Procurement Officer- Somaliland
TEAM/PROGRAMME: Supply Chain & Logistics, Somaliland
POST TYPE: National
Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people
The Procurement Officer is responsible for providing procurement services for supply of goods and services for Hargiesa office as well as handling documents and filing.
SCOPE OF ROLE:
Reports to: Area Supply Chain & Logistics Coordinator
Dimensions: Save the Children works in 4 regions in Somalia with a current staff complement of approximately 450 staff and current expenditure of approximately GBP 30 million each year.
Staff directly reporting to this post: Storekeeper
KEY AREAS OF ACCOUNTABILITY:
Receive procurement requests from different sections and prepare purchase plans with a view of ensuring cost effectiveness, timely procurement and quality of goods.
Receive quarterly procurement plans from the program managers and implement as per order.
Ensure procurement procedures are carried out in line with Save the Children policy and the Minimum Standards of procurement.
Ensure donor procurement policies, guidelines and specific requirements are strictly met.
Follow up supplies of office and guest house utilities and services – water, electricity, and telephone.
To establish and maintain good contacts with suppliers, government offices, UN agencies and other NGOs with regard to logistical matters
Carry out market surveys and maintain an up to date database of suppliers
Provide support to the storekeeper in handling supplies and stocks.
Ensure Save the Children and donor procurement policies, guidelines are strictly followed for every transaction.
Advise the Logistics Coordinator on improvements can be made in the area of procurement
SAVE THE CHILDREN
Supervise procurement/logistics Assistants and ensure that procurement of goods and services are delivered on timely basis and are managed in line with Save the Children policy
Oversee communication with other field offices and Nairobi in relation to the procurement. Produce weekly procurement tracker and monthly procurement reports and disseminate on
Carry out any other duties and/or responsibilities assigned by the immediate supervise.

QUALIFICATIONS AND EXPERIENCE
Previous experience of managing a similar work.
Bachelor Degree of Business Administration/Procurement/Accounting or related field
Minimum 3 years proven work experience in procurement within a busy working environment such as private company or INGOs
Good English language command.
Good computer and writing skills.
Good communication and interpersonal skills.
High level of integrity and ability to work as part of a professional team Ability to work under pressure to meet tight deadlines
Willing to work extra odd hours. Computer literate
