ICT for Development Coordinator

Fulltime / 40 hours a week

National Position

Contract length: One Year

Location: Hargeisa, Somaliland with travel to the field when necessary

The Role

Job Purpose

To develop and mobilize resources for the new programme on T4D of Oxfam Somalia/Somaliland with specific focus on the participation of women, youth and minorities.

Responsible for the identification, integration and development of ICT and mobile technologies into Oxfam’s Humanitarian and Development programming, strengthening internal capacity to lead and support T4D related projects, identifying and engaging with key partners, identifying reusable and replicable technical solutions and maximizing potential for T4D scale-up and rollout. Directly supervised by the Head of Program and will work closely in the country with other program staff, and in close liaison with the other members of Oxfam’s Global Innovation Teams team worldwide.

Key Responsibilities and Accountabilities

  1. Research and Analysis
  • Assist Oxfam Somalia to identify and assess new T4D initiatives with immediate potential to improve Oxfam’s programming, including but not limited to:
    • Identification of appropriate mobile options, including suitable solutions (SMS, USSD, IVR, Social Media Apps), that will correspond to country specific program needs.
    • Analysis of potential for web or mobile applications which could support existing Oxfam’s programming.
    • Analyse existing GIS and other map based technologies to improve the visual display of data in Oxfam’s programming.
  • Identify effective strategies to provide sustainable solutions, which also have country wide and regional scale up potential.
  • Collect data, undertake analysis and prepare reports on existing initiatives and solutions. Capture lessons learnt from various programs and share resources with other partner and donor organizations where possible.
  • Disseminate information on T4D projects and resources and to the Global Innovation teams and other country programmes.
  • Act as thought leader on the use of IT to provide marginalized men, women and youth with opportunities to prosper, promote skills development and have a voice in the development of their communities.
  1. Programme / project development
  • Lead on the strategy, programme and project development in the field of technology and development, defining a focus and approach/ strategy that is cutting edge and is building on Oxfam’s added value in Somalia / Somaliland.
  • Engage with relevant donors and mobilize resources for the programme.
  • Build a network with relevant national and international organizations
  • Responsible for project management, delivery and budget management
  1. Technical Assistance
  • Provide technical support to CD/SMT/ICT projects including but not limited to mobile and web applications, sensor technologies, GIS development & other technology based solutions to development problems.
  • Provide technical inputs to identify new solutions and innovations to support stakeholders (e.g. Humanitarian Clusters, Somalia NGO Consortium, local partners)
  • Support process of selection, negotiation and communication with the Telecommunications Companies and Government Regulatory authorities and other corporate, not for profit and government bodies.
  • Support contracting of external service providers and provide technology advice and direction where required.
  • Review, develop and maintain project planning tools and policies to maximize their reach using T4D and work with Program Quality team to selecting core data collection and reporting tools that focus on scalability and usability
  1. Partnerships and Communications
  • Research, identify and engage with potential T4D partners (including, but not limited to, the private sector) and explore areas of engagement to promote and enhance Oxfam’s goals in the area of T4D and take them to scale
  • Collaborate with all partners, including programs teams, Oxfam International and other program partners to identify and share new developments in T4D projects worldwide and build staff and partner capacity to adopt and use such technology.
  • Represent Oxfam Somalia at exchange forums, conferences, workshops etc.
  • Preparation of high quality visual and written communication materials for publication and dissemination.
  • Ensuring that women’s rights are profiled, protected and promoted in all internal & external program and influencing materials

Requirements

  • An advanced university degree in Management Information Systems, ICT Management, Computer Science or related field is required. A first level university degree in combination with two (2) years additional qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of three (2-3) years of relevant experience at a comparative organization in identifying, designing and implementing technology solutions for projects with technical components is required.
  • Previous hands on experience in ICT related projects is required.
  • Fluency in English (written & verbal) is required.

Technical Skills and Experience

  • Experience with ICT hardware, mobile phones and web-based technologies, particularly designing or deploying tools appropriate to limited-bandwidth or sub-standard infrastructure environments.
  • Experience in open source, mobile and emerging technology is extremely desirable.
  • Understanding of Oxfam’s programmatic priorities and/or experience in applying technical solutions to address development/ influencing programmatic issues.
  • Knowledge of Oxfam’s ICT landscape and new technology will be considered an asset.

Essential

  • Entrepreneurial and capacity to work independently on the development of the programme and meet expected results.
  • Self-motivated and able to lead the programme, engage others and create ownership.
  • Excellent writing skills.

Desirable

Language, English and local Somali language.
