INVITATION TO BID FOR CONSULTANCY

Save the Children International (SCI) Somalia program hereby invites interested consultants to bid for the consultancy assignment detailed below

Qualification and Experience

The following attributes are requirements for the selection of the evaluation consultant: 

The assignment will require a multi-disciplinary team with in-depth understanding of o management and leadership, humanitarian and emergency work and organizational development.

The proposed team leader should have a minimum of the following requirements:

Master Degree in Social Sciences or relevant discipline-a PhD is desirable

Experience in integrated strategic plan development, Experience in project design, development and writing project documents in crisis, post-crisis and post-emergency settings;

Relevant field experience in organisational capacity assessments.

Relevant experience in capacity assessment and capacity building preferably government institutions

The firm should have substantial experience and understanding of:

Undertaking institutional audits/assessments 

Support to Government systems

Development and roll out of long-term institutional capacity development plans and strategies.

Strong solid experience in organization’s internal systems, procedures and protocols.

Deep knowledge in the governance sector. 

Previous extensive experience in similar work is an asset.

Demonstrable experience in conducting capacity assessments and capacity to work collaboratively with multiple stakeholders.

Demonstrable experience in conducting gender related studies, inclusion and diversity related research.

A strong understanding of the Somali context is a distinct advantage

Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions at national and regional levels, and to prepare well written reports in a timely manner.

Strong interpersonal skills and the ability to communicate and work well with diverse people.

BACKGROUND

For 100 years, Save the Children has been making a difference in children’s lives in more than 120 countries. Save the Children International is the world’s largest independent child rights organization from emergency relief to long-term development, Save the Children International secures a child’s right to health, education and protection.  Save the Children International is an equal opportunity organization dedicated to our core values of Accountability, Ambition, Collaboration, Creativity and Integrity.

Save the Children has being working with in Somalia since 1950s but started its operations in Puntland state of Somalia on 2005 when Tsunami disaster erupted at costal area of Puntland and started providing support in different sectors like; Education, Health, Nutrition, Child protection, Food security and livelihoods since the Tsunami incident without disruption and works in partnership with the government and other development partners in Puntland to strengthen indigenous institutions and hence improve the delivery of education, protection and healthcare services to children particularly in Save the Children International working area in Puntland.

Save the children helps government to build systems that capable of delivering child rights and become more responsive and accountable for children by allowing children to speak and by making laws, policies and budget that put children first. That is why   capacity strengthening of government line ministries and other authorizes we work is a key component of Save the Children’s Country Strategic Plan (CSP) for Somalia and is one of the child rights programming pillars of Save the Children globally.

Therefore, Save the Children seeks qualified and competent consultants who can undertake comprehensive instructional capacity assessment with our partner line ministries in Puntland.

OBJECTIVES OF THE CONSULTANCY

The main objective of this consultancy work is to facilitate institutional capacity assessment of the six partner line ministries and agency of Save the Children in Puntland stated in number 4 below.  Specifically, the consultancy is expect to support SCI and partner line ministries to identify critical systematic and managerial capacity gaps those hinder quality services for children and come up remedy or capacity strengthening plan to mitigate and respond to such capacity needs. Furthermore, the assessment is expected to support harmonized resource allocation for capacity development of partner line ministries at sectoral level.

METHODOLOGY.

Prospective consultancy firms or qualified Organizations are hereby advised to propose a robust methodology that will fully address the objectives. While indicative, the methodology should be detailed with explicit narrations of how they intend to carry out the assignment. They should provide a detailed activity and work plan as well as a budget and timeline for the whole assignment. The methodology should clearly speak to all the different tasks of the assignment separately and how they converge to strengthen the capacity of line ministries to carry out its mandate. The methodology should show the proposed approaches to yield the desired results. However, some of the mandatory approaches expected to be employed by the consultant include;

PARTNER LINE MINISTRIES

The consultant is expected to facilitate institutional capacity assessment and hence development of capacity strengthening plans for the following line ministries of Puntland;

Ministry of Education and Higher Education (MoE&HE).

Ministry of Women Development and Family Affairs (MOWDAFA).

Ministry of Health (MoH).

Ministry of Justice, Religious Affairs and Rehabilitation (MoJRAR)

Ministry of Energy, Minerals and Water (MoEMW).

Ministry of labour, Youth and Sports

Ministry of Livestock

Ministry of Environment and climate change

Humanitarian Affairs and Disaster Management Agency (HADMA)

MAJOR DELIVERABLES

Develop revised capacity assessment work plan for specific line ministries with  with Save the Children and line ministries.

Develop inception report and share to SCI for review before familiarization workshop with line ministries.

Desk review to include historical data on support provided to ministry, and previous performance on Save the Children contract implementation including alignment with SCI Policies and Systems, project management and thematic capacities.

Organize preparatory workshop with all line ministries familiarizing data collection tools and approach as well as agree on assessment schedule for individual line ministries.

Utilize a participatory approach in assessment and capacity strengthening of selected organisations.

Capacity assessed should clearly indicate the gaps and areas need further strengthen and improvement I.e. supply chain and procurement capacity/financial capacity Including Internal Control Systems “Approval limits, Threshold), Financial System for recording of future referencing, documentation and how it’s aligned with International Organizational systems, program capacity and in general organizational capacity and the assessment should propose remedial actions taken forward and recommendation

The assessment should indicate the Scope of work (SOW)  for each government institution assessed to give us the coverage areas and the capacity of each government institution – this will help us our current and future partnership with government institutions

Use key informant interviews, focus group discussions and observation methods and any other suitable approaches that can help identify capacity needs of the line ministries.

Organize workshop with each line ministry and the agency to validate the finds of the capacity assessment and agree on capacity strengthening plan.

Comprehensive capacity assessment report for each line ministry and the agency,   Capacity assessed should include full completion of Save the Children’s Policies and Systems Review template

Detailed individual capacity development plan for each line ministry and the agency with implementation approach and resources need to implement the plan

A comprehensive consultancy report indicating summery of the identified capacity needs of each government body, challenges encountered and actions taken against them. The report should also provide recommendations for similar exercises in the future as well as implementation of the capacity strengthening plans.

HR policy in place that has clear recruitment and fair selection process

MANAGEMENT OF THE CONSULTANT.

The consultant will report to Save the Children in day-to-day activities of the consultancy work.  Save the Children will ensure that the consultant delivered quality services as per the consultancy agreed and complete all activities within the agree time frame. Save the Children will provide logistics support to the consultant during the consultancy period and arranging appointments with line ministries as all as nominate focal persons for each line ministry who will provide any other support required by the consultant during the consultancy period. However, the consultant will directly collaborate with the Director General (DG) of the line ministries who will provide support required at ministry level in undertaking of the consultancy services. The consultant will closely be worked by field-based program managers and facilitated the day to day operations at field level.
