Primary Health Care Director

Job Grade:  8     

Department:      Health Department

Location               SRCS Coordination Office Mogadishu (South Central Zone)

Reports To:         Deputy Executive director for Integrated Health Care

Direct Reports:  Program Managers (RH, Nutrition and HAD, Branch Health Officers)

Background

The Somali Red Crescent Society (SRCS) is an independent, non-political humanitarian organization that was founded in April 1963 and was established with presidential decree No. 187 in 1965. It was then recognized by the ICRC in 1969 and in the same year became a member of the International Federation of the Red Cross and the Red Crescent societies.

The Somali Red Crescent Society is currently looking for a qualified candidates to fill the vacant positions of Primary Health care Director

Overall Job Purpose      

Provide technical leadership, clear management guidance in the design, implementation and evaluation of an integrated community-based health care programme aimed at providing quality preventive, promotive and curative services to address the needs of the most vulnerable members of the community.  Coordinate the development of programme guidelines, work-plans and corresponding budgets focusing on health systems strengthening. Oversee the operations of out-patient and mobile outreach clinics in all Branches to ensure delivery of high-quality healthcare services such as maternal and child health, immunization, nutrition, HIV/Aids, health and hygiene promotion and epidemic response in line with SRSC strategic objectives and health programme priorities.

Essential Duties & Responsibilities 

  • Technical Leadership, Programme Planning & Implementation
  • Coordinate the preparation of programme work plans and budgets based on the approved programmatic framework in compliance with strategic priorities
  • Coordinate with the Finance department and the branches in financial returns
  • Process over all monthly PHC budgets and coordinate with the Finance dept.
  • Collaborate with colleagues in disaster management to ensure integrated and harmonized approach is taken when responding to public health crises and emergencies
  • Conduct periodic field visits to ensure effective implementation of health programme activities
  • Establish proper monitoring and evaluation framework to identify areas for improvement and enhance accountability of health programme implementation
  • Coordinate the preparation of timely progress reports against planned activities Work in close collaboration with the communication department to documents success stories, lessons learned and good practices

Operations Management 

  • Ensure proper management finances allocated to programmes activities, support budget development and implementation, approve requisitions, review financial/audit reports in line with financial policy
  • Participate in the recruitment and selection, performance management, including capacity development and team building of programme staff in collaboration with the HR department
  • Ensure effective and efficient provision of procurement, logistics and ICT support necessary to facilitate the implementation of programme activities

Strategic Partnerships & Donor Relationships

  • Develop and enhance relationships with strategic partners, donors, local authorities, and humanitarian actors to maximize support for humanitarian response
  • Identify issues to be addressed to heighten donor and government support and maintain a positive image and good visibility for health programme funding
  • Support resource mobilization efforts as and grant proposals to secure donor funding
  • Monitor that the program is up to the strategic objectives
  • Represent SRCS in relevant national conferences, seminars, workshops and meetings to conduct periodic review of programme activities
  • Perform other related duties as assigned by the SRSC Senior Management

Educational Qualifications & Professional Training

  • Post-Graduate qualifications or equivalent professional practice in
  • Public/Community Health, Medicine, Nursing, Community Development, Public Administration, Social Sciences
  • Project Management; Monitoring and Evaluation
  • Professional Training

  • Language Requirement :Demonstrate proficiency in Somali and English languages
  • Minimum 7 years relevant experience in a humanitarian or development organization.
  • At least 3 years in senior management with experience in
  • Relevant Experience of public/community health, finance and human resources, including
  • results based management, monitoring and evaluation as well as experience in epidemic response
