The Internationaler Bund e.V., a German NGO in the field of social development services, education and international cooperation, is currently implementing a TVET project in Somalia on behalf of GIZ. The GIZ TVET project is funded by the German Government (BMZ) and EU.

The TVET project envisages to support selected Vocational Training Centers in Somalia. It contributes to an overall TVET programm of GIZ with the objective: “The supply of Somali skilled labour is in a better position to satisfy the demand of the labour market in selected regions of Somalia”.

The IB contribution to the GIZ project  is realised through four ‘Streams’:

  1. Awareness Raising
  2. Career Guidance Activities
  3. School Development
  4. School Management

Specific objective of the assignment

The National TVET Field Officers are expected to assist the project in delivering on their mandates and achieving their objectives through undertaking the necessary fieldwork operations.

Duties, Responsibilities and Scope of Work

The National TVET Field Officers report directly to the respective Project Manager and the Regional Coordinators of

GIZ. In particular, the incumbents will:

  • Collect and analyse relevant technical, social, economic, institutional and technology related information, data and/or statistics to support the delivery of projects outcome, outputs and activities;
  • Undertake analysis, provide technical input for plans and reports concerning TVET in general and TVET Centers in Garowe (Puntland), Hargeisa (Somaliland) and Kismayo (Jubbaland)
  • Conduct country-wide field missions as needed;
  • Participate in the development of improved work methods, tools and systems;
  • Participate in capacity assessment and capacity development measures of project partners
  • Update databases and web pages;
  • Participate on multi-disciplinary project/work teams;
  • Liaise and collaborate with the project partners for the good implementation of the project activities;
  • Collaborate in the development of training tools and materials and the organization of workshops/seminars/ training courses and sessions, etc.;
  • Participate in the organization, conduct and follow-up of meetings, consultations and conferences, the development/production of required materials and the provision of information and assistance to partners;
  • Provide support to consultants and staff assigned to the project;
  • Assist, if requested, in briefing meetings for the benefit of GIZ Representatives, Steering Committee, and senior related staff of partners;
  • Undertake other project related tasks as requested by the respective Project Manager / Heads of Component

Profile and minimum expertise required

  • University degree in Social Sciences, Economics, Pedagogics or related field;
  • Three years of relevant experience in TVET in Somalia;
  • Proven experience in organisation of workshops/seminars/ training courses and sessions, etc.;
  • Good written and oral working knowledge in English and Somali;
  • Computer literacy of the Microsoft package including Excel or database software
