Job Description

TEAM/PROGRAMME: SAGAL MoLSA (Secondment) LOCATION: Mogadishu, Somalia

12 months renewable


Level 1:  A basic criminal record background (DBS) check is required/equivalent police record check.

Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working  in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a police check  will be required (at ‘standard’ level in the UK or equivalent in other countries).

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


The Junior MoLSA SAGAL MEAL Advisor will be responsible to provide technical advice in the design and implementation of social protection programming, which includes the design and piloting of social transfer models, the provision of capacity strengthening, advisory, policy and planning support to the SAGAL programme. The Junior MoLSA SAGAL MEAL Advisor will report to the and will work with the Senior MoLSA SAGAL Research Expert Advisor. S/he will liaise with the ST Advisors in the Federal Member States.

Role Dimensions: Must be able to communicate with a variety of stakeholders. Must take initiative and be successfully able to follow through on tasks and regularly keep up with ongoing tasks related to the SAGAL programme.


1.     Support SAGAL development, use and review of MEAL tools, systems and processes by ensuring strategic and technical alignment.

a.      Support the development and use of monitoring frameworks, tools and processes to measure performance and quality.

b.     Support training and set up to ensure Federal Member States (FMS) are equipped for routine collection, analysis and use of evidence, including disaggregation for gender, disability and the most marginalised and deprived, to document impact, innovate and learn what worked for lifecycle based social safety nets, and inform management, policy and programme solutions. This includes needs and baseline assessments, feasibility studies, evaluations, and research, and responsible data management.

c.      Support use of systems that safely and appropriately ensure accountability to Somali communities by building trusting and collaborative relationships through information sharing and two-way communication, participation, and feedback and reporting mechanisms, and ensure safeguarding in all aspects.

d.     Work with colleagues in Baxnaano to identify, document, share and use learning along with other development partners work, to continuously adapt and improve our programming.

e.      Assist in the knowledge management using platforms that store and display evidence and learning that is made accessible and actively used between staff and departments in MoLSA and others.

2.     Support the process to build MEAL capacity and strengthen coordination of MEAL staff and other staff involved in MEAL aspects (including implementing partners) across the region

a.      Liaise with staff in the FMS, and at the FGS, to identify and promote MEAL capacity building requirements and opportunities, guided by the MEAL Technical Competency Framework, serving as the MEAL capacity building regional focal point.

b.     Support distance and face-to-face training and coaching/mentoring on SCI’s MEAL systems, tools, processes, in accordance with the Quality Framework. This also includes sensitisation to MoLSA-agreed software for data collection and analysis.

c.      Share globally available materials on MEAL for all staff, as well as high quality, professional publications or communications materials that reflect quality programme outcomes.

3.     Research and Evaluation

a.      Support the development, dissemination and implementation of children, persons with disabilities and older persons, at its core in order to build evidence for the design and implementation of social protection schemes.

b.     Support the process of the development of robust research methods to collect rigorous and relevant data required to design and implement social protection schemes.

c.      Liaise with key stakeholders on data analysis, research, impact evaluations and learning activities identifying opportunities for packaging research findings in accessible formats to ensure that learning and uptake is widely disseminated among key actors.

d.     Support the collection of learning and evidence from all key actors, to bring learning together and conduct complementary meta-analysis in line with the Ministry’s mandate to identify trends, opportunities and risks.

e.      Compile primary and secondary data and conduct analysis to build evidence and new knowledge that can inform the design of social protection schemes, as appropriate.

f.       Other duties as requested by management.

An associate or undergraduate degree in statistics, economics, development studies, social policy, nutrition, international studies or relevant degree is preferred.


·       At least 2 years of experience in a MEAL-specific role within an emergency or emergency and development context.

·       Knowledge of monitoring systems, including data collection and use.

·       Knowledge of evidence generation and learning: needs assessments, baseline studies, evaluations and research.

·       Knowledge of systems for accountability to communities and feedback and reporting mechanisms, preferred. Willingness to be trained, otherwise.

·       Ability to prepare technical MEAL trainings and workshops across countries in the region (including remotely).

·       Knowledge of MEAL capacity building, including training, supervising, coaching and mentoring.

·       Ability to liaise across relevant teams and offices.

·       Demonstrable analytical and problem-solving skills.

·       Proficient in speaking and writing English and Somali.

·       Proficiency in relevant data collection and analysis software.

·       Strong remote-working abilities and ability to travel to all parts of Somalia
