  1. About NIEC:

National Independent Electoral Commission (NIEC) Constitute a Commission which is established on Article 111G of the provisional constitution of the Federal Republic of Somalia, its mandate is organizing, conducting, and monitoring elections of districts, regional, national, Public referendum and regulating and monitoring Political Parties.

  1. Purpose of the Job:

The Information and Communication Technologies (ICT) Technical Advisor, under the supervision of NIEC’s Chairperson, will work with the Commissioners, Secretary General, NIEC Directors in regards IT issues. The Advisor will implement integrated systems and policies to be used by the various departments of NIEC. The Advisor will resolve technical problems and provide training to users to maximize the value to technology in NIEC.

  1. Main responsibilities of the Job:

Through the lens of developing local capacity, the advisor will be required to undertake tasks involving:

  • Understanding, analyzing & identifying NIEC’s needs for IT system & infrastructure;
  • Diagnosing IT system problems, inefficiencies and weaknesses;
  • Implementing a solution to meet NIEC’s electoral technology needs;
  • Providing a technical advice on technology best practices;
  • Analyzing and determining security threats for NIEC IT infrastructures;
  • Designing IT systems and networks ensuring the right architectures, functionality & security;
  • Training NIEC secretariats on usage of its existing & new IT system;
  • Inspect all NIEC technology operations (e.g. network security) and evaluate them according to established goals;
  • Establishing IT policies and systems to support the implementation of strategies set by the Commission;
  • Development software in the context of an elections process, particularly in voter registration, political parties’ registration, and results tabulation activities;
  • Development and implementation database systems and supporting NIEC IT infrastructure;
  • Advise and assist the National Independent Electoral Commission (NIEC) in the management of databases in the context of an elections process, particularly in voter registration, political party’s registration and results tabulation activities;
  • Advise and assist with establishing databases’ performance standards, maintenance procedures, recovery procedures and backups;
  • Analyzing the NIEC requirements of all departments to determine their technology needs;
  • Developing security standards, procedures, and guidelines for institution platforms; assist with upgrading security protocols, as needed;
  • Advising efficient and cost effective technological equipment and software;
  • Inspecting the use of technological equipment and software to ensure functionality and efficiency;
  • Collaborating with technical in-house team to ensure familiarity with technology;
  • Developing security standards, procedures, and guidelines for NIEC platforms;
  • Contribute to capacity-building of the NIEC;
  • Perform other duties as assigned by the NIEC Chair;
  1. Academic Qualification:
  • (Advanced) university degree in information technology, computer science, computer engineering or related field;
  1. Work experience:
  • A minimum of seven years of practical experience in software development and database management;
  • Practical experience using Microsoft software development tools and software;
  • Training or demonstrated security audit, infrastructure and network design;
  • Experience in designing / reviewing solution architecture as well as managing / implementing IT projects for development institutions including generic software / custom solutions, hosting of systems and servers, providing network services etc;
  • Experience of monitoring & managing the ICT systems and infrastructure for an IT project including database management, SAN, network, firewall etc;
  • Experience in collecting, structuring and modelling systems requirements;
  • Excellent knowledge of Information Systems, ICT Best Practices, and current application development methodologies;
  • Professional certification in Project Management, Networking, Severs, Data Centre Management, ICT Security Audit, Quality Management or IT Service Management;
  • Experience in analyzing security risks, preferably in electoral contexts, especially in developing countries and high-risk security contexts;
  • Previous experience in providing high-level IT advice and briefings is desirable;
  • Experienced in capacity development of local partners, including training/mentoring and development of sustainable systems and procedures;
  • Demonstrated understanding of the Somali political and governance landscape;
  • Experience in public sector and/or international organizations is an advantage;
  • Knowledge of FGS policies, regulations, rules, procedures and practices;
  • Experience in developing countries is an asset;
  • Experience working in Somalia is an asset;
  1. Preferred skills:
  • Excellent interpersonal, communication and a passion for his/her work;
  • Fluency in English and Somali languages, both written and spoken;
  • Ability to work collaboratively in a team environment, be diplomatic and partner with stakeholders and international teams;
  • Self-motivated and driven individual with a proven ability to work both; independently and with a team to achieve goals, prioritize work, implementing structure and clarity to a process/program;
  • Strong management, problem solving, and consensus building skills;
  • Ability to think critically and strategically in difficult conditions to diplomatically challenge the status quo and encourage shared ownership of outcomes;
  • Ability to work under pressure and meet tight deadlines in a conflict environment;
  • Respect for gender equality and proven ability to integrate this in tasks carried out;
