Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners.  It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients.  The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards.  Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles.  As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates. 

UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by UNMAS technical advisors located in each AMISOM Sector Headquarters and at AMISOM Force Headquarters, who support AMISOM planning and operations. UNMAS support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”).  As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Security Forces, Somali Police Force, Somali Explosive Management Authority, Minister of Internal Security and National Security Advisor.

Explosive Management Support for the Somali Security Sector, (EMSSS) was an initiative launched in 2010 to assist the Somali Security Sector institutions with establishing the necessary EOD, and demining policies, legislation and capability.  EMSSS has now become the Police EOD Project.  UN Somalia Mine Action provides a humanitarian response to the mine and explosive remnants of war (ERW) threat throughout Somalia, in both emergency and development contexts.  Support to the Office of Rule of Law and Security Institutions (OROLSI) and Department of Political Affairs (DPA) will assist UN partners at the headquarters level in New York in establishing a presence in Somalia, and facilitating project delivery.

Under the guidance and supervision of the Operation Specialist Training, the Training Expert provides support in explosive threat mitigation for Somali Security Forces and provides explosive ordnance disposal (EOD) training, mentorship and support in the form of conventional munitions disposal (CMD) (and improvised explosive device disposal (IEDD), to the Somali Police Force within Somalia.

Under the direct supervision of the Operations Specialist-Training, he/she will be responsible the following main duties:

  • Support with the coordination, implementation, execution and completion of admin, operational and training activities required within the Programme.
  • Supports the Operation Specialist Training with translation during the training, translates defined training contents in Somali.
  • Reviews existing training contents in regards to language, English/Somali.
  • Liaise with SPF focal points to in the FMS in regards of operation planning/management and task reporting.
  • Conducts asset verification and implements an asset management system for all FMS teams and keeps it up to date.
  • In consultation with the Project Manager or Operation Specialist Training, oversee and conduct training of personnel in CMD (and IEDD).
  • Mentor EOD (CMD/IEDD) trained Somali Security Force / Somali Police personnel.
  • Prepare and maintain training plans and lesson plans for delivery.
  • Ensure that all training is recorded, training records are kept up-to-date, and submitted to the Project Manager.   
  • Supports the Operation Specialist Training in Issue and record of explosives and equipment to be used by personnel undergoing training or for operations.
  • Ensure that Standing Operating Procedures (SOP) are compliant with best practice and ensure all types of EOD operations and training are conducted in a safe and effective manner.
  • Other tasks as directed by the Programme Manager and/or Operation Specialist Training.
  • Travel within Somalia and abroad to coordinate between key stakeholders regarding operational activity and training delivery.

Education/Experience/Language requirements

  • First Level University Degree (Bachelor’s Degree or equivalent) with 7 years of relevant experience; OR
  • Secondary School Diploma (High School or equivalent) with a minimum of 11 years of relevant experience; OR
  • Military, Police or Law enforcement with a minimum of 11 years of relevant experience is required.


  • Relevant experience is defined as experience in operations support, operations management, project management or business administration.
  • Within relevant experince at least 2 years of experince in EOD or IEDD operations is required.
  • EOD Level 3 or equivalent qualification or certification is desired.
  • Experience in preparing training plans, training reports or training delivery is required.
  • Experience in supporting operations in humanitarian, conflict, post-conflict, Non-profit Organizations (NGOs) or development contexts is desired.
  • Computer literacy (MS Office) is required.


  • Fluency in English (writing, speaking and reading) is required
  • Fluency in Somali (writing, speaking and reading) is required
