Open National tender for the supply of 2000 tablet phones.
The Federal Government of Somalia’s Education Sector Program Implementation Grant (ESPIG) is funded by the Global Partnership for Education (GPE) and consists of four main components:
Component 1: Increased equitable access to quality primary education for out-of-school children: This component seeks to expand equitable access to quality primary education opportunities for out of school children.
Component 2: Enhanced quality of primary education: The component is focused on improving learning outcomes by investing in teaching and learning materials for the new curriculum and assessment and laying the foundation for a stronger teacher training system, ensuring the acquisition of foundational skills at the expected level for each grade.
Component 3: Enhanced capacity at Federal and Member State levels: This component seeks to strengthen system capacity at the MoECHE and Member State MoEs to regulate, manage and monitor schools.
Component 4: Program monitoring, accountability, and communication: This component includes monitoring, evaluation and learning activities, as well as communication of results. The program will adopt a robust approach to monitoring, evaluation, and learning, with a dual approach – internal monitoring, building upon the limited structure and initial tools available to the Federal and State-level Ministries, and an externally-led evaluation process.
As part of the ESPIG component two, 2000 tablets will be procured to train two thousand teachers. Thus, the Ministry of Education, Culture and Higher Education, is hereby inviting all interested eligible bidders with previous experience and capacity to submit their bid documents for the supply/delivery of high quality 2000 pieces of tablets for the ESPIG program in-service teachers in Banaadir region, Galmudug, Hirshabelle, Jubaland and South West states.
Bidding will be in accordance with the National Competitive Bidding procedures as specified in the public procurement and concessions law #22 and is open to all eligible bidders.
Other specific requirements:
- Valid trade license and company registration certificates from the federal government of Somalia (Ministry of Commerce)
- Proof of tax clearance from the government from the Ministry of Finance (Valid TCC)
- Proof of Similar supply experience in Somalia at least Three with similar magnitude previous contracts/purchase orders.
- Detail delivery and distribution time (Lead time)
- Updated company profile with your company contact details and physical address and all pertinent information,
- Warranty details i.e. number years etc. [please indicate number years in your bid document]
- Bank Statement for the last 12 Months with a minimum balance of $30,000
- Proof of ownership or Written power of attorney for representative, or Joint venture agreement in case of JV.
The Ministry of Education, Culture and Higher Education, is hereby inviting all interested eligible bidders with previous experience and capacity to undertake the supply of tablet gadget. The detailed technical specifications and tender documents can be downloaded from below link.
Bidders are required to submit sealed bids for the execution and completion of the cited Contract in one sealed envelope, marked “TENDER FOR PROCUREMENT OF 2000 TABLETS” with the following warning sign “Not to be Opened Before Bid Opening Date and in the Presence of the Bidding Committee” to the tender email box of email@example.com not later than 1600 Hours East Africa Time, on 28th July 2021.
