This position is located within the United Nations Support Office in Somalia (UNSOS) with duty station Nairobi. The incumbent will report directly to the Chief of Unit in the Procurement Section.

Responsibilities

The Procurement Officer will be responsible for carrying out the following:

•Participates in entity planning process and contributes to an integrated approach and consistency in the implementation and operationalization of the integrated supply chain;
•Initiates the development and implementation of the supply chain work plan, including supply chain forecasts, priorities and anticipated requirements and disposals. Implements policies and procedures to facilitate achieving work plan goals;
•Plans, develops and manages UNSOS procurement and contractual activities of significant complexity related to world-wide procurement of diverse services and commodities (e.g. information technology, electronic equipment, vehicles, medicines, building maintenance, office supplies, construction, furniture etc.) taking into account local economic and other conditions;
•Advises requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stages of the procurement cycle;
•Manages/Supervises a procurement work team, plans, allocates work assignments, coaches, trains, monitors, evaluates staff;
•Prepares/oversees preparation and distribution of invitations to tender and manages/conducts all aspects of bids/proposal evaluation, including preparation of contracts;
•Formulates strategies and designs innovative solutions to resolve issues/conflicts for complex procurement projects; Establishes and maintains work program and schedule for ongoing contracts and newly-planned ones;
•Negotiates with senior supplier representatives, signs procurement orders up to the authorized limit, and in cases where the amount exceeds authorized signature authority, submits cases to the contracts committees (Local Committee on Contracts [LCC]/Headquarters Committee on Contracts [HCC]) for review and subsequent approval by the authorized official;
•Conducts market research to keep abreast of market developments; researches and analyzes market reports, production patterns and availability of goods and services;
•Establishes approaches for negotiations and conducts all phases of negotiations with concerned, including negotiations of disputes arising from contracts;
•Identifies new technologies and products/services, evaluates and recommends potential supply sources and participates in the incorporation of research results into the procurement program;
•Oversees adherence to contractual agreements, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations;
•Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc.
• Performs other duties as required.

Meets timeline for delivery of products or services to client.

Education

Advanced University Degree (Master’s degree or equivalent) preferably in business administration, public administration, commerce, law or a related field. A first level university degree with a combination of relevant academic qualifications and experience may be accepted in lieu of the advanced university degree.

Professional certification by an internationally recognized procurement authority (such as CIPS or equivalent) is desirable.

Work Experience

A minimum of five years of progressively responsible experience in procurement or contract management is required including three years in the United Nations or an international organization.
At least two years of experience in processing, reviewing, and analyzing transactions, data and workflows on an Enterprise Resource Planning system (ERP) in the area of purchasing and/or supply chain is required.

Languages

French and English are the working languages of the UN Secretariat. For this position, fluency in both oral and written English is required.

Assessment

Previously rostered candidates are not subject to any further assessment and as such, will not be invited for such an assessment.
