INVITATION TO BID FOR CONSULTANCY

Save the Children International (SCI) Somalia program hereby invites interested Lead Consultant – Education Sector Analysis & Education Sector Plan Development (2021-2024):

7 Travel requirements The consultant (s) will required to travel within Sourthern state areas of federal member states .of Jubaland, Hirshabelle,Galmudug , Hirshabelle and Southwest and Will be based in Banadir region under the MOECHE
8 Security requirements Consultant will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somalia
9 Qualification and Experience Key requirements for this position include:

·       At least a post-graduate degree (Master’s or above) in educational planning, economics of education or related field of study.

·       At least 7 years’ experience in the field of education and/or other related areas including sector wide planning and operational work in the education sector.

·       Experience in undertaking education sector analysis, development of education sector plans or other related research is preferable;

·       Excellent facilitation skills and communication skills in Somali and English with fluency in written and spoken Somali and English.

·       Good analytic and report writing skills;

·       Must have sensitivity to diverse opinions and issues arising from differing social and cultural perceptions.

Background

The Somali Government collapsed in 1991 and since then the country experienced varying degrees of instability and conflict. All sectors in the country have been adversely affected by more than two decades of instability. The Somali provisional constitution was endorsed in 2012 marking Somalia’s slow transition and start of recovery. Since 2012, the country has witnessed a marked shift in the political landscape with the formation of the Federal Member States (FMS): Jubbaland State, South West State, Hirshabelle State, Galmudug State and Benadir Regional Administration. Together with Puntland State and Somaliland, these four Federal Member States and Benadir Regional Administration, make up Somalia’s political landscape. The challenges that Somalia faces are complex, multifaceted and differ depending on the regional and state level contexts.

In 2017, the Ministry of Education, Culture and Higher Education (MOECHE) undertook a sector analysis and developed an Education Sector Strategic Plan (ESSP) 2018-2020 focusing on the critical education needs of the country in the short term as well as systems and capacity development set foundations for the development of a more enhanced sector plan in the coming years. As the current ESSP is expiring in December 2020, a new sector plan is needed in order to boost both access, quality and system strengthening of the education sector. The new ESSP is aimed at setting priorities and plans for Somalia’s education sector for the period of 2021-2024 aligned with the new National Development Plan(NDP-9). The MOECHE together with the Federal Member States of Jubaland, South West, Hirshabelle, Galmudug and Benadir Regional Administration will be carrying out the Education Sector Analysis (ESA) and the ESSP development. The development of a new ESSP will be preceded by an Education Sector Analysis (ESA), which will feed into the next ESSP planning by identifying the strengths and gaps in the education of Somalia based on detailed data and indicator analysis. This will involve the quantitative and qualitative analysis of a broad range of available data and literature on the sector.

The ESA will be guided by the UNESCO/IIEP and Education Sector Analysis Methodological Guidelines in order to align with the Global Partnership for Education (GPE) requirements. Moreover, international consultants from UNESCO/IIEP will also provide technical support for the ESA and ESSP process.

Therefore, the federal Ministry of Education, Culture and Higher Education (MOECHE) is seeking a competent, qualified and experienced lead consultant to support MOECHE in carrying out the ESA and ESSP process. The lead consultant will also play a role as the interlocutor between MEOCHE, FMS MOEs, SCI, ESC and UNESCO IIEP with a view of ensuring smooth coordination and collaboration with regards to the ESA/ESSP development process.

  1. Specific Tasks and Responsibilities

Under the overall leadership and technical guidance from the MOECHE and FMS MOEs, together with consultants from UNESCO IIEP, the lead consultant is expected to undertake the following tasks both for the ESA and ESSP.

For the Education Sector Analysis (ESA):

The ESA will be carried out based on the existing data and information sources such as primarily the EMIS year book, the PES 2014 and studies, surveys, reviews such as JRES, partners contribution to the implementation of the ESSP and others.

With the above extract, the lead consultant is tasked to:

  1. Prepare an inception report by clarifying the methodology, and proposed work plan for carrying out the ESA and development of ESSP.
  2. Present the Inception report to the MOECHE and National Steering committee for approval.
  3. Conduct desk review work and analysis of existing documents, reports, and surveys on all sub-sectors in Somalia’s education.
  4. Support capacity building of FMS and FGS departments of planning.
  5. Engage the local consultants and support them collect relevant data on the current situation of the education sector and support to analyze the essential education indicators.
  6. Assist the analysis of the data gathered by the local consultants from various subsectors (from pre-primary to higher education) into meaningful information that can inform the sector plan preparation.
  7. Assist the local consultants to undertake extensive consultations with all stakeholders including line ministries, education partners, donors, civil society organizations, private education providers etc.
  8. Closely work with the Technical Working groups (both federal and FMS MOE) and international consultants supporting this assignment.
  9. Assist in drafting the ESA report, sharing the draft with stakeholders and reflect comments.
  10. Provide consolidated ESA report for approval and submission to GPE secretariat for review and comments.
  11. Address and reflect comments from GPE into final ESA report.    

For the Education Sector Strategic Plan (ESSP 2021-2024):

The preparation of the ESSP will go through different several stages based on the results of the ESA. These stages are the ones that are usually undertaken when drafting the plan including definition of broader goals, structure of the plan, details of the plan, the costing and financing of the yearly action plan, and the monitoring and evaluation framework.

With the above extract, the lead consultant is tasked to:

  1. Assist to identify key priorities areas based on the Education Sector Analysis.
  2. Based on the identified key priorities, develop strategies and activities that can lead to achieve the key priority areas.
  3. Development of simulation costing and targeting mode.
  4. Assist identification and design of programs to achieve plan goals and outcomes by facilitating the writing workshop(s) with the ESSP technical working group.
  5. Support in drafting an Education Sector Strategic Plan for each Federal Member State and support the consolidation of the state level plans into one harmonized national ESSP document.
  6. Estimation of the cost and identification of the financing of the plan.
  7. Share the revised draft ESSP with stakeholders and reflect the comments.
  8. Development of the implementation arrangements and design of the monitoring and evaluation framework.
  9. Support in the development of a realistic yearly Action Plan for the ESSP.
  10. National Validation workshop to validate draft ESSP 2021 – 2024
  11. Finalization of the draft ESSP 2021-2024 for submission to independent assessment. 
  1. Duration of the Assignment

The Assignment will be Accomplished within 7 months from November 2020 to May 2021.

Key Qualifications
