Save the Children International (SCI) Somalia program hereby invites interested consultants to bid for the consultancy assignment detailed below

YES, THE CONSULTANT SHOULD BE ABLE TO TRAVEL WITHIN THE TARGET LOCATIONS IN SOMALIA. THE LOCATIONS INCLUDE QARDHO, BOSASO AND ISKUSHUBAN  

8 Security requirements Consultant will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somalia
9 Qualification and Experience Indicate the measurable qualifications and experience

·         Experience in Public Health, and related fields especially WASH sector.

·         Strong child rights programming skills (child participation skills an asset)

·         Should submit previously conducted Similar assignment andd and annexd to this application

  • Able to travel to travel to project sites is utmost importance.
  • Prior experience in conducting health and WASH assessments in Somalia’s similar context will be an advantage

ANNEX 1 : Consultancy Terms of Reference

TERMS OF REFERENCE FOR WASH ENDLINE SURVEY IN Qardho, Bosaso & Iskushuban

Location:              Qardho and Bosaso IDPs and Iskushuban

Position Type:      Consultant/Firm (For data analysis and reporting)

Duration:              20 DAYS

Start date:             24th March 2020

  1. Background:

Save the Children has worked in Somalia since 1951 and has provided emergency assistance since 1970 whenever there has been need. In 2016, SCI directly reached 600,936 children. Each year about 650,000 people benefit from our longer term development work in Health, Nutrition, Water, Sanitation & Hygiene (WASH), Education, Food Security and Livelihoods (FSL), Child Protection and Child Rights Governance.

1.1 Project summary

The recurrent drought together with nutrition crises and other natural emergencies combined with poor WASH coverage and influx of internally displaced people (IDP) in target regions of Bari including Ishkushuban, Bosasso (IDPs), Qardho (IDPs) highlight the need for Save the Children to continue providing emergency services to vulnerable communities.

Therefore, Save the Children has implemented 12 months WASH project targeting drought and conflict affected communities in Bari regions targeting Ishkushuban, Bosasso (IDPs), Qardho (IDPs) to provide immediate life-saving WASH services to the most vulnerable members of the community.  The project aims to provide lifesaving emergency and sustainable WASH service through drilling of two new strategic boreholes and rehabilitation of three strategic boreholes complete with hybrid power system (solar and diesel power), distribution systems, storage tanks and new water kiosks, and rehabilitation of rain water harvesting Berkeds in rural target communities. The project will also improve overall hygiene and sanitation of the target communities through the construction of 150 shared household latrines affected by the drought.

  • Overall project objectives
  1. Provide access to life-saving basic WASH services to vulnerable drought and conflict affected populations in Bari through provision of sustainable access to safe drinking water and improved hygiene and sanitation facilities to reduce vulnerability of beneficiaries to WASH related diseases.
  2. Reduce acute humanitarian needs and excess mortality among the most vulnerable by providing life-saving and sustaining integrated assistance.

Indicators for end line KAP survey: –

  • Indicators for the Water supply
    • Access: To determine the distance of water points to beneficiaries is key as the Sphere Project states that water access points should be a maximum of 500 meters from every household.
      • The maximum distance from any household to the nearest water point is 500 meters ( as per Sphere)
      • Queuing time, at a water source is no more than 30 minutes (as per Sphere)
    • Quality: Water is palatable and of sufficient quality to be drunk and used for cooking and personal and domestic hygiene without causing risk to health.
      • There are no faecal coliforms per 100ml of water at the point of delivery.
      • Where equipment is not available to measure faecal coliforms, a sanitary survey confirms low risk of contamination
    • Quantity: This indicator includes all water collected by or delivered to the household and used there for drinking, cooking, bathing, personal and household hygiene and sanitation by the inhabitants of the household
      • IDP settings – 7.5 litres per person per day of chlorinated (0.2 – 0.5mg/l FRC) water
  • Indicators for the sanitation
    • Access: All affected population have access to latrines. This indicator of latrine availability is the distance between households and the nearest latrine. In general, having a latrine close to the house encourages its use, especially in populations where latrine use is not habitual
      • Latrines are built within the dwelling and be accessible and be no farther than 50 meters from the closest latrine
      • The environment in which the affected population lives is free from human faeces
      • All excreta containment measures, i.e. trench latrines, pit latrines and soak-away pits, are at least 30 metres away from any groundwater source. The bottom of any latrine or soak-away pit is at least 1.5 metres above the water table
      • Toilets are used in the most hygienic way possible and children’s faeces are disposed of immediately and hygienically
      • Toilets are appropriately designed, built and located to meet the required requirements of the SPHERE WASH STANDARD
    • Quantity: People have adequate, appropriate and acceptable toilet facilities, sufficiently close to their dwellings, to allow rapid, safe and secure access at all times, day and nigh

2.1 Purpose

Save the children is seeking a consultant with strong analytical expertise and WASH Sector experience who will do end line survey and compare results with the baseline survey to assess the progress of the course of the program.

  • Key Deliverables
  1. Consultant will:
  • conduct data cleaning and analysis, survey data analysis comparing baseline and end-line survey data for SHF project in Bari.
  • Generate a report with A 20 to 25-page draft report (in MS Office), in the following format at a minimum
  1. Executive Summary (max. 2 pages)
  2. Methodology, including sampling (SCI will share the sampling and data collection, data files/set).
  3. Analysis and findings of the evaluation; responding to the objectives and evaluation criteria
  4. Conclusions
  5. Recommendations
  6. Annexes: The consultant shall submit the following as annexes:
  7. analyzed data, do-file if stata was used.
  8. Bibliography of consulted secondary sources
  9. Presentation summary in PPT.
