Role Purpose:

The purpose of this position is to oversee the implementation Health projects (Family Planning and Post Abortion Care Project (FP&PAC) and LDS Immunization Scale up) in Karkaar region. As the project manager, he/she is expected to provide technical oversight to the day to day implementation of the projects, including technical support to the regional Ministry of Health (in Karkaar), to ensure that objectives projects are delivered timely and with quality.

ROLE PURPOSE:

The purpose of this position is to oversee the implementation Health projects (Family Planning and Post Abortion Care Project (FP&PAC) and LDS Immunization Scale up) in Karkaar region. As the project manager, he/she is expected to provide technical oversight to the day to day implementation of the projects, including technical support to the regional Ministry of Health (in Karkaar), to ensure that objectives projects are delivered timely and with quality.

He/She will work closely with the Programme Manager-Health (based in Gardo) and the Health Programme Manager (Puntland) to ensure operational and technical aspects meets SCI operational standards, and SCI Health Quality Benchmarks respectively.

SCOPE OF ROLE: This position has a dual reporting lines:

Hierarchically Reports to: Program Manager- Health (based in Gardo)

Functionally Reports to: Health Program Manager – Puntland (based in Garowe)

Staff directly reporting to this post: None. However, in the future 2-4 staff may report to this position, pending approval of the next phase of project

Country Dimensions: Save the Children works in various sites within Somaliland, Puntland and Central South Somalia with a current staff complement of approximately 450 staff and current budget of approximately GBP 48 million.

KEY AREAS OF ACCOUNTABILITY:

Technical Assistance:

·       Provide technical support and training to the health team and MoH counterparts on all aspects of the health projects, as well other maternal and child health topics as may be deemed necessary

·       Ensures and support regular supportive supervision and on the Job training of service providers in health facilities supported health projects

·       Responsible for the Overall quality of clinical service delivered at health facilities including but not limited to ensuring health workers are competent and confident in performing procedures in line with protocol and guidelines, regular supply of commodities, availability of updated job aids, etc

·       Oversee the implementation of SC quality benchmark for health projects in all supported health Facilities

·       Work closely with service providers to ensure that health messages delivered in health facilities are tailored to the needs of women

·       Ensure the full integration of FP and EPI services to other health services such as ANC, Delivery, PNC, Nutrition etc in all supported health facilities

Project Management

  • In close collaboration with Programme Manager-Health, and Field Manager in Gardo and the logistics, HR and finance teams to produce a detailed work plan covering all technical activities and aspects of the project, ensuring that these are in line with the log frame and the proposal and to oversee the review and adjustment of this on a monthly basis.
  • Ensure intervention strategies are inclusive and address the needs of the most vulnerable groups.
  • Under the guidance of the Health Programme Manager, manage implementation of the health project to ensure project objectives, intermediate results and indicators are measured and achieved.
  • Oversee and support planning and implementation of all aspects of the project and actively engage in coordination efforts with MOH partners and collaborating agencies.

·       Review project activities at key intervals to enable participatory feedback mechanism to project plan and implementation.

·       Supervise and guide the project field team in planning and implementation of activities.

·       Identify input required for implementation of project activities and follow up on timely delivery with program support in the field and head office.

Budget Management

  • Assist the Programme Manager- Health in managing health projects’ budget, including regular monitoring of expenditure against budget, in accordance with Save the Children financial procedures and guidelines.
  • Assist the Programme manage to develop a clear work and expenditure plan and ensure that the programme is implemented within the agreed/approved budget.

Advocacy & Coordination

·       Together with the Health Programme Manager or alone, represent Save the Children at coordination and technical meetings with local government, donors, UN and other NGO in Puntland.

  • In collaboration with the Health Programme Manager ensure that issues arising from SC’s participation in health programming are aired across all stakeholder forums.
  • Network with other INGOs and Donors working in health in Puntland
  • With guidance from the Health Programme Manager, ensure that all information on health implementation, policy networking or other communications with SC staff, management and external interlocutors is passed in a complete, accurate and timely manner
  • Seek and promote linkages, integration, and learning between SC programs in Puntland.
  • With the support of the Health program Manager and the Project team advocate to MOH regional and Central to ensure that best practices from health projects are mainstreamed into government policies, plans, and guidelines

Report Preparation & Submission

·       Assist the Programme Manager in preparing and submitting reports to Technical Managers. These may include monthly reports (narrative and budget), quarterly activity plans, and scheduled monitoring reports to measure changes, reporting clearly on progress towards the health projects’ output as stated in the project proposal.

  • Provide regular and timely updates to the Health Programme Manager and the rest of the project team on progress, priorities and constraints both verbally and in writing.

Monitoring & Evaluation

·       Ensures timely collection, collation, analysis, and dissemination and use of project data generated from supported health facilities

·       Together with MEAL team perform Data Quality Audit (DA) and Register Review for the project

·       Participate in health assessments and/or final evaluations of the project, as required. (Guidance on this is expected from SCI)

·       Produce a minimum of 1 lesson learned & 1 Case Study annually, with the support of the MEAL, Project team, and Communication team

QUALIFICATIONS AND EXPERIENCE

Essential:

  • A Bachelor degree of Qualified midwife/Nurse, clinical officer or Equivalent Medical Qualifications.
  • Proven experience in primary health care, through the whole project cycle (from needs assessment, planning, developing programmes, managing, M&E).
  • Proven ability to manage a programme including management of human and material resources.
  • Experience of health worker training on reproductive health and capacity building of national structures.
  • Ability to produce analytical and well-presented project reports and proposals.
  • Ability to communicate and maintain tactful relations with relevant local authorities in politically and culturally sensitive environments.
  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.
  • Flexible, adaptable, able to improvise and work in stressful, volatile environment        
  • Familiarity with Sphere guidelines and other humanitarian standards, such as Red Cross Code of Conduct
  • Experience of supervising and motivating field staff
  • Strong organizational, interpersonal, and communication skills

  • Sensitive to issues affecting children and committed to Save the Children’s Child Protection policy.

Desirable:

·       Experience in managing reproductive health interventions with international NGOs/UN.

·       Previous experience working in similar situations and understanding of family planning and post-abortion care.

·       Knowledge and experience in Child Right Programming approach

·       Knowledge of the Somalia health system

·       Qualified health scientist with primary health care/community health care experience

Computer skills e.g. Word, Power Point and Excel.
