Qualification

Bachelor’s degree in Communications, Development or Social studies. Its mandate is to promote and accelerate sustainable industrial development in developing countries and economies in transition, and work towards improving living conditions in the world’s poorest countries by drawing on its combined global resources and expertise. The Programme Development and Technical Cooperation Division (PTC) is responsible for providing technical cooperation services on technological and economic issues covered by our client’s mandate in developing countries and countries with economies in transition.
PROJECT CONTEXT
Our client’s Project “Agro-Technology Development for Economic Growth in South and Central Somalia”, is designed to support the revival of productive sectors in Central and South Somalia regions by establishing a network of three agro-technology and enterprise development units to support Somali businesses in starting, rehabilitating and upgrading agro-industrial operations, accessing new technologies, markets and financing facilities.
The project is expected to support at least 300 existing and perspective entrepreneurs as well as supporting around 600 individuals in starting a micro-enterprise or finding a skilled employment, as a result of vocational and technical skills trainings delivered by one of the three project supported agro-technology and enterprise development Units. Within this framework, an agro-technology credit facility for Somalia MSMEs has been included within this project to ensure that beneficiaries supported through project activities would have access to an appropriate financing scheme. Role objectives Under the overall supervision of the OUR CLIENT Project Manager (and Representative) based in Mogadishu, the incumbent shall carry out the following duties:
MINIMUM ORGANIZATIONAL REQUIREMENTS  Main duties Concrete/measurable outputs to be achieved Expected duration LocationEnhancing the MoCI communication and image locally and internationally and facilitate internal and external communications  Revamping of the MoCI website in consultation with departments and Office of the Minister
Revise and improve communication on Twitter and Facebook and other social media platforms – ensure consistent and coherent communication – in MoCI and OUR CLIENT messages
Work closely with various departments within MoCI to align communications regular Mogadishu, Somalia w/ missions authorized separately if required.Ensure articulation of MoCI and OUR CLIENT desired image and position; assure consistent communication of image and position to all internal and external stakeholders.  Develop a comprehensive Communication Strategy to guide all communication of the Ministry:Identify the MoCI target audience, partners, shareholdersIdentify effective methods/tools to communicate to the target audienceDevelop messages in line with MoCI and OUR CLIENT strategic objectives and that of the Federal Government
Develop budget for Communication Activities
Media promotion and publicity including building and maintaining of relationships with key and relevant members of the press, partners, stakeholders, etc.   Develop and Implement commerce and industry related short messages in collaboration with MoCI leadership – including relevant cooperation with OUR CLIENT (Activities/Project)
Create a log of communication activities and partners, managing social media campaigns. Writing press releases and distributing them to the media
Attend networking events, build network and develop relationships on behalf of the MinistryDesigning, layout and branding, Create graphic design assets including infographics/fact graphs for print and digital, to communicate key messages around specific topics – MoCI and where necessary OUR CLIENT collaboration
Develop and design briefing notes, reports and other communication materials such as  banners, posters, booklets, leaflets, books, calendars, bulletins, reports and infographics, animated presentations) for printing and electronic distribution.Photography and Video Take high quality photos of MoCI internal/external activities that can be used both online and in designing communication material
Maintain and update communication platforms (social media)Answering telephone calls, responding to queries and replying to emails – Office of the Minister
Prepare regular reports on expenses and Ministers’ office budgets
Update office policies in consultation with the Minister and Director General Administrative duties to support the Office of the Minister and ensure that day-to-day activities are running smoothly – Meetings are successfully planned and conducted, Minister is up-to-date on various matters as required, office budget is forecasted, etc.Maintain and manage the Ministers’ calendar and schedule appointments
Conduct researches; prepare briefing for the Minister in presentation and statistics to support decision-making.Take notes, prepare meeting minutes and distribute accordingly
Book meeting rooms and arrange events as required for the MinisterArrange travel and accommodationOther tasksComply with OUR CLIENT administrative rules and regulations and Undertakes other related duties and assignments as may be assigned by the OUR CLIENT representative and PM As required

 

Project reporting This role works under the overall supervision of our client Project Manager (& Representative) based in Mogadishu.Key competencies Education • Bachelor degree in Communications, Development or Social studies. Advanced University degree a distinctive asset
Technical and Functional Experience: • At least 3 years’ experience in Communication, public relations or marketing related fields of practice; • Good shorthand, typing and drafting abilities • Thorough knowledge of UN project or Government implementation operations; previous experience in public sector will be an asset • Outstanding article-writing and editing skills. -Social media skills. -Developed understanding of needs of media and public audiences • Proficient use of processing tools such as Microsoft Office and Internet. Experience in dealing “social” media (Facebook, Twitter, Instagram) • Good analytical, organizational and interpersonal skills; ability to work under stress; ability to take initiative • Proven technical knowledge of a wide range of multimedia, web and digital tools is required.
Languages: • Fluent in written and spoken English and Somalia. • Computer literacy and strong working knowledge of Microsoft Office. Nationality: • Has to be a Somalian National
