II. Organization Context

The Ministry of Interior, Federal Affairs and Reconciliation of Federal Government of Somalia is responsible for the coordination, supervision and oversight of local governments, including district council formation, establishing systems for local governance structures and strengthening their capacity with a view to promoting democratic and accountable local governments that provide better basic services for stability and enhanced peace. MoIFAR is currently supporting in the process of forming district councils in the Federal Member States (FMS) districts in line with Federal Government of Somalia (FGS) Wadajir National Framework for Local Governance. MoIFAR therefore intend to hire Local Government Advisor to support the work of the Federal Member States that will enable the ministries achieve their local governments mandates.

The Advisor should ensure that in implementation of their work, strong emphasis is placed on gender, women, youth and marginalized groups in local government, human rights, local governance and good governance principles of transparency, accountability and participation.

The consultant will therefore facilitate local level and assist with national dialogue and communications activities. These activities will be focused on building social and political capital to encourage consensus across FGS and FMS on enabling effective local governments.

The Local Government Advisor will be based in the Ministries of Interior, Federal Affairs and Reconciliation and will be supervised by the Director Generals of MoIFAR/ FCA LG Project Manager. The position is for period of 1 year which would be renewable.

III. Objectives of the assignment
The Local Government Advisor will provide wide ranging support to MoIFAR with a comprehensive approach to assist local governments to be credible, professional service providers, with increasing public investment in basic services, strengthened civic awareness ensuring community participation in local decision-making and development through:

1.     Supporting the design of legislative frameworks, regulations and guidelines of relevance to local governance including planning and institutional development;

2.     Supporting the strengthening of the capacity of key Departments of Ministries of Interior, Federal Affairs and Reconciliation to carry out their mandate;

3.     Supporting the capacity development of district councils staff for the delivery of services at district level implemented through a participatory planning process.

4.     Supporting the ministry to put in place appropriate monitoring and evaluation mechanisms of all activities to ensure that the key objectives are met in an accountable and transparent manner.

IV. Scope of work
Summary of key functions

1.     Ensure that MoIFAR plays an active role in policy advice, strategic thinking and knowledge sharing through conducting policy briefings and participating in missions related to local governance; and promoting the flow of information to donors, government institutions, and other relevant stakeholders.

2.     Encourage full participation of stakeholders in the local government planning reform process to enhance empowerment and ownership.

3.     Support MoIFAR to ensure efficient day-to-day management of all local government planning and capacity building activities and support MoIFAR Planning Department provide quality control of MoIFAR activities to ensure efficient implementation of the workplan.

4.     Support MoIFAR to design and supervise capacity building and training programmes, monitoring and evaluation frameworks and ensure timely implementation of activities in order to achieve appropriate coordination and harmonization of all project activities.

Specific Functions

1.     Ensure that MoIFAR plays an active role in policy advice, strategic thinking and knowledge sharing through conducting policy briefings and participating in missions related to local governance; and promoting the flow of information to donors, government institutions, and other relevant stakeholders.

·       Provide support to MoIFAR to participate in policy forums with relevant stakeholders including other institutions, civil society, the private sector, and donor organizations to ensure coherency in approaches to relevant policy agendas.

·       Provide support to MoIFAR to write policy and strategy briefings as required on relevant issues for local governance.

·       Strengthen capacity of MoIFAR to ensure that all donor support contributes to the improvement in service delivery, accountability and transparency, and that gender sensitivity and other relevant cross cutting issues are being addressed.

·       Provide policy and strategic advice to relevant government stakeholders on policy and guideline requirements for the local governance, and

·       Communicate, with guidance from MoIFAR, closely with government stakeholders at national, regional and district level to enhance further expansion and/or consolidation of the project activities.

·       Provide support to MoIFAR and district councils to identify options for resource mobilization at the local level and promote policy discussions with relevant government agencies and local authorities on this issue.

·       Set up a system in MoIFAR to gather relevant information including maps, reports and other material that enhance the knowledge needed to further implementation of the local governments reform programs and help ensure that this information is made available to district councils in a timely manner.

2. Encourage full participation of stakeholders in the local government planning reform process to enhance empowerment and ownership.

·       Assist MoIFAR in identification and formulation of coordinated approaches to local government planning, management and implementation of activities.

·       Assist MoIFAR in promotion of approaches to design, planning, implementation, monitoring and evaluation of activities that encourage empowerment and ownership.

·       Assist MoIFAR to ensure it encourages the participation of all stakeholders and special interest groups, especially women, youth, the elderly and disabled, and IDPS in the planning, implementation and evaluation of all development and capacity building activities

·       Support MoIFAR to gather relevant information including maps, reports and other material to enhance knowledge and understanding of the location of the different interest groups and communities who need specific targeting

 

3. Support MoIFAR to ensure efficient day-to-day management of all local government planning and capacity building activities

·       Support MoIFAR to ensure that all activities, especially but not limited to those agreed to under the FCA program, are implemented in an efficient and timely manner, according to agreed upon workplans, and in compliance with relevant rules and regulations.

·       Assist MoIFAR to identify human resource needs, assist in the preparation and regular updating of Terms of Reference for staff and consultants, supervise staff, and conduct regular performance reviews as required.

·       Help ensure that staff capacity and capability is utilized in the most efficient manner to achieve service delivery through district councils.

·       Provide support to MoIFAR in liaison with counterparts with regards to all donor funded activities and facilitate efficient management of the projects by government counterparts to ensure accountability, transparency and good governance principles.

·       Provide appropriate support to MoIFAR to ensure that all project activities are well planned and coordinated, and that roll-out of local governments projects take place in a coherent manner.

·       In consultation with relevant MoIFAR staff, provide support to the preparation of workplans and budgets necessary to meet the outputs.

·       Help facilitate team building and coordination between all MoIFAR staff to ensure improved output.

·       Assist MoIFAR in preparation of relevant progress reports on activities of local governments projects which are directly linked to identified outputs and activities.

·       Assist MoIFAR to design quality control plan and help facilitate effective implementation of service delivery at the local level

·       Provide support and guidance to help ensure appropriate management of funds by MoIFAR and at district level

·       Identify gaps and challenges and support MoIFAR to solve these problems and facilitate MoIFAR to call on districts to help solve identified problems.

·       Help ensure appropriate management of all resources and assets provided to MoIFAR and target emerging districts.

·       Perform any other duties that maybe assigned by the Director General or requested by the FCA.

 

4. Support MoIFAR to design and supervise capacity building and training programmes, monitoring and evaluation frameworks and ensure timely implementation of activities to achieve appropriate coordination and harmonization of all project activities.

·       Assist MoIFAR define capacity building goals in line with workplans agreed to with FCA and within the given budget framework.

·       Provide support to MoIFAR to design, schedule, implement and supervise a capacity building plan for ministry officials, regional and district councilors and staff and ensure that all training activities are implemented as planned

·       Assist MoIFAR ensure that all MoIFAR staff have relevant workplans and assist MoIFAR in the follow up of these workplans to ensure timely implementation of all capacity.

·       Support MoIFAR in procurement processes ensuring there is separation of powers between procurement and finance (certification and payment processing).

V. Monitoring and Reporting
The consultant will provide quarterly progress reports to the Director General and FCA summarizing work done not later than 20 days after the end of the quarter. The reports are to be endorsed by the FCA and approved by the Director General. These will form the basis for end of contract performance evaluation.
VI: Qualifications and Experience
Education: Master Degree in Social Science, Public Administration, Political Science or any other relevant field. Additional qualifications in training methodologies, adult learning and master’s degree are an added advantage.
Experience and skills: ·       At least 6 years of relevant experience working in a ministry or a capacity building institution.

·       Comprehensive understanding of local governance and experience working in or with a local government institution (s).

·       A solid understanding of Somalia’s local government system.

·       Experience in promoting capacity building and local governance in multi-cultural environments, and in conflict environments

·       Management experience and

·       Experience working as an advisor

·       Experience in representing government in multi-stakeholder forums

·       Self-motivated and self-driven and ability to work with a minimum of guidance.

·       Ability to push processes forward, to be persuasive and at the same time collaborative, supportive and diplomatic.

·       Ability to be calm and well humored while under pressure

Language Requirements: ·     Fluency in written and spoken Somali and English required.
