Prequalification of Consultancy Firms for Data Collection – Somali Resilience Program

The Somali Resilience Program (SomReP) invites applications for prequalification from local interested consultancy firms to carry out its data collection both qualitative and quantitative in Somalia for the period one year.

Background

The Somali Resilience Program (SomReP) is a resilience building consortium which aims to address the underlying causes and impacts of vulnerability to climatic shocks and other related stressors. The consortium undertakes layered and sequenced interventions which build absorptive, adaptive and transformative capacity at household, community, state and system levels targeting the ultra-poor across agro-pastoralists, pastoralists, fisher-folk IDP and host community’s livelihood groups across Somalia.

SomReP works in the sectors of disaster risk management, climate smart agriculture, productive assets development, natural resource management, basic health/nutrition services, shock responsive safety nets, green technologies, economic empowerment and market systems development. It is an iterative, learning consortium which measures the impact of resilience interventions and employs evidence to adapt approaches, scale effective interventions and promote understanding of best practices at local, regional and international levels with civil society, government and academia.

To inform and improve its programming and assess the impact of our resilience intervention, SomReP relies heavily on collection of high quality qualitative and quantitative data in our areas of operation and analysis of the same. In view of this, SomReP would like to engage the services of a data collection firm to conduct data collection in all our operational areas on a need’s basis.

The successful firm will be expected to work closely with the SomReP partners, various government entities and other stakeholders including other consultants that will be responsible for data analysis and reporting on the same.

SomReP programming emphasizes quality assurance because it is explicitly evidence-based results oriented. Good data is therefore needed to inform the design of interventions and to monitor and evaluate the program’s progress toward defined targets and indicators. The successful firm will therefore be responsible for ensuring correctness and quality of data collection which must meet our standards of acceptability including but not limited to; accuracy, completeness, reliability, timeliness, confidentiality, precision and integrity.

1. Scope of Work

Data collection will be informed on a needs basis and may vary from one assessment to the other.

2. Tasks and Responsibilities

The selected firm will be responsible for the following;

Ø Acquire all clearances and permissions necessary to collect data in all needed regions

Ø Develop a sound field work plan for data collection based on the methodology prescribed

Ø Selecting, hiring and managing competent enumerators for the data collection and ensuring

Ø Prepare and arrange for FGDs, KII as and when required

Ø Ensure that only the correct individuals are interviewed.

Ø Adapt survey questionnaires to ensure they are appropriate to the local context

Ø Collect and clean quantitative and qualitative data according to a prescribed methodology and tools developed by SomReP or our team/Consultants responsible for data analysis

Ø Transcribe data collected in Somali language to English

Ø Undertake internal quality control procedures to ensure data collected is comprehensive, consistent and accurate

Ø Data quality assurance and conducting back checks of surveys to check answers are valid

Ø Manage data collection in the field

Ø Work in line with COVID-19 guidelines

Ø Provide a field visit report that includes the contextual narrative, interviews and or focus group summary

3. Expectations**

The selected firm is expected to have the following;

Ø Clearances and permissions necessary to collect data in all needed regions

Ø Physical access in all our Operational locations

Ø Be in a position to mobilize and engage competent enumerators for data collection in all the locations

Ø Ensure strict adherence to our data protection policy

Ø Implement data collection using mobile platforms enabling the field teams to collect and transmit data from field to SomReP server

Ø Use SomReP data management platform for all data collection.

4. Qualification

SomReP is looking to hire the services of a local firm experienced in data collection and with a competent team that will be able to collect data in all our operational areas.

The successful local firm should have experience and expertise in both qualitative and quantitative data collection and should possess the following:

Desired team composition

A carefully selected team with specialized competence in all the key facets of the data collection areas including:

Ø A lead consultant with extensive experience in coordination of survey design, contract management, field work management and reporting.

Ø A team of enumerators with experience in administering both quantitative and qualitative data collection tools including experience in use of mobile data application

Consultant(s)/researcher(s) should have the following requirements; Team lead;

Ø Advanced university degree in Social Sciences or equivalent with good understanding of development programs

Ø Extensive and proven experience in managing surveys for resilience interventions

Ø Should have knowledge and skills in data collection using mobile application especially KOBO Collect and online databases.

Ø Ability to work effectively with the government and other stakeholders

5. Supervision

SomReP M&E team will be responsible for the overall technical oversight of the data to be collected under the stipulated Terms of Reference. The SomReP M&E team together with consultant responsible for data analysis will have the following responsibilities;

Ø Provide survey instruments to be used for data collection

Ø Assist in training of enumerators

Ø Provide a list of targeted locations, District and Villages for data collection for every assessment to be conducted

Ø Supervise the overall quality of data collected

6. Evaluation Criteria

The Selection of the firm will be made based on cumulative analysis (i.e., mandatory requirement and technical qualifications as follows:

I. Mandatory Requirements

Ø Provide a certified copy of business registration(company/organization)

Ø Provide a certified copy of tax registration

Ø Provide information on ownership structure – name of directors/owners of the company(company/organization)

Ø Provide References from previous clients for similar works in Somalia (At least five) stating the type of research done, Regions/Districts worked in and details of contact person

Ø Completed Prequalification Questionnaire

Ø Successful bidders will be required to sign World Vision Supplier Code of Conduct form

II. Technical Evaluation

Applicants need to clearly articulate on the following in their technical proposal, but not limited to: –

Ø Business registration certificate to undertake data collection or related services in all our implementation regions

Ø Ability to engage a team of qualified and competent enumerators and deploy them in all our implementation areas

Ø Experience in conducting qualitative and quantitative data collection

Ø References from previous clients for similar works in Somalia (At least five) stating the type of research done, Regions/Districts worked in and details of contact person

Ø CVs of key personnel/team lead (including any formal qualifications) should be provided

III. Financial Evaluation

Ø Request for quotations will depend on the scope of work and this will be made available only to those bidders whose qualifications are accepted after completion of the prequalification process.

7. Terms and Conditions of Payment

Payment of work done will be based upon completion and acceptance of the clean data received by SomReP M&E team or our consultant.

8. Submission of Proposals

Interested firms should submit their proposal in English and by email to somo_supplychain@wvi.org on or before 15th September 2021**. Proposals should be submitted in two distinct/separate attachments, namely. Mandatory Requirements and Technical Proposal.

Email title should be; – Prequalification of Consultancy for Data Collection – Somali Resilience Program

Bids received after deadline shall not be considered.
