How can you make a difference?

Scope of Work:

  • Develop an assessment protocol that outlines assessment methodology, key data sources/informants and resource need
  • Acquire and or develop necessary data collection tools, adopted from global instruments.
  • Coordinate data collection from facilities requiring oxygen in Somalia, especially in Puntland and Somaliland
  • Verify data acquired through different mechanisms and share with UNICEF country and global teams for quantification and supply planning for Oxygen supply systems
  • Map programmes and partners (Govt; UN, INGOs and private sector) that are working on or are key to be engaged in the planning and implementation of oxygen system.
  • Coordinate efforts in Puntland, engaging with national stakeholders as required, on Oxygen assessment, planning and development of Oxygen strategy through setting up a Puntland taskforce and organizing meetings/workshops
  • Support drafting an oxygen strategy for Puntland with input from UNICEF Somalia and the UNICEF global oxygen team
  • Support a series of reviews of the strategy based on inputs from various stakeholders to produce a final version.
  • Finalize the instruments used for replication elsewhere in Somalia.

    Conduct an assessment to understand national or subnational Oxygen ecosystem National or subnational existing Oxygen ecosystem mapped 15 days
    Collect data (facility level and national/subnational level) to quantify and cost multi-year oxygen supply need National of subnational Oxygen estimated need and cost generated through OSPT (Data collection is key deliverable) 15 days 
    Develop oxygen road map through series of consultations and inputs from HQ, RO and CO team as well as key stakeholders Final copy of national or subnational Oxygen roadmap/strategy 36 days

To qualify as an advocate for every child you will have…

  • Masters in relevant health care field with experience in monitoring and evaluation 
  • At least 8 years of relevant work experience. Biomedical engineering with experience in oxygen systems is strongly desired, and broader public health experience will be considered.  
  • Exposure and experience with medical equipment supply system and maintenance works is required
  • Experience in working with a diverse set of stakeholders including government, UN, implementing partners is required
  • Previous experience in working and supporting at policy level around assessment planning, medical equipment optimization  
  • Previous consulting experience supporting Ministries of Health are preferred  
  • Experience in Maternal Neonatal and Child Health (MNCH) programming is an asset. 
  • Computer literacy, MS Office Suite required 
  • Proven ability to analyze data and write reports that are of high quality. 
  • Excellent communication skills (both written and verbal) essential to liaise with a wide variety of people, good attention to detail.
  • Familiarity and experience of working with UNICEF and LMICs is considered an asset  
  • Fluency in written and spoken English is essential  
  • Fluency in Somali language is considered an asset
