Job Description

TITLE:  Health Management Information Sytems (HMIS) Officer SCISOM

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.


Under the general guidance of Health and Nutrition Project Manager Galkaio, the HMIS officer will take the overall responsibility of the day-to-day implementation of the HMIS components in EPHS and SHF project activities in the health teams- by leading coordination of information managementactivities with the MOH Mudug Regional HMIS Officer and mobile health staffs and working closely with the regional and district health management team. Organise M&E activities and assist in the management of monitoring information, in order to support the delivery of high quality, effective health and nutrition programme.

Reports to:Health and Nutrition Project Manager

Dimensions:Save the Children works in 4 regions in Puntland with over 150 staff.

  • Along with the Health and Nutrition Project Manager, and Emergency Health Manager, ensure effective start up, management, implementation, monitoring, reporting and evaluation of the project, as it pertains to specific HMIS – M&E matters
  • Develop comprehensive training plan, and accordingly organize HMIS training for the MoH mobile health teams.
  • In close coordination with MoH RHO, provide on the job training for the MOH mobile health staffs on the HMIS data collection, data entry and reporting on weekly basis.
  • Support the collection and review of mobile health information, identifying potential gaps and inconsistencies, through supportive supervision to all mobile health teams, and quarterly data review and feedback meetings with mobile health staff and MoH counterparts.(Data management).
  • In coordination with SCI area meal team, prepare and fill out SCI weekly output tracker
  • Participate in any consultative processes around HMIS roll out in Puntland and collaborate with District and Regional HMIS officers(coordination)
  • Represent SCI in cluster meetings at regional level
  • Participate proposal development process and project report writing
  • Organize training on the HMIS system for medical and non-medical staff(capacity building)
  • Prepare and submit timely and regular reports to Health and Nutrition Project Manager/ Emergency Health Manager on the achievements and progress of the HMIS aspects
  • Conduct regular Assessments and Reviews of HMIS/M&E activities of the project.
  • Support the development and implementation of clear, practical M&E plans.
  • Support health and nutrition outreach teams – through regular meetings and on the job support – to gather, collate, and analyse monitoring data, as well as to report on findings from monitoring activities.
  • Participate in the development of templates and guidelines for data gathering, collation and reporting in liaison with programme managers and coordinators.
  • Coordinate and share learning related to M&E practices at all mobile health teams and community levels.

Information Management and reporting

  • Set in place Data Quality dimensions to ensure that data used for analysis is of high integrity.
  • Collate accurate and timely top-line output data from all programmes (to feed into central data base).
  • Manage and update the filing system of projects as per the Save the Children M&E Policy
  • Co-ordinate the production of progress reports as per the reporting schedules, in collaboration with programme teams.

  • Work with programme teams to ensure that information relating to merlin / Save the Children and activities is shared widely within communities in which we are working and provide for their participation and feedback in line with relevant guidelines and frameworks.
  • Facilitate M&E meetings, share M&E guidance and deliver training and capacity building in order to ensure that monitoring activities are conducted effectively and according to agreed guidelines and procedures.
  • Work with programme staff to ensure learning is shared across programme sectors and with head office and fed into the planning and programme design

  • Commitment to and understanding of Save the Children’s aims, values and principles.
  • Experience in Ministry of Health information system management at all health care levels (district hospital, health centre and primary health unit)
  • University degree in social sciences/Statistics/Computer Science/another relevant field, or equivalent experience.
  • Training in Monitoring and Evaluation
  • Three or more years’ experience in data collection, collation, analysis, and report writing.
  • Strong organisational and analytical skills and ability to work well under pressure and with minimal supervision.
  • Strong interpersonal and community mobilisation skills.
  • Highly motivated, and flexible.
  • Excellent computer skills particularly in MS Word, Access, SPSS, EPI Info and Excel
  • Willing and able to be based and travel regularly within remote areas, where services are limited.


  • Demonstrated understanding of primary health care and M&E in humanitarian programmes
  • Experience working in the Region (Mudug or Puntland in general)
