, community, state and system levels. The program targets the ultra-poor across livelihood groups, including agro-pastoralists, pastoralists, fisher-folk and IDP and host communities with a special emphasis on women, youth, persons with disabilities and the marginalized.

SomReP works in the sectors of disaster risk management, climate smart agriculture, productive assets development, natural resource management, basic health/nutrition services, shock responsive safety nets, green technologies, economic empowerment and market systems development. It is an iterative, learning consortium which measures the impact of resilience interventions and employs evidence to adapt approaches, scale effective interventions and promote understanding of best practices at local, regional and international levels with civil society, government and academia. The consortium hosts the Response Innovation Lab (SomRIL), an outward-facing innovation brokerage which convenes NGO, private sector, and government challenge-holders and local, regional and global solution-providers to identify innovations and adapt them to solve Somali problems.

The SomReP strengthens governance structures important for building resilience from the bottom-up in Somaliland, Puntland, Hirshabelle, Southwest and Jubaland states. Long-term engagement with communities, employing participatory facilitation methods through a climate and gender sensitive lens, combined with a flexible crisis modifier mechanism, enables the program to lay the foundations for inclusive development, while remaining flexible to address emerging humanitarian needs to protect gains: making it uniquely relevant for resilience building in a fragile context faced with recurrent shocks. The program employs graduation pathways with packages of interventions to support households, groups and communities to strengthen disaster risk management capacity, obtain lasting food security, develop alternative and sustainable livelihoods, prepare for market entry, and to find and/or create jobs.

Brief Background Information on the assignment

SomReP is seeking the services of a graphic designer to assist the consortium enhance its communications and outreach initiatives through preparation of all communication materials and platforms including print and digital media and synthesize the information into packages that respond to different users.

Scope of work

§ Design quality Infographics for various stakeholders

§ Ensure that all publications, reports and other SomReP knowledge products are produced in line with SomReP and donors branding policy

§ Deliver creative and innovative ideas for print, electronic and web-based knowledge products

§ Layout and design information and communication materials (banners, posters, leaflets, fact sheets, bulletins, flyers etc)

§ Design of quality reports and other communication materials for printing and electronic distribution

Detailed specifications for each individual assignment will be provided as and when the designer’s services are requested.

Deliverables

The successful entity will be expected to work in close consultation with the Head of Quality Assurance and Monitoring and Evaluation team to ensure that deliverables are completed in line with SomReP and donors branding requirements and within the specified time period.

Qualification and Experience

The successful entity is required to meet the following criteria:

§ Proven experience of graphic production from start to published/printed product with knowledge of printing processes and colour management;

§ Working experience in development or humanitarian environment is desirable

§ Strong practical background in graphic design

§ Show a clear and mature style of design, demonstrating an understanding of the communication requirements of different INGO’s

§ Strong theoretical and practical background in graphic design, including the use of different design software’s

§ Good understanding of new and evolving technologies and digital platforms;

Evaluation Criteria

The Selection of the individual or firm will be made based on cumulative analysis (i.e., mandatory requirement, technical qualifications and best price proposal) as follows:

i) Mandatory Requirement Evaluation

§ Provide a certified copy of a certificate of business registration, Certificate of incorporation, business license or similar document (Companies/ Organizations)

§ Provide a certified copy of tax registration, tax clearance certificates or similar documents (Companies/Organization)

§ Individual tax registration documents (for individual consultants)

§ Provide information on ownership structure (Name of directors of the company / Owner) (Companies/Organization)

§ Provide last two years of audited financial statements or tax filing, or similar documents (Companies/Organization)

§ Provide references from previous clients for similar works (At least three)

ii) Technical Evaluation

Applicants need to clearly articulate on the following, but not limited to: –

§ Experience designing compelling visuals for publications and social media including infographics– Portfolio with samples in graphic design should be submitted

§ Perceived quality of portfolio with Graphics Design experience

§ Relevant educational background on design and visual communications

§ Methodology and understanding of assignment

§ Timelines involved in production of each of the following; (Project Assessment Reports, banners, Posters, Leaflets, Fact Sheets, Bulletins, Flyers).

§ Expected turnaround time for each knowledge product

§ References from recent work done

§ CV (including any formal qualifications) should be provided

iii) Financial Evaluation

§ Financial proposal: Please provide a detailed breakdown of the costs in USD for completion of works. Professional fee, Proposed fee rates (per knowledge product e.g Project Assessment Reports, banners, Posters, Leaflets, Fact Sheets, Bulletins, Flyers) and any other related cost should be well tabulated. Applicable tax amount must be clearly stipulated and separated from the base costs.

Financial proposal should not be part of the technical proposal; it should be a separate document.**

Terms and conditions of payment

Design services will be delivered on a call basis or whenever the need arises and paid upon successful completion of the assignment.

Proposals should be submitted in three distinct/separate attachments, namely Mandatory Requirements, Technical Proposal and Financial Proposal (Bidders who will combine both technical and financial proposals shall be disqualified)

Contract duration

The contract will be effective from date of signing for a period of one year and renewable based on availability of funds and performance.

Copyright and ownership

All materials, reports, information, documentation, inventions discoveries, developments, innovations or other work product generated by the consultant in the course and performance of services under the signed agreement will be the property of World Vision Somalia and SomReP and the consultant will assign all rights, title and interest in and to such items to World Vision Somalia and SomReP.
