ABA ROLI seeks a Legal and Justice Support Program Officer-Baidoa

Within the framework of the five-year Expanding Access to Justice (EAJ) program, the American Bar Association Rule of Law Initiative (ABA ROLI) seeks aLegal and Justice Support Program Officer (PO) to support EAJ programming relating to legal aid organizations, judiciary-support initiatives, and community engagement around justice service provision in Somalia.

Duties and Responsibilities

Under the direct supervision of the Deputy Chief of Party/Senior Legal Advisor, and in close coordination with EAJ colleagues,the Legal and Justice Support POwill collaboratewith diverse justice sector partners in BRA and SWS. Among other duties, the Legal and Justice Support PO will:

  • Engage on behalf of the project with legal aid organizations to promote the expansion of justice assistance services, whether targeting state or non-state justice forums
  • Provide guidance and oversight to governance structures and EAJ paralegals as part of initiatives to improve contextually appropriate justice services
  • Advise and supportengagement with judicial actors to support and strengthen court functions and legal service delivery
  • Contribute to project planning, including the development of work-plans and program budgets that align to expected results
  • Monitor program implementation, support effective program documentation practices,and draft regular program reports
  • Contribute to the evaluation of program effectiveness and support the continued development of improved program approaches
  • Provide any other support as required by EAJ leadership

Preferred Skills and Experience

  • A degree in law, with a minimum of 5 years relevant work experience in provision of criminal, civil, judicial, or other relevant legal service areas
  • Experience in the design and implementation of training programmes for justice actors. Experience in training community actors in law, alternative dispute resolutions, oradvocacy a plus. Prior experience supporting legal clinical education programs a plus.
  • Experience working with community leaders, police, prosecutors, and judges
  • Experience supporting the development and provision of legalassistance services
  • Prior experience working in Baidoa or Southwest State
  • Demonstrated understanding of the rule of law in preventing and protecting vulnerable members of the community
  • Strong computer literacy
  • Excellent oral and written communication skills and excellent Somali, Maay-Maay dialect proficiency, and English language proficiency
