Position context and key challenges
ACTED is supporting man-made and natural disasters-affected populations in Somaliland and other countries in the HoA region by delivering emergency aid and strengthening their resilience. Somalia and Somaliland has been experiencing recurrent humanitarian crisis for more than 20 years; ACTED teams have been deployed for over 10 years with ongoing relief programming being carried out in the North as well as in both countries, with an office in Hargeisa and coordination office for the HoA in Nairobi (Kenya). Projects are designed according to the populations’ needs and include activities related to water, sanitation and hygiene, food security and livelihoods, lifesaving cash transfer programmes, camp coordination and camp management, as well as shelter and non-food items activities. ACTED provided cash assistance to vulnerable households in order to improve their immediate access to food and other key household need. The cash provided households with autonomy to meet their specific needs. Also, ACTED implemented water, hygiene and sanitation (WASH) activities throughout Somali/Land including the construction and rehabilitation of boreholes, shallow wells and latrines in order to provide clean water to vulnerable households. Community engagement in the development of these projects ensures protection risks for women and girls when accessing WASH related services are mitigated. ACTED also distributed hygiene kits and conducted hygiene promotion throughout IDP sites in Baidoa, Kismayo and Sanaag. ACTED implemented Camp Coordination and Camp Management (CCCM) activities by providing capacity building for key community and camp governance stakeholders and by improving living conditions in IDP sites through site maintenance activities to reduce congestion and fire risks, as well as by installing solar lights.
Key roles and responsibilities
1. Ensure the implementation of robust MEAL systems:

a)       On request of Country Directors provide technical support to the Country MEAL Officers on the design and implementation of appropriate data collection and analysis instruments, ToRs and methodologies;

b)       Support Country MEAL Officers on data analysis and reports for regional projects;

c)       Support Country MEAL Officers in the development, strengthening, functioning and use of data;

d)       Support Country MEAL Officers in the implementation, effective functioning, review and improvement of the Beneficiary Complaints and Response Mechanism (CRM), in line with ACTED standard Beneficiary CRM procedures;

e)       Ensure the MEAL policies and procedures as described in the ACTED MEAL standard guidelines are implemented by MEAL Officers; make sure that the tools are followed as applicable;

f)        Support on the development of MEAL frameworks and proposals development when requested  by country MEAL Officers or Country Directors;

g)       Review MEAL reports and provide feedbacks to MEAL country teams;

h)       Support on the consolidation of annual data for indicators and beneficiaries to report on the Annual Report;

i)         Review and validate TORs for external evaluations and evaluations reports in the region in coordination with the HQ MEAL team.

2. Supporting Country and Regional Capitalization and Learning

a)       Document and share the lessons learnt and best practices on time and ensure that the knowledge gained contributes to the improvement of projects and influence the strategic development of future projects and activities.

3. MEAL Team Leadership and staff Capacity Building

a)       Coach, train, and mentor MEAL staff in the region with the aim of strengthening their technical capacity, exchanging knowledge within the MEAL team and providing professional development guidance.

4. Other

a)       Provide regular and timely updates on progress and challenges to Country Directors and HQ MEAL Unit;

b)       Ensure regular travels within the region when requested by Country Directors;

c)       Perform any other related activities as assigned by ACTED Country Directors;

d)       On request of the Country Directors, support MEAL teams through gap filling missions where necessary.

Required qualifications and technical competencies
·         Master’s degree, preferably in a development/humanitarian related field

·         At least 1-2 years of professional experience in humanitarian and/or development organisations;

·         Astute critical thinking and analytic skills

·         Experience with participatory appraisals and project cycle management encouraged

·         Good organizational and communication skills with international and national staff and rural communities

·         Flexibility and adaptability are essential, as well as the ability to plan, take initiative and work independently and under pressure

·         Excellent communication and drafting skills in English

·         Knowledge of the region an asset

·         Familiarity with basic office software programs

Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus
